This letter is to express the intent of the Mental Health Trust (MH:T) to act as grantee for
an application to the Alaska Energy Authority (AEA) Renewable Energy Fund Round III
grant program, RFA 10-015. The MHT intends to act as grantee/ sponsor to the Ionia
Community for their Renewable Energy Training Center project, which includes a
Biomass Heating System and a Solar Thermal Heating System.
The MHT has the ability and intention to develop a Memorandum of Understanding
with Ionia for the purpose of owning, operating and maintaining the systems for their
useful economic life, for the benefit of the public, while meeting the AEA grant
guidelines in Section 1.4 for grantee's ownership and control of the facilities. The MHT
will work with Ionia and consult with AEA on this MOU, and if the project is chosen for
grant award, intend to execute an agreement acceptable to all parties.
MHT and Ionia have a long successful history of trust built from previous projects. The
MHT has respect and admiration for the goals and the proven performance of Ionia over
the last 20 years.
