Dear Mr. White:
Under the Kotzebue Municipal Code, the city manager is authorized by the City Council
to apply for the Renewable Energy Fund grant from the Alaska Energy Authority for the
City of Kotzebue Biomass Tactical Garbage to Energy Refinery (TGER) Project located
in Kotzebue.
At its regular meeting of November 6, 2008 the City Council was briefed about the grant
application and supports the request to reduce energy and baler/bale fill operation cost to
the City of Kotzebue.
The City authorizes:
1. The application for project funding at the match amounts indicated in our
Application; and
2. Michael J. Scott, of Maniilaq Services, LLC to be the point of contact to represent
The city for the purposes of this grant application.
Further, the City is in full compliance with all federal, state, and local laws including
the existing credit and federal tax obligations.
