A Resolution of the Board of Directors of Naknek Electric Association,Inc.Authorizing,Certifying and
Supporting the Southwest Alaska Regional Geothermal Energy Project's Renewable Energy Fund
Grant Application to the Alaska Energy Authority
WHEREAS,Naknek Electric Association,Inc.(NEA)is a rural electric cooperative serving Naknek,South Naknek and
King Salmon in the Bristol Bay region of Southwest Alaska and is developing a long-term energy project
that will serve as a stepping stone to a regional geothermal power initiative for Southwest Alaska;and
WHEREAS,Naknek Electric Association,Inc.recognizes that energy costs drive development and that extremely high
energy costs in the region have contributed to stunted economic growth that has ultimately destabilized
communities and resulted in high outmigration rates as evidenced in NEA's service area;and
WHEREAS,Naknek Electric Association,Inc.is committed to lowering utility rates and the cost of living in the region and
is developing indigenous geothermal potential for utility grade electric generation and direct use
applications,and the interconnection infrastructure that will increase economies of scale in a region rich in
natural resources and poised for economic productivity;and
WHEREAS,Naknek Electric Association,Inc.understands that many benefits will result from phased renewable energy
development in the region and among them are sustained job creation job retention,apprenticeship training
opportunities and career path awareness in the renewable energy sector;and
WHEREAS,Naknek Electric Association,Inc.supports the use of public funds to develop geothermal energy,phased
generation and interconnection infrastructure throughout the region and to that end requests Renewable
Energy Fund investment through the Alaska Energy Authority and the State Legislature;and
WHEREAS,Naknek Electric Association,Inc.will own the project and maintain control of the project site and upon
completion will operate and maintain it for the life of the project and the benefit of NEA members and the
region;and
WHEREAS,Naknek Electric Association,Inc.is in compliance with all applicable federal,state and local laws including
existing credit and federal tax obligations and assumes all liabilities arising from the ownership and
operation of the project and shall not sell,transfer,encumber,or dispose of any interest in the facilities
constructed with Renewable Energy Funds throughout the life of the project without prior approval of the
authority;and
NOW THEREFORE BE IT RESOLVED that the Board of Directors of Naknek Electric Association,Inc.authorizes the
submissioll .of an application in response to Renewable Energy Fund Grant Round III RFA and certifies matching
re~out"Ce.s-in the amount of $15,000,000.00 for Phase I and Phase II activities of the Southwest Alaska Regional
~eoth~::ma1 Ei1e(g)~Project,and NEA General Manager Donna Vukich as the point of contact with the authority to commit
Jhe coop rativelo a6Y obligations that may occur as a consequence of NEA's Renewable Energy Fund Grant Application.
