RESOLUTION 2009-125
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWAKL),
ALASKA, AUTHORIZING THE CITY MANAGER TO APPLY FOR AN
ALASKA ENERGY AUTHORITY ROUND TI1 RENEWABLE ENERGY
FU-W GRANT FOR ENGINEERING, ACQUISITION '4NI.I
INSTALLATION OF A SECOND SEAWATER HEAT PUMP AT THE
ALASKA SEALIFE CENTER
WHEREAS, the Alaska Energy Authority is soliciting applications for Renewable
Energy Fund Grant Recommendation Program Round 111; and
WHEREAS, the sslcctcd applications will be reconlrriended for Sunding by the 2010
Alaska Legislat~~re; and
WHEREAS, the City of Scward is eligible to apply for a grant reconlmendation as a
local government and an electric utility hoIding a celtificate of public convenience and necessity
under AS 42.05; and
WHEREAS, the City of Sewasd owns the Alaska SeaLife Center: and
WHEREAS, the Alaska SeaLife Center has been awarded a Denali Commission
Emerging Energy Technoiogg Grant to furld the enginee~ing, acquisition, and installation of a
single 90-ton seawater heat ptlmp: and
WHEREAS, the insrallation of a second 90-to11 sea water heat pump will fu~ther benefit
the operation of thc Alask,i SeaLife Center by utilizing an existing seawater supply in
conjunction with the first heat pump to supply approxi~nately 55% of the energy recli~irerrients of
the Center and significantly reducing its carbon dioxide emissrons from burning fuel oil: and
WHEREAS, the installation of the heat pumps at the Alaska SeaLife Center will f~~rther
serve as a denlonstrariorl prc?ject designed to test and prove a renewable energy technology nor
widely known or used in Alaska but which could be readily transfened to other cornn~unities
with access to seawater from ice-free bays and with reasonably priced electricity.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, that:
Section. 1. The City Council approves and endorses the installation of scawalel- heat
pumps at the Alaska SeaLife Ccnter.

Section 2. Thc City Manager is authorized to 5ign all doci~illerlts necessary on behall ol
the City of Seward to apply for a Round 111 Alaska Energy Authority Renewable Energy Fund

pump at the Alaska SeaLife Center. to ~nclude certification that the City of Sward is in
compliance with appl~cable fideral. state and local laws including existiilg credlt and federal tax
obligations.
Section 3. The City Manager or his authorized designees are author-ized to represent the
City of Seward for pulposes of this application.
Section 4. This resolution shall take effect inirnediately upor1 adoption
