On October 5, 2009, President Obama issued Executive Order 13514 Federal Leadership in
Environmental, Energy, and Economic Performance directing federal agencies to establish an
integrated strategy toward sustainability, including targeted reductions in greenhouse gas
emissions, safeguarding the health of our nation's environment, protecting the interests of
taxpayers',, and strengthening the vitality and livability of the communities in which federal
facilities are located. The base in Kodiak is the largest Coast Guard facility in the nation, and
Kodiak Electric Association, Inc. (KEA) supplies all of our electrical needs. KEA's ongoing
efforts to develop cost-effective renewable energy have a direct impact on the economic and
ecological footprint of the base's energy usage. Supporting KEA's efforts to develop renewable
energy resources is one way for the Coast Guard to comply With President Obama's Executive
Order.
K.A. recently constructed the first utility -grade Wind farm in the state and continues to explore
solutions for integrating additional wind and ocean energy onto Kodiak's grid system. However,
there is a limit on the amount of variable renewable energy that can be integrated onto its
isolated grid. The Terror Lake Hydroelectric Facility provides the key base load capacity to
backup the variable forms of renewable energy but Kodiaks growing, load demand often exceeds
the current capacity of Terror Lake, necessitating the use of diesel power. The Coast Guard Base
recently completed a very effective energy use reduction contract but increased demand is on the
horizon in the form of expanding docking facilities and the arrival of modem new ships with
increased shore tie power requirements. This load increase Will tax existing renewable energy
generating capacity.
Expanding the capacity at Terror Lake by constructing Turbine Unit will significantly enhance
the stability of KEA's isolated grid system, reduce the USCG's indirect use of diesel fuel, and
allow for additional renewable energy resources such as wind and ocean power to be developed.
The Coast Guard therefore supports KEA's efforts to complete this project.

The City of Kodiak is the largest municipality in the Kodiak Island Borough. As an active
member of ICLEI - Local Government for Sustainability, the City of Kodiak has joined
the global effort for sustainable development through local action in our municipality. In
2007, the City of Kodiak helped fund an ICLEI Intern to calculate the baseline green-
house gas emission inventory for the City's facilities. The results of the inventory
showed that the primary factor for reducing the City's greenhouse gas emissions was
reducing the use of diesel fuel.
Kodiak Electric Association, Inc. (KEA) supplies all of our facilities' electrical needs.
KEA's effort to reduce diesel -powered generation through the development of cost-
effective renewable energy has a significant impact on the economic and ecological
footprint of our municipal operations. KEA's vision statement to endeavor to produce
95% of energy sales with cost-effective renewable power solutions by the year 2020
provides the means for the City of Kodiak to achieve targeted greenhouse gas emission
reductions in accordance with the ICLEI program.
KEA's development of renewable energy resources will enhance Kodiak as a more
sustainable community. The City of Kodiak strongly supports KEA's direction toward
self-reliance obtained by reducing the use of diesel -powered generation. KEA has
recently constructed the first utility -grade wind farm in the state and continues to explore
solutions for integrating additional wind and ocean energy onto Kodiak's grid system for
the benefit of their membership, the Kodiak community, and the state of Alaska. Despite
the plentiful renewable energy resources available to Kodiak, KEA has a limit on the
amount of variable renewable energy that can be integrated onto its isolated grid.
The Terror Lake Hydroelectric Facility provides the necessary base load capacity to
backup the variable forms of renewable energy; however, Kodiak's growing load de-
mand exceeds the current capacity of Terror Lake. Expanding the capacity at Terror
Lake will significantly enhance the stability of KEA's isolated grid system, reduce the
City of Kodiak's indirect use of diesel fuel, and allow for additional renewable energy
resources such as wind and ocean power to be developed. The City of Kodiak supports

KEA's Terror Lake Unit 3 Hydroelectric Project and encourages the Alaska Energy
Authority and the Alaska State Legislature to fully fund KEA's grant request from the
Renewable Energy Fund for the Terror Lake Unit 3 Hydroelectric Project.

A resolution of the Board of Directors of the Kodiak Chamber of Commerce urging the Alaska Energy Authority
and Alaska State Legislature to award grant funding for Kodiak Electric Association's Terror Lake Unit 3
Hydroelectric Project.
WHEREAS, the mission of the Kodiak Chamber of Commerce is to promote development of a strong and diverse
economy for the Kodiak region; and
WHEREAS, safe, reliable and affordable electric energy is a vital service for economic development; and
WHEREAS, unstable diesel fuel prices create volatile electric rates that hinder the economic development in the Kodiak
region; and
WHEREAS, renewable energy provides a sustainable power supply and power cost stability for local businesses to be
more competitive in their markets; and
WHEREAS, powering Kodiak's industries with renewable energy provides unique marketing opportunities that would
benefit Kodiak's economies; and
WHEREAS, expanding the capacity of the Terror Lake Hydroelectric Facility will provide electrical grid stability needed
before additional renewable energy resources can be developed; and
WHEREAS, the Terror Lake Unit 3 .Hydroelectric Project is technically and economically feasible project that Kodiak
Electric Association, Inc. is able to complete and operate for the long-term benefit of the Kodiak economy; and
WHEREAS, Kodiak :Electric Association, Ins.'s Terror Lake Unit 3 Hydroelectric Project is in need of capital project
funding;
WHEREAS, the State of Alaska is committed to supporting the development and enhancement of its renewable power
through the establishment of the Renewable Energy Grant Fund for the benefit of all Alaskans; and
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Kodiak Chamber of Commerce that the
Alaska Energy Authority and the Alaska State Legislature are urged to award a grant in the amount of $7.5 million from
the Renewable Energy Fund to Kodiak Electric Association, Inc. for the Terror Lake Unit 3 Hydroelectric Project.
