RE:Resolution from the Delta/Greely School Board per RF A section 1.4
The Delta/Greely School Board,governing board for the Delta/Greely School District,also
known as REAA #15,authorizes this application for AEA 09-004 Energy Grant.We convey
authority to Dr.PJ Ford Slack,the District Superintendent,to gather and compile this grant
document for our school district.She will serve as the point of contact for this grant application
and during the life of the project.
The Delta/Greely School District sits at the end ofthe Alaska Highway.The geographic area for
this unincorporated borough is 5,892 square miles.Almost all of our school buildings are
approximately 50 years old with the exception of the 5 year old Delta Elementary School.The
Delta High School complex,the focus of this grant application,comprises one large main
building and 3 out buildings.The complex houses a New Horizons Alternative High School,a
Delta Elementary Pre-school Program,the Delta Comprehensive High School Program,the
Delta High School Construction Trades Program and a radio station.The main building is also
the community's emergency preparedness main mustering location.The building is a series of
8-10 additions with different furnace and boiler systems.All heating systems are at least 10 years
past their life.At this time of increased fuel costs,we are now using a large portion of our state
instructional dollars to heat the building.
In 2003,in partnership with the Division of Forestry,Delta/Greely School District began to look
at various biomass systems.Over the past 5 years we have explored,researched,and been in
conversation with biomass experts and various projects throughout the U.S.A.regarding a wood
chip or barley heating system.With Dr.Ford Slack's leadership,we have also been in
conversation with Mr.Jack Hebert at the University of Alaska Fairbanks Alaska Cold Climate
Housing Test Center.Mr.Hebert has visited our site and made recommendations on how to
proceed with the renewal of the high school structure.This grant represents an opportunity for
Delta/Greely School District to not only reduce its use of fossil fuels but to also serve as a model
site,in a sub-arctic region,for the renewing and greening of a useable educational space.This
project will provide a reliable and economical heating source.It also provides opportunity for
our students in the Construction Trades Program and our science students to study and collect
data on this heating project.Further,by renewing this space we will not impact the environment
by taking apart a 76,000 sq.ft.building.
The Delta/Greely School District,in partnership with the Delta Partners for Progress and our
Construction Trades Program,will provide "in kind"person hours during the construction phase
of the boiler room.Students,both high school and adults,will be part of the review of blue
prints and design,construction,and piping as appropriate.
We are a REAA and are not authorized to bond or raise tax dollars for capital improvement
projects to our district.This year we were successful in receiving 9.6 million dollars to begin the
weatherization process.The requested amount was 16.6 million.At this time we are moving
ahead on the weatherization project ofthe Delta High School Complex.A firm has not been
named as we are in the bid process for that job.Currently we are looking to seal the building
envelope first.The remainder of the funds will be used for plumbing related to heating which
will assist this biomass project.

Our school district is audited by Mikunda Cottrell Inc.Certified Public Accountants.
Delta/Greely School District maintains the Alaska Department of Education and Early
Development Chart of Accounts and is in full compliance with all federal and state laws
including existing credit and federal tax obligations.
