Dear Review Panel:
The Alaska Village Electric Cooperative (AVEC) respectfully submits the enclosed
application for grant funds available through the Renewable Energy Fund Grant Program.
AVEC is seeking funding to install a wind meteorological (met) tower and complete
geotechnical work to determine the possibility of installing wind towers in Stebbins. The
work will involve obtaining a letter of non -objection for placement of the wind tower and
geotechnical fieldwork, permitting, transporting and installing a met tower at this location,
studying the wind resource for one year, and conducting a geotechnical investigation to
determine the soil conditions and needed engineering at the site. A conceptual design will be
created based on the outcome of the met tower recordings and geotechnical investigation.
According to the Wind Energy Resource Atlas published by the U.S. Department of Energy,
Stebbins is designated as a Class 4-5 wind zone on a scale of 1 to 7. This designation
indicates that the potential for beneficial use of wind as an energy resource in the community
is good. More information is needed to determine whether wind energy is the best alternative
energy resource for the community.
AVEC is seeking $103,265 from AEA under this proposal and would provide a 5% in -kind
match of $5,435 for this work.
