Fund Grant Application of ORPC Alaska, LLC
The purpose of this letter is to express the strong support of Devine Tarbell & Associates, Inc.
(DTA) for the ORPC Alaska, LLC. (ORPC) application for funding of their Cook Inlet Tidal
Project by the Alaska Energy Authority Renewable Energy Fund. We believe that funding their
proposal to perform feasibility studies and conceptual design work on their Cook hilet tidal site
will help to put Alaska in the forefront of this exciting new sector of the energy industry.
DTA is a nationally recognized professional consulting firm with offices in Washington State
and across the county. We have supported ORPC on Federal Energy Regulatory Commission

(FERC) and environmental matters for more than two years. The ORPC proposal provides an
ideal opportunity for strong collaboration among ORPC, University of Alaska and other Alaska
consulting companies such as TerraSond and LGL, Inc. with regards to environmental permitting
and studies and further characterization of the ORPC tidal and in -stream energy sites in Alaska.
DTA very much looks forward to continuing their long association with ORPC as a collaborator
on the ORPC proposal.
DTA strongly supports ORPC's Cook Inlet Tidal Project and hopes its application will be
favorably reviewed.
