(PND) is pleased to hear that Ocean Renewable Power Company (ORPC) is moving forward with potential pilot testing of a tidal power generator in Cook Inlet. In support of this project, we are providing the following estimate of the work scope and budget required to complete conceptual design of the mooring system for the pilot project. We understand that the pilot project will consist of a 1 MW tidal generation module deployed in Cook Inlet near Anchorage. Site investigation work, including bathymetry, current studies and sea bed/subsurface studies are not included in this estimate, although it is assumed that such studies will be performed as required to support design and installation of the turbine generator unit (TGU). Conceptual design of the mooring system will consist of evaluation of design forces and criteria for the installation, and preliminary sizing and layout of the mooring system. This equates to a roughly 35% design of the final mooring system. There are many variables that can affect how much effort is required to complete the conceptual design, including whether new of existing materials are used for the mooring system, the mooring system complexity, and the number of concepts that are prepared before an acceptable concept is obtained. Assuming a conceptual design effort with moderate revisions and difficulties, we estimate 200+ hours of conceptual design time for this work, requiring approximately 6 weeks and a budget of $24,000. We are happy to assist ORPC with this interesting and exciting project. Sincerely, PND Engineers, Inc. Jim Campbell, P.E. Principal/Senior Engineer
