Box 964 • Haines, Alaska 99827 (907) 766-2295 • lcc11@aptalaska.net Eagle Preserve Management Plan and Connelly Lake Project Below are listed some specific sections of the Eagle Preserve Management Plan that raise potential incompatibilities between the intent of the Preserve and the use of the Preserve for purposes related to the Connelly Lake hydro project (particularly during the construction of the road, bridge, dam, powerhouse, penstock and tramway). Chapter 1 / Page 10 “State lands and waters within the Preserve are closed to mineral entry, commercial timber harvest, sale under state land disposal laws and other long term private uses.” Chapter 2 / Page 2 Language here that prohibits construction activities from occurring in active eagle nesting zones during the period of March 1 through September 30. Chapter 2 / Page 15 “Aircraft landings in the CBEP are prohibited…” Chapter 2 / Page 16 “Maintain river systems within the CBEP in a free flowing state by restricting or precluding man-made obstructions to the natural watershed flows.” Chapter 2 / Page 16 Lists here adverse effects to streambank stability that are considered incompatible. This list includes erosion, sedimentation, changes in flow and flow temperature and velocity, loss of vegetative cover, etc. Chapter 2 / Page 17 “No private structures or facilities are permitted on uplands in the Preserve, including areas of streambanks” Chapter 3 / Page 42 (Chilkoot Unit) “Upland areas adjacent to the river are not to be developed and will be maintained in their natural condition.” Chapter 3 / Page 45 (Chilkoot Unit) Very specific language here restricting the redevelopment of the old homestead road (“Glory Hole Road”). It states: 1) “…the redevelopment of this road is not consistent with the management intent of the Chilkoot River area,” 2) “…it [the road] should not perform other functions than access to in-holdings,” 3) “…[the road] shall be built in such a manner that it does not foster greater recreational use of the uplands within the Preserve,” 4) “… [the road] shall also be sited to avoid the Chilkoot River, its adjacent wetlands and the Glory Hole” and 5) “The state shall not participate in the funding of the road’s construction.” Chapter 3 / Page 45( Chilkoot Unit) “This unit has six known eagle nests and has been identified as an eagle nesting and rearing area”
