We are proposing to build a wood stove from local scrap metal, e.g., old fuel tanks that are no longer used, but the water containers must be shipped to the village because we do not have the capabilities or the resources to manufacture thern. The project will be located in the village of Marshall and the Ohogamiut Traonal Council EPA Department will oversee the Project Director - S45,000/year X 12 months = $45,000 Boat Rental - 4 boats and 8 people = $ 10,000 Gas and Oil — estimated at 200 gallons X $7.26/gallon = $1452.00 Office Supplies — estimated at $2,000.00 Office Rental — Cost shared, $I 00,00/month X 12 months = $1,200,00 Computer with printer — estimated at $3,000.00 Desk and Chair — with estimated freight = $1,500.00 Electrician - $60,000/year X 3 months = $15,000 Electrician's Assistant - S40,000/year X 3 months = $10,000 Plumber — S60,000/year X 3 months = $15,000 Plumber's Assistant - $40,000 /year X 3 ) months = $10,000 Welder - S60,00011year X 3 months = $15,000 Rental (welding machine with rods, gas, oil, etc.) 1 00/day X 75 days = $7,500 Sawyer - $35,00011year X 12 months = $35,000 Travel — Training for Sawyer estimated at $2,500 Laborers — 4 laborers at $30,000/year X 12 months = $120,000 Sawmill — Freight estimate and Sawmill = $35,000 Wood Stoves with water pipes = estimated 6 stoves X $3,000 = $18,000 * * ATV — With Freight and Trailer estimate = $ 10,000 ** - Cost share — Already in place Total $357,152.00 AEA 09-004 Grant Application Page 3 of 12 9/3/2008 Renewable Energy Fund 9MED, /6") ALASKA 41ME7) ENERGY AUTHORITY Grant Application Some of the advantages of a wood -fired boiler system are the replacement ot non-renewable energy resources used for heating residential homes as well as the electricity and or diesel fuel used for heating water. The hot water could be used for pre -heating water before it goes into a conventional hot water tank for potable hot water. It could also be used in a clothes dryer where the hot water provides heat for the dryer instead of using electricity. Electric generators in the villages use diesel fuel and so the hot water from the boiler will displace the amount of diesel fuel from the generators. The benefits to the Alaskan public are numerous, including the reduction of funds used for diesel fuel in heating homes and the production of electricity. Other benefits include job creation — the types of positions needed for this project will be laborers for wood handling, welders for building stoves, plumbers for connecting water tanks to homes, electricians to connect water pumps to the water containers. The use of wood -fired boilers could benefit all of rural Alaska through the creation of much -needed local jobs and the reduction of i1el cnsts AEA 09-004 Grant Application Page 4 of 12 9/3/2008 L A S K A 41Kc:) ENERGY AUTHORITY The Ohogamiut Traditional Council EPA Department will be managing the project. See attachment for resume. Activity Proposed Start Proposed Finish Hire welder and laborers First week of project First month of project Order supplies for wood stoves and installation materials Project beginning On -going throughout project as supplies needed Construction of wood -fired boilers and connection to homes is the tirst phase. We tiave listeO 0 stoves, and depending on interest in the pilot project and the number of homes that signed up, we will need to figure out how many stoves to build. This will take place at the beginning of the M-MMIN-Mliffmal The project manager will post job opening notices tor various positions witn aeacinnes ana qualifications at the beginning of the project. The first phase will include a welder and laborers for the construction of the wood -fired boilers. We anticipate either purchasing equipment or rental of welding equipment. The services needed will be office related such as procurement of supplies. Other services will be rental of heavy equipment to move stoves if necessary. Partnerships with the local businesses and organizations has already taken place through a Memorandum of Agreement that outlines cooperation for the village of Marshall to enhance the AEA 09-004 Grant Application Page 5 of 12 9/3/2008 ALASKA Renewable Energy Fund ENERGY AUTHORITY Grant Application Through the use of required status reports and monthly reports. Some of the problems that might occur are that the materials to build the stoves might not be the best because of decay, but we will make every effort to make the best selections of the materials. The freight costs for the water containers will be expensive and hopefully we have not underestimated the costs. We could ask for local donations to cover those costs. The immediate vicinity of the village of Marshall has a lot of cirittwoo(i avaiiatne. i nat: cirinwoou is mainly composed of cotton wood, which has less BTUs than black spruce. Every spring we get a new source of driftwood with the spring melting of the Yukon River. We also have some standing old growth black spruce, and other species of spruce. Only the old growth spruce trees will be used if we need to gather more standing trees. The main gathering of driftwood will be right after spring breakup. The pros of the project are that we could build cost effective and energy efficient wood -fired boilers at less than market value — past research indicates that wood -fired boilers on the market exceed $3,000, and that is not including fright costs which could triple the cost of the boilers. The cons of the project are that we could deplete our renewable energy resources if the project succeeds — we could build more than we can handle, or the popularity of the project when consumers see that it saves money will deplete our resources. The total cost of the project should be less than other renewable energy alternatives such as solar power. The sun has less energy in Alaska during the winter morittis wrien we neea to neat our noinus. The existing energy resources are renewable energy resources sucii as wood stoves anti non-rcilc7awt, energy resources such as gas and diesel. The project may have an impact on the local economy because we will use less diesel fuel for heating our homes. But, in the long run this will benefit the consumer AEA 09-004 Grant Application Page 6 of 12 9/3/2008 /41WE" ') ALASKA GME,7', ENERGY AUTHORITY because they will not be concentrating on heating their homes with expensive diesel fuel but rather cost The main energy use is in the heating of residential homes using diesel fuel. The market will see an Z impact because more people will use energy efficient wood stoves. The consumer will be able to use his money other ways than trying to save it for home heating fuel. The demand for diesel fuel could be cut to just the local businesses using diesel fuel for space heating. Z' 1. Description — A wood -fired boiler system using driftwood in the village of Marshall. 2. Optimum installed capacity — varies depending on the size of the water holding tank — cost per BTU will be less than for diesel fuel — approx. 120,000 BTUs over several cold days. 3. Anticipated capacity factor — variable sizes of water tanks > 100 gallons and < 1,000 gallons depending on interest of household members. 4. anticipated annual generation — unlimited 5. anticipated barriers — cost of acquiring equipment will be greater than anticipated. 6. Basic integration concept — 7. Delivery methods — Ready to install — boiler systems will be built or installed in the households. Land ownership issues will be discussed with the City of Marshall. Rights -of -way will also be discussed for the installation of multiple housing water heaters, Depending on the interest of households we will discuss with individuals on access.
