RESOLUTION 2008-17
A RESOLUTION OF THE NIHA BOARD OF COMMISSIONERS AUTHORIZING
ADMINISTRATION TO SUBMIT A GRANT APPLICATION TO THE ALASKA
ENGERGY AUTHORITY (AEA) RENEWABLE ENERGY GRANT PROGRAM ON
BEHALF OF THE COMMUNITIES IN THE NORTHWEST ARCTIC BOROUGH FOR
THE PURPOSE OF CREATING A SOLAR PANEL HOT WATER HEATER PROJECT TO
DECREASE THEIR RESPECTIVE RESIDENTSIBUSINESSES WATER HEATING
COSTS.
WHEREAS, the Northwest Inupiat Housing Authority (NIHA) is the regional housing authority that
provides housing related services to Northwest Alaskan communities; and
WHEREAS, the Alaska Energy Authority (AEA) has recently advertised funding opportunities
available for Renewable Energy projects; and
WHEREAS, NIHA has been selected as the entity most qualified to submit a grant application on
behalf of the communities within the Northwest Arctic Borough to AEA; and
WHEREAS, the communities of the NWAB have identified the need to reduce the exorbitant costs
of their residents/businesses/pubhc agencies to provide ad.::quate hot watcr to tll(:~ir individual
homes/offices/public structures as a high priority; and
WHEREAS, a solar energy project m the region wl11 reduce and stabilize heatmg costs tr ~~sidcEts
of the borough; and
WHEREAS, NfI-IA fully supports the funding request presented in the Alaska Energy Authority
Renevvable Energy Grant Application for the proposed solar energy project; and
WHEREAS, NIHA recognizes that Guy Adams, in his capacity as Executive Director, is
imminently qualified to ad as point of contact to represent NIHA for the sojar energy project; and
WHEREAS, NIHA has a record of compliance with all federal, state and local laws including
eXlsting credit and federal tax obligations.
NOWTHEREFORE BE IT RESOLVED, The NII-lA BCJard of Commissioners hereby authorizes
administration to submit, on behalf of the communities of the Northwest Arctic Borough, a grant
application to AEA for the purpose of creating a solar energy hot water heating project; and
THEREFORE BE. IT FURTHER RESOLVED, The NIHA Board of Commissioners will commit
the funds identified in the grant application as its local match in support of the project; ana

THEREFORE BE IT FURTHER RESOLVED, The NIHA Board of Commissioners authorizes
Guy Adams, Executive Director, to act as the point of contact to represent NIHA in all aspects of the
solar energy hot water heater grant application; and
THEREFORE BE IT FURTHER RESOLVED, The NIHA Board of Commissioners certifies that
it is in compliance with all federal, state and local laws i.ncluding existing credit and federal tax
obligations.
PASSED AND ADOPTED this 6th day of November, 2008, by a poll vote of 3 for, ..!:2..
