Visit 8 villages – 10-12 days travel days depending of flight schedules 2. Logistics, preparations, research- develop contacts in each village – make sure I can review each of the boilers in each village; set up accommodations as needed or camp; determine schedule and coordinate within each village. Secure and review info for each village and organizations in village including village corps, tribal non profits and city organizations. 3. Completion of the Reconnaissance phase as per AEA defined process – Phase 1; a. Meet with as many organizations as possible in each village; b. Make a presentation on wood energy program in each village if possible to arrange; c. Proposed energy resource – review forest stand structure, growth, wood availability, transportation by surveying forest near village and reviewing satellite imagery; d. Define existing energy system – survey boiler types, sizes, if not doable at visit make sure someone can get that info for us; e. Alternative proposed system designs – chips vs. round wood boilers – district heating vs. individual building; f. Level 1 cost benefit for multiple scenarios per village and trade off analysis for proposed alternative boiler systems; g. Project benefits financial, social/cultural, ecological h. Energy sales and very generally determine possible business models for each village i. Land ownership agreements: Determine who and contact for boilers sites and wood harvest; j. Permits needed k. Environmental analysis l. Analysis and recommendations Final report and recommendations for each village to move to Phase 2: Travel costs: MT to Fairbanks to 8 villages and return. 12 days travel. Meet with Project manager in Fairbanks. $5,000 Consultant: $40,000 Engineer: $7,500 Accounting, Admin, Insurance @ 10% Total: $57,500 Tasks per Village for project manager and/or school district responsible for: Developing an annual fuel use and cost per commercial building per village; this requires contacting all major users of fuel in each of the villages such as school, school housing, sewer and water plant, washeteria, city building, tribal building and clinics. This will require working with each entity to get a summary of their last year records of fuel purchased, used and costs. This information will be requested while in each village, but my experience is that you get very little of it without a continuous effort with each of the entities. Also, follow up to make sure we get the size and type of boilers for each of the commercial buildings in each village.
