By: Tlingit & Haida Community Council of the City and Borough of Juneau WHEREAS, Central Council of Tlingit and Haida Indian Tribes of Alaska (Central Council) is a federally recognized tribe of more than 26,000 tribal citizens; and WHEREAS, the cost and availability of affordable low cost electricity and alternative fuels has come to a crisis and has created emergencies impacting the health, cost of living, transportation, availability of food and the ability to undertake food gathering, heating of homes and businesses and the cost to operate public facilities and schools — for all tribal members residing in rural and urban communities; and WHEREAS, there is a need to have a long term, intermediate term and a NOW strategy for the tribal government to assist tribal members, their families and communities to successfully overcome this energy crisis and emergency; and WHEREAS, the natural resources of Southeastern Alaska's island geography contains the opportunities to develop hydroelectric facilities, tidal energy, wave energy, wind energy and to connect all such generation sources to a regional intertie energy transportation network; and WHEREAS, there is the technical and industry capacity to develop fuel sources and alternative fuels from municipal waste, wood waste, plasma waste recycling, clean coal technologies and public utility installation of natural gas or propane systems — to reduce costs and make cleaner fuels available to residences, businesses and industries. WHEREAS, the Southeast Region of Alaska is in dire need of a Regional Energy Plan (Plan) and a Regional Energy Authority (REA) to unify the services available to Southeast Alaska rate payers; and, WHEREAS, a REA authority should be established that represents the broadest array of the individuals, organizations and companies including Tribal entities in order to make the best engineering decisions affecting the production and transportation of energy throughout the region; and, TEL. 907-586-1432 www.ccthitcl.org TOLL FREE 800-344-1432 GA Resolution 08-03 Page 2 WHEREAS, a priority of the REA should be fair and equitable rates throughout the Sate; and, NOW THEREFORE BE IT RESOLVED, that the Seventy -Third General Assembly of Central Council of Tlingit and Haida Indian Tribes of Alaska convened in Juneau, Alaska on April 16-19, 2008, hereby declares a tribal crisis and emergency as a result of the high cost of electrical energy and fuels available to tribal members, to their communities, to their cultural way of life involving hunting, fishing and gathering, to their educational institutions, to their transportation, to their businesses and their industries; and BE IT FURTHER RESOLVED, that the tribal president and executive council is hereby - directed to do all things necessary to reduce the cost of energy and increase the availability of alternative fuels to tribal members and their communities by doing the following: 1. Assist the tribal community, the State and Federal governments to create and implement an Energy Policy and strategic plan to address the energy crisis and emergency for all of Alaska's peoples. 2. Undertake and administer tribal programs that will reduce costs, make more energy and alternative fuels available by implementing tribal programs, engaging in partnerships, joint ventures and alliances, participating in investments, applying for State, Federal and private grants, and by supporting existing, proposed and planned future projects which will increase the supply and availability of energy to tribal members and their communities. 3. Specifically support the Swan to Tyee intertie construction project being undertaken by the Four Dam Pool, the Kake and Hoonah proposed energy intertie systems, hydroelectric development at Metlakatla, hydroelectric development of Reynolds Creek on Prince of Wales Island by Haida Corporation, hydroelectric development of Mahoney Lake by Cape Fox Corporation, hydroelectric development of Thayer Creek on Admiralty Island by Kootmoowoo Corporation, and hydroelectric development of Dorothy Lake by Alaska Electric Light and Power Company. 4. Implement a NOW strategy and set of tasks to begin immediately to reduce the costs of electricity, heating, and transportation fuels by participating in programs and supporting programs administered by State, Federal and local governments which will reduce or offset such costs to tribal members and their communities; to participate in programs that will reduce heating costs by insulating and weatherizing homes and businesses; to create an institutional research center located in Southeastern Alaska focused upon energy and alternative fuels solutions; support the development of the plasma waste recycling project at Wards Cove near Ketchikan, Alaska; and the installation of permitted gas utility systems throughout all of Southeastern Alaska by Alaska Intrastate Gas Company. 5. Support net. metering legislation. GA Resolution 08-03 Page 3 6. Adopt a "one state one rate plan" for the State of Alaska. BE IT FINALLY RESOVED, that the President and the Executive Committee should continue taking a leadership role in developing a Regional Energy Plan and work with all other entities in moving the interests of the Tribe through the Regional Energy Authority that represents the interests of the Tribe and provides regular reports to the Tribal members on the regions progress including a full evaluation of cost of energy by community and a report on needs. ADOPTED this 19`h day of April 2008, by the Seventy -Third General Assembly of Central Council of Tlingit and Haida Indian Tribes of Alaska. CERTIFY President William E.
