I
If you are applying for grants for more than one project, provide separate application
forms for each project.
• Multiple phases for the same project may be submitted as one application.
• If you are applying for grant funding for more than one phase of a project, provide a plan
and grant budget for completion of each phase.
If some work has already been completed on your project and you are requesting funding
for an advanced phase, submit information sufficient to demonstrate that the preceding
phases are satisfied and funding for an advanced phase is warranted.
If you have additional information or reports you would like the Authority to consider in
reviewing your application, either provide an electronic version of the document with
your submission or reference a web link where it can be downloaded or reviewed.
9 Alaska Energy Authority is subject to the Public Records Act, AS 40.25 and materials
submitted to the Authority may be subject to disclosure requirements under the act if no
statutory exemptions apply.
All applications received will be posted on the Authority web site after final
recommendations are made to the legislature.

3. 1 Project Management
The Project Coordinator will be Elizabeth Woods, Tribal Administrator for the Manley Village
Council. Please see the attached resume'for Elizabeth Woods, Appendix
The Manley Village Council will seek project management assistance and technical expertise
from UAFs Alaska Center for Energy and Power staff and Chena Hot Springs staff UAFACEP
and Chena Hot Springs staff will work closely with Manley Village Council staff to facilitate
project work and ensure timeliness and progress. A contract for services will be drafted and
approved. Please see the attached resume'for Gwen Hoidmann, Director, UAFACEP,
Appendix C-2, and Bid of Mr. Bemie Karl, President of Chena Hot Springs, Appendix C-3.

Key Task #1: Assessment of existing geothermal resource data on Manley Hot Springs.
Key Task #2: A water use permit will be secured from the State of Alaska for the purpose of
gathering data on potential geothermal resources in the Manley Village area.
Key Task #3. Land with existing geothermal potential will be leased for the purpose of
developing test drill sites. Land use agreements will be co -drafted and approved by the
Leasor(s) and Manley Village Council.
Key Task #4: Test drill sites will be constructed. Testing equipment will be installed. Regular
monthly testing will occur at the drill sites and will be properly documented and included in the
final draft plan.
Key Task #5. A contract for consulting services will be drafted and approved between Manley
Village Council and UAFs Alaska Center for Energy and Power staff and Chena Hot Springs
staff. The scope of work will include oversight of additional investigations to assess potential of
the full breadth of the Manley Hot Springs region as well as project coordination.

draft finalized and approved by all partners involved in this proposed geothermal planning
project -
Key Task #7. Creation of a funding strategy to cover the costs of the implementation phase.
Key Task #8: Timely documentation and reporting of all project activities and data. Reports to
the funding entity and all key stake holders will be sent out quarterly during the grant period.
Please see attached Project Schedule, Appendix D.
Contractors: Contracts will be developed for project coordination; development of the final draft
implementation plan; and drilling services to drill test sites.
Equipment., Testing and monitoring equipment will include:
Services: A drilling company will be contracted with to drill up to five test drill sites.
Partnerships or Commitments: Partnerships andlor commitments will be finalized and
documented during the course of the planning phase (Phase 1).
Existing Contracts: Additional contracts will be developed for contracted activities that will take
place during the implementation phase.
Selection Process for Equipment Purchases or Contracts: This process will be developed during
the planning phase and will be documented in the final draft plan.

strong interest in participating in a geothermal project at Manley. They include: Doyon, Ltd.,
Bean Ridge Corporation, Tanana Chiefs Conference, UAFs Alaska Center for Energy and
Power, and Chena Hot Springs.
4. 1 Proposed Energy Resource:
Pros and cons of the geothermal resource vs. other alternatives: Pros and cons of the proposed
energy resource versus other alternative energy sources will be determined and documented
during the course of this planning project (Phase 1).
4.2 Existing Energy System: the Manley Power Plant includes one 90 kWh and two 125 kWh
diesel generators operating year-round.

of power genera n and home heating dramatically for Manley residents and ease their c rrent
financial crisis.
4.2.3 Existing Energy Market TDX Power provides the existing power generation for residential
and commercial electricity in Manley Hot Springs. Residents of Manley pay an exorbitant rate of
approximately $1.06 per k1W hour for electricity due to the current cost of diesel fuel that costs
approximately $6.00 per gallon delivered to Manley. Many residents supplement their heating
needs with wood heat (biomass).

Geothermal Resource Consultants $12,000 in grant funds $0 in -kind match
Gwen Holdmann with UAF ACEP and Bernie Karl with Chena Hot Springs will coordinate the
drilling activities required and the collection of the necessary data for project planning and
feasibility. Hourly rate is $50 per hour for 200 hours at Manley drill sites, plus 40 hours for
drafting and finalizing a viable plan for geothermal energy usage at Manley. Total consultant
hours are estimated at 200 hours.
Manley Village Council Staff $14,040 in Qrant funds $14,040 cash match
The Manley Tribal Administrator will work with AEA and/or UAF ACEP technical consultant to
facilitate project work with the Tribal Council and tribal members as the project proceeds; $27
per hour x.50 FTE x 2080 hours x 1 year.
Benefit Rate for Staff $4,212 in grant funds $4,212 cash match
Benefit rate for Manley Village Council Administrator, Elizabeth Woods. 30% benefit rate x .50
FTE.
