At a mmtmum Include the project location, communities to be served, and who will be Involved In the grant project. The Alaska Gasline Port Authority (AGPA) will prepare a feasibility analysis for a new natural gas distribution system to provide service to the 3300 potential customers ofNorth Pole, Moose Creek,and Salcha, areas.Residents currently heat with home heating oil, coal,and/or wood. Natural gas service from Fairbanks Natural Gas is not available outside ofthe city ofFairbanks. The feasibility analysis would include but not be limited to preparing a conceptual design ofthe high pressure and distribution system,preparing a base computer model ofthe proposed system, preparing various design scenarios using the base model as a foundation,developing and reviewing various design scenarios including location ofgate stations,district regulators,and high pressure main routing,preparing conceptual rate schedule,preparing conceptual construction costs estimates,preparing a cost/revenue comparisons between the various scenarios,recommending a most feasible/practical conceptual design,and recommending construction phasing. 2.3 PROJECT BUDGET OVERVIEW Briefly discuss the amount of funds needed, the anticipated sources of funds, and the natyre f;!nd source of other contributions to the project. Include a project cost summary that Includes an estlngatecd total cost through construction. The feasibility analysis budget is $30,000; the AGPA is requesting $30,000 from the Renewable Energy Grant Program. The cost estimate summary is: $25,000 for professional services including labor and normal business supplies and $5,000 for travel costs for two trips. 2.4 PROJECT BENEFIT Briefly discuss the financial benefits that will result from this project, Including an estimate of economic benefits(such as reduced fuel costs) and a description of other benefits to the Alaskan P(,f@H9. Providing natural gas to the residents ofthe study area can drastically reduce their heating bills as well as solve air pollution problems within the North Pole area. North Pole is part ofthe Fairbanks North Star Borough (FNSB)CO attainment area and is also included in the EPA's proposed non-attainment area for PM2.5.Ifnatural gas service can be brought to the study area,heating oil and wood use would drop reducing local air pollution. Include any partnerships or commitments with other entities you have or antlclpate will be needed to complete your project. Describe any existing contracts and the selection process you may use for major equipment purchases or contracts. Include brief resumes and references for known, key personnel, contractors, and suppliers as an attachment to your appIiQ9!tion. Bradley B.Bean,PE will serve as the project contractor.Bradley B.Bean, PE, is afirm specializing in the modeling, analysis,and design ofnatural gas piping systems.AGPA contracted with the firm to prepare an opinion ofcost and various other information to perform a feasibility analysis and design activities associated with developing a natural gas distribution system to serve the study area. 3.5 Project Communications Discuss how you plan to monitor the project and keep the Authority informed of the status. The AGPA will prepare a report for the Authority that will detailfinancial transactions,related contractor activities,and performance measured by the Milestones listed in 3.3.The AGPA will submit this report plus all fiscal documentation to the Authority for its project reimbursement request.All records will be maintained at AGPA. AGPA and Bradley Bean will be in constant communications with one another through the process. 3.6 Project Risk Discuss potential problems and how you would address them. The feasibility study could, when complete, report that a natural gas delivery system for North Pole and the surrounding area may not be economically or physically feasible,leaving these citizens with continued reliance on current heating systems. There would be no way to address unfavorable findings from the feasibility study. The other project risk is non-performance by the contractor. AGPA will protect its contract through standard contract language and payment reimbursement policies. SECTION 4 - PRO..IECT DESCRIPTION AND TASKS • Tell us what the project is and how you will meet the requirements outlined in Section 2 of the RFA. Discuss the pros and cons of your proposed energy resource vs. other alternatives that may be available for the market to be served by your project. No delivery system exists, nor is there a natural gas pipeline to the Fairbanks region.All natural gas that is consumed within the FNSB has to be trucked infrom Cook Inlet or Prudhoe.Fairbanks Natural Gas has around 500 residential customers within the City ofFairbanks. The feasibility study will be used to help with designing a natural gas network when either a natural gas transmission line is constructed through the North Pole area.At this time the scale of the project is unknown; however, the Port Authority would like to have demand and distribution networks plans developed before an open season is issued for purchase ofthe gas from any future pipeline through the area. Natural gas in North Pole would greatly reduce the cost ofenergy production for households and businesses and having natural gas would eliminate air pollution problems created through burning wood,coal and home heating oil. The North Pole area may be included within the non- attainment regionfor PM2.5 currently under EPA review.Natural gas would solve the PM 2.5 problem. There are no other alternatives for currently available home heating or electrical power generation fuels within the North Pole. 4.2 Existing Energy System 4.2.1 Basic configuration of Existing Energy System Briefly discuss the basic configuration of the existing energy system.Include information about the number,size, age,efficiency,and type of generation. The Interior ofAlaska relies heavily on liquid petroleum as an energy source for electricity, space heating and transportation as the trans-Alaska oil pipeline flows through the community. The economy ofthe Interior is being crippled and stifled due to the recent global five-fold increase in the price ofcrude oil,and the consequent increase in the price ofall refined petroleum products.In the Interior the cost ofelectric generation, space heating,and transportation has more than doubled in the past four years. Most local homeowners use heating oil for space heating and hot water needs,' only 500 households have natural gas which is priced nearly the same as heating oil. A lot oflocal homes also use wood or coal as cheaper energy sources;unfortunately these fuels seriously degrade the air quality ofFairbanks and North Pole. Over 48 million gallons ofhome heating oil,436 tons ofcoal,57 thousand tons ofwood,and 56,000 MScf ofnatural gas was consumed within the FNSB in 2007 to heat homes. Local commercial/residential electricity is produced by the Golden Valley Electrical Association (GVEA) who owns and operates three combustion turbines that burn liquidfuel. The electrical AEA 09-004 Grant Application Page 6 of 13 9/3/2008 Renewable Energy Fund Grant Application load in the Interior ofAlaska varies from 220 to 120 MW (winter to summer).GVEA has no gas handling infrastructure or commercial source ofgas available,however each turbine is setup with a dual liquidfuel arrangement for starting and/or running. The three combustion turbines are located within 300 yards ofeach other in North Pole. One ofthe turbines burns Naphtha,the other two burn HAGO 4.2.2 Existing Energy Resources Used Briefly discuss your understanding of the existing energy resources. Include a brief discussion of any impact the project may have on existing energy infrastructure and resources. Current energyresources availabletoconsumers in andaroundNorth Pole includehome heating oil,are very limitedpropane,wood,coal, and veryexpensive electricity.All sources are priced within a similar BTU/unitprice ofhome heating oil (exceptfor privately gathered firewood}. The feasibility study will serve as thefirst step toward understandingthe impact ofa gasline to/through Fairbanks and North Pole on local energyresourcesandthe energy infrastructure.There is plenty of antidotalevidence that if and whennaturalgas becomesavailablewithinthe localmarket that energy prices willfall and householdsand businesswillswitch to naturalgas systems.However,a rigorous feasibility analysis has never beenperformed to confirmthat there may be apositive effect on energy supply,diversity,and costs if naturalgas wasavailable inNorth Pole. Existing Energy existing energy The Fairbanks Economic Development Corporation's Interior Issues Council Energy Task Force recently calculated the FNSB 2006 energy costs using 2005 energy consumption rates. In 2003the average household spent $2,836 for personal energy consumption and the business community spent $2,669 in commercial and industrial consumption for a total cost to the community of$5,504.In 2007 this same household spent $5,724 for personal energy consumption and the business community paid $5,388 for commercial and industrial energy consumption,for a total cost to the community of$11,112. Unlike other monetary transactions,the increased expenditures did not result in increased value to our economy since it essentially was paid directly to the natural resource provider,typically the state. This means that in 2007 the FNSB paid more than twice what it didfor energy in 2003. This does not include the costs to the community as some citizens borrow money to pay for energy,nor does it account for the intangible social impacts that result from increasedfinancial stress. 4.3 Proposed System Include information necessary to describe the system you are intending to develop and address potential system design, land ownership, permits, and environmental issues. 4.3.1 System Design Provide the following information for the proposed renewable energy system: • A description of renewable energy technology specific to project location •Optimum installed capacity •Anticipated capacity factor •Anticipated annual generation •Anticipated barriers •Basic integration concept AEA 09-004 Grant Application Page 7 of 13 9/3/2008 /:6 ALASKA -=:J ENERGY AUTHORITY Renewable Energy Fund Grant Application •Delivery methods The feasibility study will serve as the first guide to a possible system and issues surrounding construction ofthe system. The next phase ofa North Pole natural gas study will examine system design issues.
