WCE works with counties and municipalities to de-
velop local resources and offset energy costs. One
example of this includes a 50 kW Entegrity turbine for
Cascade County, in Great Falls, MT to offset the
County’s energy use through net metering. Another
example is a county-wide wind resource assessment
project involving GIS Mapping, wind data analysis,
and more than 10 anemometers for Clark County in
Eastern Idaho.
WCE is developing Wind for Schools programs in
Montana, Idaho, and Oregon. In conjunction with the
National Renewable Energy Lab (NREL), we work
with grades K-12 to install small turbines, provide
NREL curriculum and training to science teachers,
and involve college engineering departments for con-
tinuing operations and maintenance training.
WCE is also in the design and permitting stages of an
800 kW project comprised of sixteen 50 kW Entegrity
Turbines in Echo, Oregon. Installation of this jointly
owned, revenue producing project is scheduled for
this fall.
WCE is currently installing eighteen 50 kW Entegrity
turbines in Nome, Alaska. This will be Alaska’s larg-
est wind farm. Many people in Alaska are paying over
$.40 per kWh for Diesel generated power. WCE will
be able to install and support village projects from the
Nome base operations facility. Generating wind en-
ergy for these communities is financially and environ-
mentally imperative.
WCE is working with individuals and groups of land-
owners to develop several multiple MW projects
throughout Oregon, Idaho, and Montana. The Oregon
projects alone total between 125 - 215 MW of in-
stalled energy generation depending on final site
characteristics.
Projects using these larger 660kW - 2MW turbines
require extensive data analysis, project development
work, and have long delivery lead times. They typi-
cally take 2 -5 years to come to fruition.

Company Introduction
Western Community Energy, LLC is a growing company developing community scale renewable en-
ergy projects for private landowners, cities, counties, schools, municipal/public utility districts, tribes,
and small businesses. WCE is focused on wind projects ranging from 50 kW to as large as 60MW
with an emphasis on the business structures that maximize local ownership and significant economic
value.
WCE also works with landowners on 60+ MW projects through pre-development and lease negotiation
services.
WCE focuses a large majority of efforts within rural America because we strongly believe that small,
locally-owned renewable energy projects have the ability to improve, maintain, and enable the rural
way of life. WCE is implementing creative solutions for project development that are innovative and
create long term value for locally owned renewable energy projects.
Western Community Energy is a firm that has a wealth of experience, knowledge and expertise at all
points within the energy value chain. We know how energy projects are assessed, designed, permit-
ted, constructed, and operated. We understand the complex regulations associated with selling and
moving energy. WCE has the industry experience to handle any situation that may arise during the

Projects Recently Completed or Underway
MICHAEL COSTANTI holds a Bachelor of Science Degree in Industrial and Management En-
gineering with a Minor in Business Administration. His experience includes: program manage-
ment, electric industry regulation, strategic energy planning, project finance, national/state/local
energy policy, emission offsets, renewable energy credits, contract negotiation, economic develop-
ment impacts, proposal review, and litigation support. Mr. Costanti’s expertise includes interpreting
and analyzing state and federal utility regulation, developing strategic energy plans for county and
tribal governments, directing subcontractors through effective solicitation processes (RFQ, RFP,
contract development, invoicing), and managing multiple active contracts.
BRIAN JACKSON is a Professional Engineer with a Master’s degree in business administra-
tion. He combines 17 years of engineering experience in consulting, electrical generation, and pro-
ject management to help create projects that are unique and exciting. Mr. Jackson is skilled at
building relationships and is a key player to Western Community Energy’s success. He has
worked extensively on utility scale energy projects and is experienced in construction, interconnec-
tion and power purchase agreement negotiations. Mr. Jackson offers a Master’s Degree in Busi-
ness Administration and a Bachelor Degree in Mechanical Engineering.

IAN GRAHAM has a Bachelor of Science Degree in Industrial Engineering from Montana
State University and is a Certified Engineer in Training. Mr. Graham provides technical support to
Wind Farms, plans/implements electrical/mechanical designs, and manages day to day opera-
tions of projects. He has served an integral role as project manager for Western Community En-
ergy’s 18 turbine project in Nome, Alaska.
SEAN MICKEN has a Bachelor degree in Resource Conservation from the University of Mon-
tana, and is a graduate of Solar Energy International. He has worked periodically in environ-
mental education, and now enjoys his position as Coordinator of the Department of Energy’s
Wind for Schools program in Montana and Oregon. With over 4 years of experience in renewable
energy design and installation, Mr. Micken directs permitting activities for Western Community
Energy, and also assists with sales and consulting activities.
JULIE FRANK is a Sales and Operations Manager with customer-focused sales, management
and marketing skills from the retail, and recycling industries. She is experienced in promoting
products and ideas, building and maintaining rapport with clients, and creating and managing
highly successful sales teams. Ms. Frank has a Bachelor degree in Business Management from
Simmons College, Boston, MA. She has coached sales-based businesses in the areas of sales,
management, and operations. Most recently she co-founded a pump and turbine technology com-
pany.
MICHELLE BETZ is a Business Manager with a background in accounting. She offers experi-
ence in creating and implementing internal controls, managing business related activities and
guiding accounting functions according to GAAP. Ms. Betz has a Bachelor degree in Business
Management and a minor in Accounting from the University of Washington.
CHRISTINE LUOPA is a Geographical Informational Studies (GIS) Technician. Ms. Luopa
offers a Bachelor of Science in Geology and a Minor in Geography. She has worked in the field of
GIS Coordinator since 2002 and offers a wide range of geographical experience.
SHONI WHITESIDE is an Office Manager with a background in sales and marketing, event
coordination, and administrative support. She brings the team experience in managing internal
communications and coordinating office activities and systems. Ms. Whiteside has Bachelor de-
grees in Spanish and Liberal Studies from Montana State University. She offers a diverse back-
ground, motivated personality, work ethic, team dedication and
proven excellence in relationship building and maintenance.
