Re: Haines Assisted Living Ground Source Heat Pump project
Sirs:
This is to acknowledge that Alaska Power and Telephone, an electric utility holding a
certificate of public convenience and necessity under AS 42.05., has agreed to enter into a
collaboration with Haines Assisted Living, Inc. (HAL), for the purpose of developing and
constructing a geothermal system to provide building heat and domestic hot water for their
community senior development in the Borough of Haines.
We have followed with keen interest the development of Haines Assisted Living over the last
several years. We have consulted with the project's engineers on the energy requirements
and various design options. So, when approached by the President of the Board of Directors
of HAL to consider applying to your agency for funding for the geothermal energy proposal
on their behalf, we gladly consented. A draft Memorandum of Agreement is attached.
The enclosed application for Round II funding was originally submitted for Round I on
October 7, 2oo8. Though the project has obvious merit and is ready for final design,
permitting and construction, the HAL organization by itself did not appear to meet the
applicant eligibility requirements at the time.
Subsequent to our collaboration, and as permitted under Section 1.11 of the RFA, we urge you
to consider funding the proposal from the FY09 appropriation. The first phase of the HAL
building is now under construction and slated for completion within the year.
As you know, rural Alaska faces enormous challenges to sustainable growth. Geographic
isolation and the crippling cost of energy make it almost impossible to meet the most basic
community needs. For many Alaska communities to survive, the energy equation must be
balanced by local assets — hydro, wind, geo thermal and other renewable sources of energy.
It is likely that no single source is a complete answer. Combinations of sources and demand
flexibility offer the best hope of resolving the dilemma. That is why we are looking forward
to working with HAL on a site -specific geo thermal system that will supplant fossil fuels and
relieve demand on local electricity generated by AP&T facilities.

Alaska Power & Telephone stands ready to help Alaska resolve the most critical crisis of our
generation — developing affordable, renewable energy supplies for the future. The Haines
Assisted Living project can be a model of collaboration between public utilities, local and
state government and non-profit enterprises. That model offers a viable alternative to a
bankrupting dependence on fossil fuels. If successful, the model could be replicated
throughout our region and the state at large.

MEMORANDUM OF AGREEMENT
This agreement between Alaska Power and Telephone, Inc. (AP&T) an electric utility holding a
certificate of public convenience and necessity under AS 42.05., and Haines Assisted Living, Inc.
(HAL), a 501 (c) (3) corporation, is for the purpose of developing, funding and constructing a
Ground Source Heat Pump geo thermal energy system to provide building heat and domestic
hot water for HAL's complex located at 219 Union St., Haines, Alaska 99827.
• AP&T agrees to apply for funding to the Alaska Energy Authority (AEA) Renewable
Energy grant program on behalf of the HAL Ground Source Heat Pump geo thermal
project.
• HAL agrees to provide a complete grant application based on the research and design
criteria developed by HAL and its consulting engineers and to submit that application to
AEA within the deadline for Round II funding.
• AP&T agrees to execute and comply any reasonable grant agreement with AEA if the
application is successful.
• HAL agrees to comply with reasonable requirements necessary for AP&T to fulfill any
obligations under a grant agreement with AEA.
• HAL further agrees to provide AP&T with any and all requested technical data,
narratives, schematics and other project design and operating information pertinent to
this specific geo thermal project.
• HAL shall provide AP&T current application drafts and a complete copy of the final AEA
application and back-up documentation before submission.
