This report documents the conceptual engineering effort undertaken by Alaska Anvil, Inc (Anvil)
for a Valdez Fisheries Cold Storage Facility to be located in Valdez, Alaska. This effort was
requested and funded by Valdez Fisheries. This effort occurred between July 2003 and
September 2003.
BACKGROUND
At the request of Valdez Fisheries, Alaska Anvil proposed to perform conceptual engineering to
develop a screening level Total Installed Cost Estimate for a large, frozen fish storage and
handling facility in Valdez,
Two refrigeration options were studied: Ammonia Absorption Refrigeration and Standard
Mechanical Refrigeration (Vapor Compression). The Ammonia Absorption method is based on
the ability to capture waste heat from the neighboring PetroStar Valdez Refinery. -
The conceptual effort was based on the following project assumptions and parameters:
1. Use existing owner -provided site near the PetroStar Refinery on Dayville Road. in Valdez.
2. Investigate using waste heat from PetroStar refinery for use in an ammonia absorption
refrigeration system.
3. Assume PetroStar refinery operation maintains at current rates.
C Develop a modular approach for storage to allow for fluctuations in product load, ease in
snow removal, and allowing for phased construction of facility if expansion is required.
5. Include a dock area, dry storage, and limited process area in building complex.
6. For this study we assume a 45- to 60-day fishing season: Five hundred thousand pounds per
day of headed and gutted flash frozen fish delivered to the freezer plant to hold in long-term
storage.

OBJECTIVE
Develop a functioning conceptual design, layout, and cost estimate for a —20"F refrigerated
storage facility built to store 30.000,000 lbs. of frozen fish, constructed on an owner -provided
site in Valdez, Alaska.
Investigate cost differential and operating cost differential for an ammonia vapor compression
refrigeration system in lieu of an ammonia absorption refrigeration system.
CONCEPTUAL ENGINEERING DISCUSSION
General Site Information
The approximately 13-acre site will include twelve 85' x 150' cold storage buildings, a
refrigerated access corridor. refrigerated dock area, office area, and dry storage area. One of the
cold storage buildings will have an area designated for fish processing.
Ammonia Absorption Refrigeration System Description
System components for the absorption system include two cooling towers, absorption skid,
utility building, water tank, ground -coupled heating -coating system, refinery located heat
exchanger, and associated pump skids. A backup boiler and fuel tank are included to provide
heat when the refinery is shut down. Evaporator units are located in individual buildings on a
central liquid overfeed ammonia system.
The absorption unit will be located at the cold storage site. Waste heat from the refinery cooling
tower will be piped from the refinery to the absorption skid located on the cold storage site. Two
cooling towers will provide heat rejection for the absorption system plus additional heat rejection
will be provided by a ground -coupled heat transfer system.
The heat source at the Petrostar Valdez Refinery is from the crude tower overhead vapor stream.
With a refinery crude feed rate of 45000 BPD, the overhead vapor steam is hydrocarbon vapors
at 218°F., 17.1 psig, and 156,600 lb/hr. The vapor stream is currently being cooled by forced
draft air coolers to MOM To extract heat from this stream requires the addition of a set of heat
exchangers to be inserted between the crude tower and the existing air coolers. The new
exchangers will cool the crude vapors from 218°F to 179°F, and then the existing air coolers will
cool the crude vapors to 106c . The new set of exchangers will transfer the heat to a heat
medium stream of 50% ethylene glycol and 501/n water. The heat medium fluid will then flow
through buried pipes approximately 1500 feet to the south side of Dayville Road, where the cold
storage facility will be built. The heat medium will supply heat to the ammonia absorption
rectification column reboiler.
The new heat exchanger duty could be satisfied by a set of two shell and tube: exchangers or a set
of welded plate exchangers. Shell and tube exchangers would be two shells in parallel of 39" x
480" exchangers with 11,340 square feet of surface area each. A temperature bypass would be

installed to bypass crude vapors around the new heat exchangers to maintain the heat medium
temperature leaving the exchangers.
The ammonia absorption refrigeration system is a two -stage system with two stages of
desorption. This is required due to the relatively low temperature of the heat source. It is a
system that can be constructed and transported in modular sections. Heat rejection from the
ammonia absorbers and the ammonia condensing will be with closed circuit cooling towers. The
heat load is such that two towers are required of 7.5 MMBTU/hr each. The added benefit of
water cooling is required during the warmer summer days to achieve cold enough cooling water
temperatures for ammonia condensing.. The water spray system can be shut down and drained
during the winter months.
Vapor Compression Refrigeration System Description
System components for the vapor compression system include compressors located in an
equipment room, cooling towers, ground -coupled heating -cooling system, and associated pump
skids. System evaporator units are located in individual buildings on a central liquid overfeed
ammonia system.
General Mechanical Systems
The office area will be ventilated and heat will be provided from an oil -fired boiler located in a
mechanical room located in the dry storage area. Restrooms will be centrally located in the
office area and also in the dry storage area so people working in the process area have access to a
restroom.
It is expected that these structures will require a fire sprinkler system. An allowance for a
sprinkler system is included in the estimate
General Electrical
Power to the site is available at the PetroStar Refinery, where Copper Valley Electric
Association (CVEA) has 480 VAC, 3-phase, 4-wire service available. The 750 kW electrical
service would be brought onsite by underground trench, through a 1200 A automatic transfer
switch, to a centrally located 1200 A motor control center (MCC). A 750 kW full power backup
generator would also be tied to the system through the automatic transfer switch -
The 480 VAC power would be distributed to motors and other 480 VAC loads directly from the
MCC. For every two refrigerated warehouses there would be a step-down transformer and either
a 1201240 VAC or 120/208 VAC panel, depending on the service required, with the transformer
and panel located near the two buildings served_ Non -process areas would receive power
through a single-phase transformers and 120/240 VAC panels.
Discussion of Power Costs
For this cost estimate and study, electric power usage was estimated for the total facility
considering cooling it with (Option 1) Absorption System using waste heat, and with (Option 2 )
Vapor Compression System. These options considered service factors, for equipment and
lighting.

Option 91: Average consumption 278 KW. Includes lighting, motors, etc.
Option #2: Average consumption 566 KW. Includes lighting, motors, etc.
Using Copper Valley Electric Rates for Large Commercial users for KWH used yields expected
power costs of:
■ Option # 1: Absorption Refrigeration - $265,728 per year in utility electrical charges
• Option # 2: Vapor Compression Refrigeration - $527,651 per year in utility electrical
charges
The estimated savings for using the absorption refrigeration system is $261,923 per year
General Civil Site Work
It is expected that the entire site will require clearing and grading in preparation for the cold
storage facility. The surface of all traffic access and parking areas is to be covered with
compacted, free -draining gravel surface such as Type D-1 road base material. -
Site work at each new structure location will require additional preparation in the form of
excavation, backfill and compaction in conjunction with constructing the concrete spread
footings and floor slabs.
Two water wells have been included in the estimate. One well is intended to support the
processing operations of the fish plant; the other is to support the typical water usage
requirements of a building, such as domestic use, hydronic heating, and sprinkler systems.
A 2000-gallon septic tank and drainfield are included to support the gray wastewater disposal
From the processing activities as well as the typical domestic wastewater. Heavy waste from the
processing activity should be transported to the cannery via container for disposal.
Trenching and road boring is required For the 8-inch heat lines to and from the PetroStar
Refinery for the ammonia absorption option.
General Structural
Buildings
For conceptual purposes, established pre-engineered metal building costs have been used for
identifying the costs for each required enclosure. The 85'x 150' Cold Storage buildings will be
lined with 10 in.-12 in. freezer panels, all other structures will have standard 2 in. insulated metal
panels.
Foundations
The pre-engineered metal building structural framing system will be supported by reinforced
concrete spread footings at column locations. The floor system A ill consist of a reinforced

concrete floor slab on grade. In cold storage areas, the Floor stabs will be insulated and
underlain by heating coils to protect the subgrade from continuous frost buildup.
Miscellaneous
Structural steel pipe supports are required for supporting heat lines and steel columns with steel
support framing are required to support the closed-circuit coolers. A snow shelter with steel
columns, framing, and roof plate is required for the Absorption Unit Skid.
ESTIMATE DISCUSSION
General
All conceptual estimates provided are Rough Order of Magnitude (ROM) with an estimate
accuracy range of+,50%1-10%. All estimates include costs for materials, freight and labor.
Future engineering expenses have been estimated at 15%.
Project contingency has been estimated at 25%.
Ammonia Absorption ROM Estimate
This ROM estimate includes all expected costs for the Refrigeration Facility based on an
Ammonia Absorption Refrigeration System as described in this report.
Vapor Compression ROM Estimate
This ROM estimate includes all expected costs for the Refrigeration Facility based on a Vapor
Compression Refrigeration System as described in this report.
One Building ROM Estimate
This ROM estimate includes all expected costs for one cold storage building, including site
preparation, foundation, building components, freezer components, cooling fans, refrigeration
piping, sprinkler system, and electrical components.
This estimate was provided as a means to determine incremental cost reductions if fewer than 12
cold storage buildings were required. Note that the primary refrigeration systems are based on
the full refrigeration capacity and cannot be reduced in an incremental fashion.
