A Resolution to Direct Northwest Inupiaq Housing Authority (NIHA) to seek Funding for a Sub -
regional Wood Fired Energy Project serving the Villages of Ambler, Kobuk, and Shunguak.
WHEREAS, the costs of gasoline, home beating oil and other petroleum based products in the region
surrounding the villages of Ambler, Kobuk, Shungnak have risen more than 40%in the past year, and
surpass those in almost every other region of Alaska; and
WHEREAS, those same price increases have driven transportation and operating costs beyond the financial
means of many resident and facilities, and
WHEREAS, the recent power cost equalization increases and Alaska Resource Rebate programs are
welcome, but inadequate, short term solutions to this problem,and
WHEREAS, the individuals, families, and public facilities in these villages will not be able to sustain
operations without responsibly developing renewable local natural resources, and
WHEREAS, there are [roes and forested areas throughout the region surrounding the villages of Ambler,
Kobuk and Shungnak, which have prompted regional entities to propose energy projects utilizing those
resources.
WHEREAS, the goals of the cownum es of Ambler, Kobuk, and Shungnak include puncturing and
developing economic well being of their residents by creating employment opportunities and lowering cost
of living for those resident,
NOW THEREFORE BE IT RESOLVED, that the Kobuk Traditional Council of the Native Village of
Kobuk directs the Northwest Inupmq Housing Authority (NIHA) to seek renewable energy funding from
the Alaska Energy Authority to pursue wood fired energy solutions for hem and potential electricity
generation for the villages of Ambler, Kobuk, and Shungnak, and to collaborate with the villages in
implementing this project, and be it
FURTHER RESOLVED,
That the Native Village of Kobuk urges the Alaska Energy Authority to fund this project.
