RESOLUTION #913-08
A RESOLUTION OF THE CITY COUNCIL OF THE CITY Off' WHITTIER,
ALASKA, REQUESTING ASSISTANCE THROUGH THE ALASKA ENERGY
AUTHORITY RENEWABLE ENERGY FUND FOR A RECONNAISSANCE
LEVEL EFFORT TO EXAMINE THE VIABILITY OF HYDROPOWER
GENERATION IN WHITTIER, ALASKA.
WHEREAS, the City of Whittier (City) is requesting assistance from the State of Alaska
through the Alaska Energy Authority Renewable Energy Fund (REF) for a
reconnaissance level effort to examine the viability of hydropower generation in Whittier,
Alaska; and
WHEREAS, the work will include engineering analysis, an economic study, and two
years of stream gauge data gathering, with the final product consisting of an estimated
generation capacity, a preliminary cost estimate for a hydropower facility, and a
preliminary analysis of the potential benefits (i.e. power cost savings over time); and
WHEREAS, his effort will be performed by the Alaska District Corps of Engineers with
assistance from the Corps of Engineers Hydroelectric Design Center based out of
Portland, Oregon, with stream gauging to be performed by the USGS; and
WHEREAS, the City of Whittier proposes conducting a renewable energy project
consisting of a reconnaissance level effort to examine the viability of hydropower on
Whittier Creek in Whittier, Alaska; and
WHEREAS, although Chugach Electric currently provides electricity to Whittier,
frequent and prolonged outages, particularly during the winter months, necessitates the
need to develop alternate energy sources for a local generation system that could also
supply the Railbelt when not needed as a primary provider to the community; and
WHEREAS, the project would assess the potential for the development of Whittier into a
sustainable community that utilizes renewable energy systems; and
WHEREAS, the City has entered into a Cost Sharing Agreement with the USACE,
which requires a 50150 federal/local sponsor match; and
WHEREAS, the USACE has committed to funding in the amount of $100,000 toward
the project; and
WHEREAS, the requested funding through the REF program, as well in -kind support
from the City, can be counted as match toward the USACE project.
THEREFORE BE IT RESOLVED that the City Council of the City of Whittier hereby
proclaims the following:
1. authorizes a request for assistance through the Alaska Energy Authority
Renewable Energy Fund for a reconnaissance level effort to examine the viability
of hydropower generation in Whittier, Alaska;
2. authorizes this application for project funding at the match amounts indicated in
the application;
3. authorizes the individual named in the application as point of contact to represent
the applicant for purposes of this application; and
4. certifies that the City of Whittier is in compliance with all federal state, and local,
laws including existing credit and federal tax obligations.
PASSED AND APPROVED by a duly constituted quorum of the Whittier City
