Dear Mr. White,
Thank you for considering the City of Hooper Bay's application for funding the design.
permitting, and construction of a 2-tower wind turbine facility for our water treatment
plant. Rising fuel costs are driving up operational costs for the heat -generating
components of our water treatment plant, straining our ability to provide clean drinking
water to our community. Alternative energy not only makes economic sense, it is also
necessary for the continued good health of our residents.
In 2008, after much study and preparation, Alaska Village Electrical Cooperative erected
three wind turbines in Hooper Bay to offset diesel consumption by the community's
electrical generators. The groundwork laid by AVEC has helped the City with its plans
for a dedicated wind energy system for its water treatment facility. Those plans are now
ready to be put into action.
The Hooper Bay City Council met on September 24, 2008 and by motion approved this
funding request. The Council appointed me as primary point of contact representing the
city with regards this application.
Following the lead of AVEC, the City hopes to harness some of the wind energy
circulating through our community every day. This proposal shows how comprehensive
data, modern wind turbine technology, and an experienced team can come together to
turn one of our sustainable resources into a dependable source of energy. The City is
committed to providing our residents with affordable access to the most basic of utilities
— clean water —and the wind powered heating system will support us in that mission_
