The Environmental Consultant -George Covel also attended the meeting and.provided support in environmental compliance and permitting matters. 'The trip consisted of several hours of onsite discussion regarding project details and requirements. As a result: • Dundas Construction provided verbal response of no interest in preparing a proposal. • Eagle Contracting provided email response of no interest in preparing a proposal. • Wilson Construction provided verbal response of interest and has prepared a proposal that satisfies the RFP requirements. Cordova Electric Cooperative, Inc. awards Wilson Construction the project and this letter provides notice to proceed with the project of removing the diversion structure on a time and materials basis with costs not to exceed $265,000. (907) 424 5033 ocfulton@ comcast. net MEMORANDUM DATE: March 21, 2008 TO: CEC Board of Directors FROM: Clay Koplin, CEO RE: HBC Removal of Intake Structure The FERC requires CEC to remove the damaged intake structure from the bed of I3umpback Creek for safety and stability reasons. Furthermore, the structure needs to be removed as soon as possible to let gravel and cobbles flush down the river and reduce the excavation required for the new structure. Snow melt in mid to late April will increase flows in the creek, making the task more difficult and costly, and jeopardizes the Army Corp permit (to be issued this week) which is based on low flows. Due to the bentonite/clay seal inside the structure, an erosion and sediment control system of silt fencing and gabions needs to be installed, and plans filed with the FERC for their approval. After the intake is removed, this system will be maintained in place to manage sediment and erosion during construction of the new intake structure. I am striving to assure that removal of the structure can commence before the next regular board meeting and am seeking approval now to avoid another special meeting of the Board on short notice. The work will be competitively bid per CEC policy to local contractors; and awarded to the successful bidder. It is estimated that the structure removal including permitting, engineering, and construction tasks is $504,141. I recommend the board of directors approve removal of the BBC damaged intake structure for a not to exceed cost of $505,000. This task will be considered as a portion of the total project cost. I feel that this task, if pursued immediately and aggressively, can be completed for well tinder the approved amount, It also sends the necessary message that CEC is proceeding -_. with our "emergency repairs", and familiarizes the local contractors with the site and logistics which will help with costs and timelines on the road and new intake structure work I believe that if accomplished for well under the estimated amount, it will give the board more confidence in the project process and progress. I would caution the board not to share approved numbers outside of the board room as it may influence the competitive bid process by local or outside contactors. This number includes engineering, -- administration, and agency permitting, so the actual construction component is only a portion of the total amount. Box 20 Cordova, AK 99574 RE: Humpback Creek Proposal of Work Time & Materials Proposal We propose to use a landing craft to land on the south side beach at Humpback Creek with a Hitachi EX270 & make our way up the old cat road until we hit the survey center line of the new proposed road grade. At this point we will follow the survey line until we reach the top staging area. We will utilize helicopters for fuel, hand tools & small equipment. Crews will get the John Deere running & build gabion weirs. 2 — 6" will be rented from CMI if required by CEC engineers as talked about at meeting. Demolition of the intake will begin with the EX270 & 4 man crew. When bentonite.level is reached diversion can be built using 48" HDPE culvert if needed. CEC project engineers will make the call. Bentonite will be excavated & placed in super sacks. Demolition can then be finished and diversion removed and project site cleaned up. Helicopter will fly all misc. tools & equipment out and excavator will be walked to beach for demob on landing craft back to town. All invoices run through Wilson Construction from other sources will be marked up,15%. The above prices already include mark-up. Labor at Humpback Creek: $85.00/hr Labor in town: $65.00/hr EX270 at Humpback Creek: $225.00/hr Prices are based on working 10 hour days Monday through Saturday. Sundays are not included.
