eNeN"-JCJ1CJ1ooo~~N0'>0'>CJ1SupplementEXPLANATIONOFSUPPLEMENTTheAccessPlanningStudywaspublishedinJanuaryof1982.ItcontainedadetaileddiscussionandcostestimateforelevendifferentproposedaccessroutestotheSusitnaHydroelectricProject.InMarchof1982theSusitnaHydroelectricFeasibilityReportwaspresentedbytheAlaskaPowerAuthoritytothepublicresourceagenciesandorganizations.Thereportrecommendedanaccessplanwhichforreasonsofprojectschedule,wouldhavenecessitatedtheconstructionofapioneerroadpriortotheFERClicensebeingissued.Theconstructionofapioneerroad,however,wasconsideredunacceptablebytheresourceagenciesandtheplanwasdiscarded.Consequentlyafurtherstudywasinitiatedinwhich,theevaluationcriteriawererefinedandanadditionalsevenalternativeplansdeveloped.Oneofthemainissuesthataffectedtheselectionanddevelopmentprocesswastheeliminationofanypre-licenseconstruction.InordertomeettheoverallprojectschedulingrequirementsthisconstraintmakesitnecessarytosecureinitialaccesstotheWatanadamsitewithinoneyearoftheFERClicensebeingissued.AmongsttheotherimportantissuesconsideredwasthedesireofNativeorganizationstohaveaccesstotheirlandsexpeciallythosetothesouthoftheSusitnaRiver,andtheobjectiveofminimizingenvironmentalimpacts.SubsequenttotheAccessPlanningStudyofJanuary1982beingpublishedthelocationsoftheconstructioncampswerefinalized;theWatanacampbeingnorthoftheSusitnaRiverandtheDeviICanyonCamptothesouth.Thechangeincamplocationslightlymodifiedthelengthsoftheroadsegments,butconsideringthesamlldifference,PlansOnethroughElevenwerenotrevised.r35/a2i.n..I.,~j\,i;;tResourcesLibraryInformatlOnServIcesAnchorage.Alaska SupplementThroughoutthestudiesconductedsubsequenttotheFeasibilityReportofMarch1982numerouscommentshavebeenreceivedfrominterestedagencies,groupsandindividuals.TheseincludeStateresourceagencies,environmentalgroups,localcommunities,Nativeorganizations,TheAlaskaPowerAuthorityandAcresAmericanInc.togetherwiththeirspecialistsubconsultants.Asaresultofthiscommentandexchangeofinformation,thesevennewaccessplanrepresentamorecoordinatedcompromiseamongtheinterestedgroups.Thenewplans,forthemostpart,followsegmentsdiscussedintheoriginalreport.Thissupplementcoversthenewplansbysupplementingtheoriginalreportwhereneeded.Themajoritemsfoundinthissupplementare:1.Additionalsegmentsneededfornewplansdiscussed(ChapterNine).2.Newplansdiscussed(ChapterTen).3.Segment,TerrainUnit,andEnvironmentalConcernsmapsinAppendicesupdatedtoshownewroutes.4.Costestimatesgeneratedfornewplans(AppendixF).5.PlanElevenhasbeenrevisedtoincludealowlevelcrossingatDevilCanyonforaccesstothecamponthesouthside.ItisnowPlan11R.Inordernottochangethepagenumberingoftheentirereport,thefollowingnumberingpolicyhasbeenused:r35/a3II ,SupplementSegmentl-AtraversedbothsidesofPortageCreek,whichwasconsideredtobeanunsuitablyhighenvironmentalimpact.Bylimitingthetraversetoonlyoneside,thecombinationofSegmentsl-Aandl-Hbecomessuitable.r35/a199-16F Supplement(ua)Segment2-Q(i)DescriptionThissegmentjoins2-1to2-B.Presently,2-1endsatDevilCanyonand2-Bstartsthere.Segment2-Qwouldstarton2-1about2milesbeforethedamsite,traverseChechakoCreekanditsmajortributaryattheirupstreamreaches,andjoin2-Baboutfourmilessoutheastofthedamsite.SeeFigure9.8A.Thissegmentisninemileslong.(ii)LineandGradeThissegmentsubstitutesalongerroute,withmaximumgradesandminimumradiuscurvesforthemajorbridgesrequiredon2-B.BystartingsouthseveralmileswestofDevilCanyonDamsite,theunacceptablyhighgradesfoundin2-Bcanbeavoided.(iii)DrainageFeaturesAswith2-B,thealignmentisonhighgroundandavoidsmostdrainageconflicts.r35/a20 SupplementbanksoftheSusitnaRiver.Thebankslieat50to100%crossslopes,withexposedbedrockinsomeplacesonthesouthbank.(iii)DrainageFeaturesOnthesouthsideofSusitnaRiver,severalsmalldrainagesarecrossedforwhichculvertsshouldbeadquate.(iv)BridgesTheSusitnaRiverbridgewillbeamajorhighlevelspan,withapproximately600feetofsteeltrussand2600feetofplategirder,andover100feetabovethepresentwatersurface.TheheightisnecessaryinordertospanthefutureDevilCanyonReservoir.Duringinitialroadconstruction,therewouldbesufficientroomtoconstructaroadtothebottomofthevalleyforatemporarylowlevelcrossingorferry.ThiswouldspeedbridgeconstructionandavoidaccessdelaystotheWatanaDamsite.(v)SoilsThesegmentislargelyonfrozenbasaltill,similartothosediscussedinothersectionsofthisreport.(vi)EnvironmentalConcernsThisareahasnotbeenstudiedindetailfromanenviron-r35/a249-520
