B.1.2-PrincipalProjectManagementOrganizationTheprojectmanagementworkloadwillbedividedgenerallyasfollows:ProjectManager:Mr.J.D.Lawrencewillholdoverallresponsibilityfortheproject.Threeprincipaleffortswillbeundertakenunderhisdirection.Theseincludetheconductofthestudyitself,earlyandcontinuingfinancialplanning,andcoordinationoftheactivitiesofanexternalengineeringboard.HewillberesponsivetothedesignatedrepresentativeoftheAlaskaPowerAuthority.Mr.LawrencecurrentlyholdsthepositionofManagerofHydroelectricProjectsinAcresAmericanIncorporated.Hisextensiveworldwideexperiencespansthespectrumfromplanningthroughdirectionofconstructionmanagementonhydroelectricprojects.ExternalEnvironmentalBoard:Animpartialboardofprominentenvironmentalspecialistswillbeformedforthepurposeofprovidingobjectiveprofessionalreviewandadvice.Thisgroup,tobenominatedbyAcresandagreedtobytheAlaskaPowerAuthority,willbeaffordedbroadlatitudeinitsdeliberations.Atthesametime,weregarditasaparticularlynecessaryelementineffortstoincreasepublicandregulatoryagencyconfidenceandreduceenvironmentalconcerns.ExternalEngineeringBoard:Animpartialboardofeminentengineerswillbeformedforthepurposeofprovidingobjectiveprofessionalreviewandadvice.Thisgroup,tobenominatedbyAcresandagreedtobytheAlaskaPowerAuthority,willbeaffordedbroadlatitudeinitsdeliberations.Atthesametime,weregarditasaparticularlynecessaryelementineffortstoinsureinvestorconfidenceandreducesafetyconcerns.StudyDirector*:Col.(Ret.)C.A.DebeliuswillberesponsibletotheProjectManagerforthepreparationofthePlanofStudyandforconductofthestudyitself.Col.DebeliuswastheAlaskaDistrictEngineerfrom1973until1976whenhisorganizationpreparedtheinitialCorpsofEngineersstudiesoftheSusitnaproject.HepersonallyconductedallpublicmeetingsonthesubjectduringhistourofdutyinAlaskaandpresentedthefindingsandrecommendationsoftheinitialstudiestotheBoardofEngineersforRiversandHarbors.In-HouseReviewPanel:Anin-housepanelofexpertswillbeformedfromseniormembersoftheAcresorganization,eachofwhomisregardedinternationallyasanexpertinhisparticularareaofexpertise.Thisteamwillbeananin-housecounterparttotheexpertengineeringboardpreviouslydescribed.Thisgrouphashadextensivecollectiveexperienceinhydroelectricworkinsubarcticclimatesandinseismicallyactiveareas.TheirinvolvementintheChurchillFallsProjectisrecountedincurriculumvitaeinSectionC4.MembersincludeMessrs.J.G.Thomson,D.C.Willett,J.G.Warnock,D.H.MacDonald(Ph.D.),D.E.HepburnandM.R.Vanderburgh.*FunctionsasDeputyProjectManager.~'----------------' 81-4B.1.3-LicensingandPublicParticipationThelicensingworkandthepublicparticipationprogramwillbeaccomplishedprimarilybyAcres.TheorganizationalstructureforthiseffortisonPlateB.1.6.Dutiesandprincipalpersonnelinvolvedareasfollows:ProjectManager:P.H.TuckerwilloverseethisportionofthestudyaswellasconductthedatacompilationandpreparationoftheFERClicenseapplicationandotherapplicablefederal,stateandlocallicensesandpermits.Hiseffortwillincludeidentificationofallnecessarypermits,scheduling,preparationandsubmissionofapplications,anddirectionofallcoordinationnecessaryforsuccessfulacquisitionofthelicense.Mr.TuckerhashadextensiveexperienceinthefieldofFERClicensingandpermittingforhydroelectricprojects,havingdirectedthoseeffortsforautilitywithmanyhydroelectricprojectsinNewYorkState.PublicParticipation:P.M.Hooverwillcoordinatetheassembly,review,publicnoticeandpublicinformationprogramsforthefeasibilitystudy.Hewillalsoinsureallstatutoryandregulatoryrequirementsforprovidingopportunityforpublicinvolvementarefulfilled.MrHoover'sexperienceinthefieldincludesconductingpublicparticipationprogramsforCorpsofEngineersf~asibilitystudies.Theseprogramsconsistedofformalandinformalpublicmeetingsandworkshops,inter-agencyandcitizensstandingadvisorygroupsandpublicnoticedevelopmentanddistribution.Permits:F.KlettofCIRIwilldirecttheeffortforobtainingnecessarystateandlocalpermitsforthestudyandprojectimplementation.Hisextensiveexperienceindealingwithstateandlocalgovernmentsinmajorprojectdevelopmentwillassurethatthesepermitsarepursuedinthemostcosteffectiveandtimesavingmanner._l.-.---_ &MConsultants,Inc.,Woodward-ClydeandCIRI,andwithassistanceinplanningandschedulingbyFrankMoolin&Associates.AcresAmericanIncorporatedwilldirectandcoordinatetheeffortsofthesubcontractors.TheorganizationchartfortheAlaskateamisonPlateB.1.4.ProjectManager:J.D.Gillwillberesponsiblefortheplanning,schedulingandcoordinationofalargenumberofAlaska-basedactivitieswhichmustbeconductedconcurrentlytomaximizeopportunitiesavailableduringtheshortseasonfavorabletocertaininvestigations.Hewillprovidetheinterfaceaswellforfieldactivitiesoftheenvironmentalteam,whichwillalsooperateinthesamegeneralareaasthefieldworkteams.Mr.GillistheChiefEngineer,PowerandHeavyCivil,ofAcresAmericanIncorporatedandheoffersastrongbackgroundintheconductandmanagementofengineeringactivitiesforhydroelectricwork.GeotechnicalDesign/InspectionSupport:R.HenschelofAcreswilldirecttheAcresstaffeffortsinsupportoftheAlaskaEngineeringStudies.HewillprovidetheinterfacebetweenAcresstaffandthesubcontractor'sstaffsinvolvedinthefieldwork.Mr.Henschel'spreviousexperienceinsitegeotechnicalinvestigationsqualifieshimwellforthisposition.GeotechnicalInvestigationsandSurveys:R.MigliacciowilldirecttheeffortsandresourcesofR&MConsultantsinconductingthesiteexplorationandtesting,survey,andgeologicandhydrologicstudies.Mr.Migliaccio,asPresidentofR&MConsultants,isthoroughlyfamiliarwithallaspectsofAlaskangeotechnology,havingactedasaspecialconsultanttoAlyeskaCompanyandothergaspipelinegroups.Mr.MigliacciowillbeassistedbyanR&MReviewBoardconsistingofJ.W.Rooney,R.L.Shraeder,andM.AMenzies,eachhavingspecializedknowledgeofgeologicalconditionsprevalentintheRailbelt.Directorsofspecificstudyareaswithinthegeotechnicteamare:Survey:Geology:Hydrology:SiteExplorationandTesting:TheteamorganizationisonPlateB.1.8.SeismicInvestigations:TheseismicstudywillbeprimarilyaneffortbyWoodward-ClydeunderthegeneraldirectionofprojectmanagerG.E.Brogan.Mr.Broganhasworldwideexperienceinengineeringgeologyandseismicgeologyonprojectsincludingnuclearandconventionalpowerplants,dams,tunnels,andpipelines.Mr.BroganwillhavetheassistanceofaWCCpanelofexpertsandwillhavethegeneralguidanceofMr.U.Luscher,WCCprincipalin-charge.TheWCCseismicteamorganizationisonPlateB.1.7._l..--.------' 81-6CampsandLandUse:F.KlettofCIRIwillberepsonsibleforacqulrlng,establishing,maintaining,andultimatelyremovingallfacilitiesnecessaryforaccessandprojectteamsupport.Hewillsecurepermitsandensureregulatorycomplianceaswell.DuringMr.Klett'svastAlaskaprojectexperience,hehasgainedextensivemanagementexperienceinAlaskaandhasacquiredathoroughunderstandingoftheneedforproperprojectplanninganddirection.Mr.KlettwilloverseetheteamofH&NandCIRIpersonnelinvolvedindealingwithrealestateandnativeinterests,campdesign,andcampoperation.Administration,CostControlandSupport:Mr.F.P.MoolinofFMAwillprovidesupporttoMr.Gillintheareasofadministration,costcontrol,andgeneralsupportofAlaskastudyactivies.FMA'sexperienceinAlaskanprojectaccomplishmentwillassurethattheentireorganizationaleffortwillproceedinacosteffectivemanner.Mr.Moolinisintimatelyfamiliarwiththeplanningmanagementofgiantprojects,andhisherculeaneffortsinAlaskaasseniorprojectmanageronthepipelineearnedhimrecognitionasENR's"ConstructionManoftheYear"in1976. Bl-7B.1.5-FeasibilityStudiesWhileallofthefirmsontheprojectteamwillparticipateinthefeasibilitystudyeffort,theprimaryrolewillbeplayedbyAcres,whereinextensivehydroelectricexperienceunderarcticconditionsisfound.Becauseofthemagnitudeandthenatureofthework,virtuallytheentireresourcesoftheAcresGroup(includingourInternationalandCanadiancompanies)willfromtime-to-timebecalleduponforcontributiontosuccessfulaccomplishmentofthestudy,assistanceasthelicenseapplicationisconsideredbyFERC,andforinvolvementindetaileddesignandconstructionmanagementifAcresisselectedforsuchefforts.KeymembersoftheteamareshownonPlateB.1.33withdutiesasfollows:ProjectManager:J.P.Sinclairwillleadthemajorprojectengineeringeffortinperformingtechnicalandeconomicfeasibilityassessments.Heischargedwithorchestratingtheconcurrenteffortsofsmallteamsgenerallybrokendownbydiscipline.Hewillensurefrequentcoordinationofthesediverseactivitiesandwillidentifydatagapstobefilledthroughcoordinationwithfieldandenvironmentalgroups.Inthislatterregard,hisresponsibilitiesextendaswellintotheacquisitionofspecialskillsoninputsforwhichrequirementswerenotforeseeninitially.Itislikelythathewillcalluponauthoritiesinotherprojectorganizations(e.g.)Mr.MiloBell,withtheenvironmentalteam,iswellknownforhisabilitytodesigneffectivefishpassages)wheneverdevelopingstudyeffortsindicateaneedexists.Mr.SinclairisaProjectManagerintheHydroelectricDivisionofAcresAmericanIncorporated,withextensiveexperienceinfeasibilityassessments,andisarecognizedauthorityonhydroelectricmachinery.Hissubordinateteamswilleachbeheadedupbyanengineerthoroughlyexperiencedinhydroelectricwork.DamConstruction:D.W.Lambwilldirectdamconstructionstudies.Hewillprovidetheinterfacebetweenthefeasibilitystudyteamandthefieldinvestigatorsandwillberesponsibleforanalysisandinterpretationoffieldinvestigationdataandmaterialtestresults.Mr.Lamb1sbackgroundinsoilsandfoundationsengineeringandmanagementandsupervisionforcivilworkslargeprojectsqualifieshimwellforhisleadpositiononthefeasibilitystudyteam.Specificareasofthisportionoftheteamwillbedirectedbythefollowingpersonnel:ClimaticConditions:ConstructionMethods:CostEstimatesandSchedules:J.MacPhersonG.TappayJ.Minstre11ConceptualDesign:S.S.Ahmadwilldirectconceptdesignsforthefeasibilityteam.Hisbackgroundinplanning,engineeringanddesignofhydroelectricandotherwaterresourcedevelopmentsqualifieshimwellforthisleadengineeringposition.Hewillhaveastaffconsistingoffoursubteamsdirectedbythefollowingpersonnel:ProjectLayout:CivilStructural:Geology:Geotechnical:T.GwozdekP.PalS.ThompsonS.Bahadur_l...-------' 81-98.1.6-EnvironmentalStudiesInrecognitionoftheimportanceofthoroughandexpertenvironmentalstudiesurgedtodatebypublicandprivateconservationinterests,werecognizethenecessitytofieldateamwhosecontentincludesabroadvarietyofspecialqualificationspertinenttotheAlaskanenvironmentaswellasamanagementstructurewhichhasacquiredspecialexperienceinenvironmentalinvestigationsforhydroelectricprojects.Thus,wehavechosentoseektheassistanceofTerrestrialEnvironmentalSpecialists,Inc.(TES).TEShasagreedtoprovidetheframework,management,andanumberofinvestigatorsforenvironmentalstudies.Inaddition,TEShasalsosecuredtheagreementofleadingexpertstoserveontheinvestigatoryteam.TheproposedorganizationforenvironmentalstudiesappearsinPlateB.1.5.Dutiesaredescribedbelow:EnvironmentalStudyManagers:Dr.J.W.Hayden(Acres)andJ.O.Barnes(TES)willprovidetheoveralladministrationandcoordinationoftheenvironmentalworkontheproject.Dr.J.W.HaydenwillrepresentAcresontheenvironmentalteam,andintheinterfacingwithongoingengineeringwork.Mr.Barnesisanenvironmentalscientistexperiencedinparticularintheenvironmentalaspectsoftransmisisonlinecorridorselection.Dr.HaydenheadstheEnvironmentalDivisionofAcresAmericanIncorporated.Hehashadextensivediverseexperienceintheconductofenvironmentalassessments.HeiscurrentlyinvolvedastheManageroftheChesapeakeBayHydraulicModel,whereAcreshasbeenengagedbytheCorpsofEngineerstoconductavarietyofstudiestodeterminetheimpactofchanges,bothman-madeandnaturallyoccurring,intheBay'sregime.EnvironmentalStudyDirectors:Dr.V.J.Lucid(TES)willprovidetheday-to-daydirectionoftheenvironmentalwork,bothduringdatacollectionandsubsequentinterpretation.Hewillberesponsibleforthecontentofthefinalenvironmentalreports.HeiscurrentlytheDirectorofEnvironmentalStudiesatTES,andhehashadextensiveexperienceinsupportofpowerhousesitingandoperation.HewillbeassistedinthiscapacitybyC.A.Baumgartner(TES)whosespecificassignmentwillbetocoordinatestudiesinecologicalfieldsandwillalsoserveinaqualityassuranceroleasdataandsamplesareconductedandevaluated.Ms.BaumgartnerisanenvironmentalscientistwithaBachelor'sdegreeinBiologyandaMaster'sinZoology.Shehasfrequentlybeeninvolvedintheconductofstudiesforpowerplantsitesandisparticularlyadeptatplanningandorganizingfielddatacollectionactivities.SocioeconomicResources:Dr.R.Gerard(TES)willcoordinatesocioeconomicresourcestudies.TheprincipalinvestigatorforthisportionoftheworkwillbeDr.F.I.OrthwhoseworkoneconomicimpactandfinancialfeasibilitystudiesinAlaskahasbeenextensive.HehashadparticularexperienceindevelopingandimplementingmethodologiesforstudiesinsupportoftheAlaskanfisheryindustry.HismembershipshaveincludedtheAlaskaFisheriesCouncil(1977-78),SteeringCommitteeforBeringSeaClamDevelopment(1977),ExecutiveAdvisoryCommitteeforAlaskaPowerSurvey-'-------------
