This publication is an update of and improvement on the
"1976 Cens us Update of the Anchorage Municipality."
Most improvements deal with refinements of the sampling
frame and are discussed in the back of this publication.
lncreased sample size to 1,177 households with individual
data on 3,753 residents permits detailed subcommunity
analysis on 15 a reas within the Municipal ity of Anchorage.
This is a change from the nine areas used in the earlier
document.
The demand for current and detailed census information
has become more important to people in both the public
and private sector. The rapid growth and development of
the Anchorage area makes timely and accurate data
difficult for planners, analysts, public and private policy
makers, or just the average citizen. This publication is
expected to be the last effort before the 1980 census and
fills the information gap in this area.
The data analyzed in the tables were obtained from a
two-tiered stratified cluster housing sample interviewed in
June 1977. The sample was selected from the en tire
Anchorage area including the former City and Borough and
Eagle River-Chugiak areas, excluding the military reserva-
tions and areas south of Potter's Marsh.
The rel iabil ity of the information provided depends roughly
on the size of the sample. The data in this report are
presented for many different size groups such as commu-
nity, income, and racial breakdowns. Since the size of each
of these groups varies, the reliability of the information
provided also varies. As a rule of thumb, we can say that as
the sample size decreases the reliability of our estimates is
reduced. A more detailed discussion of statistical reliabil-
ities is fou nd in the back of this publication.
While most of the measures used in this document are
self-explanatory, in a few instances sorne clarification is
necessary.
A ln many of the interval measures, collapsed or grouped
data are presented for easier interpretation. ln ali cases,
however, the distribution statistics (mean, median,
standard deviation) are calculated on the ungrouped
data (such as age, education) or on raw data which
generate the greatest category differentiation (income,
for example, was collected within 25 grouped cate-
gories rather than the ten shown in this document).
B. Subcommunities specified in sections 1 and Il generally
conform to the planning communities of the Municipal
Planning Department. Special attention was given to
the development of boundaries which would be most
useful for sociodemographic description. The sub-
community boundaries are shown on the accom-
panying map.
C. The sample size varies from table to table for a number
of reasons. Missing values vary between measures. The
group being reported could be a subsainple of the n
(employed household heads compared to ali household
heads). ln sorne cases, the sample is ali individuals in ali
the households, wh ich produces an n mu ch larger th an
the original sample.
D. The frequency distribution of the total sample of any
particular variable is always shown in sections 1 and Il.
E. The symbol "*" indicates no cases were found in the
sample. lncome is total household income of ali wage
earners and any other nonwage income. lncome of the
head of household is also used. Heads of household, for
purposes of this study, are males in a husband/wife
situation, regardless of the bread winner.

SAMPLING TECHNIQUE
The data analyzed in the tables were obtained from a
randomly selected sample survey carried out by the
Anchorage Urban Observatory throughout the Anchorage
metropol itan a rea. Two survey instruments were developed
to collect attitudinal information on a sample of 584
households plus census type information on an additional
593 households. Twenty-two professional interviewers were
employed from May 26 to June 22, 1977, to complete the
1,177 total surveys.
A stratified skip interval areal probability cluster housing
technique formed the basis for these sample surveys. The
first step was constructing a list of the distribution and
location of housing in the Municipality of Anchorage. The
Observatory settled on the use of the Municipality's land
use computer file called LUIS which was generated in the
spring of 1975. ln ali, 43,436 housing units were included.
To update this, 1,213 pre-1975 units, 2,731 Eagle River/
Chugiak units, 1,364 residential building permits issued
from April through June 1975, 2,586 permits issued from
July through December 1975, 3,892 permits issued in
1976, and 539 permits issued in the first quarter of 1977
were added to the LUIS system by hand. By disaggregating
the LUIS file to the assessor's black leve!, the skip interval
cluster housing sam pl ing technique can be ut il ized.
ln arder to carry out subcommunity analysis, a decision
was made to stratify the sampling process. This was done
by dividing Anchorage into 15 subcommunities and
actually drawing a sample from each. This method per-
mitted enhancing the sample size of smaller subcommu·
nities (for example, Oceanview) to a particular minimum.
This technique required a computer weighting program
when doing overall community analysis to give each area in
Anchorage its correct proportion of the total municipal
population.
For the primary survey, 139 assessor's blacks were sampled
with five households randomly selected from each black.
From each household, one adult (19 years or more) was
selected using a random matrix selector. Of the 695
households identified, 584 interviews were completed for a
84 percent success rate. This completion rate is above
average for a sample with no interviewer discretion.
The primary survey sample was supplemented with a 120
assessor black sample to increase the subcommunity
analysis of census type data. Of the 600 designated
interviews, 593 (98.8 percent) were completed. This
brought the total combined census sample to 1,177
interviews. The following table shows the sample and true
distributions which are used for the weighting ratios.

The combined sample also generates a data set based on
individuals within each household. This requires a weighted
sample derived from the proportion of individuals (as
opposed to households) in each area. ln ali, data on 3,753
people were collected. The distributions are also shawn.
RELIABILITY OF THE SAMPLE
Sample reliability and its interpretation can be discussed at
severa! levels. as a rough rule of thumb, the size of a sample
is related to its built-in tolerated sampling error. For
example, most of basic total population distributions are
based on a weighted sample of 1,177 cases. Characteristics
of the total population can then be said to have approxi-
mately a three percent tolerated error with a confidence
leve! that a sample falls within these error parameters of
about 95 sam pies out of 100. If one is looking at a smaller
subsample of the total population, the error increases. For
individual data of 3,750, the sampling error is below two
percent.
A precise idea of the sampling error for a particular statistic
is to calculate the standard error.
