ABSTRACT
This report presents 1978 findings from an annual survey providing state-
wide estimates of Alaska sport fishing effort and harvests by fisheries,
areas, regions and species. The survey indicated that 206,185 anglers
fished 1,285,063 days to harvest 2,358,603 fish in 1978. The methodology
of the survey, based primarily on mailing questionnaires to a sample of
licensees, again proved effectual.
BACKGROUND
Meeting public demand for recreational fishing opportunities in Alaska
while at the same time maintaining and protecting the fishery resources has
become increasingly complex. In the early years of statehood--before rapid
population expansion and industrial development--good, uncrowded sport
fishing was accessible; large sport fisheries were few and easily moni-
tored; and sport fishing was considered to be a minor factor in management
of commercially exploited species.
Today, along with increasing tourism and forest, mineral, petroleum, and
associated government development has come a mushrooming recreationally
oriented population. Accessible sport fisheries have become crowded, new
fisheries have developed, and pressure from a large mobile population is
spilling ever farther afield. Native land claims, federally imposed na-
tional monuments, impending (d)(2) national interest land legislation, an
extended coastal zone, and the issue of subsistence have clouded questions
of access, user priorities,, and management jurisdiction. The State and
private corporations have made substantial commitments to aquaculture and
hatchery propagation. Also, recreational fishing has now become a signifi-
cant factor in total management of commercially exploited species, espe-
cially in Cook Inlet where vociferous sport-commercial user conflicts over
chinook and coho salmon have developed.
Against this backdrop, the need has become evident for a statewide data
base providing information on where sport fishing occurs, the extent of
participation, the preferences of participants, and the species and numbers
of major game fishes being harvested. Such a data base is fundamental not
only for regulation and management of Alaska's sport fisheries but also for
total regulation, management, and allocation of multiple-use fisheries. In
addition, this information is needed in establishing priorities, formulat-
ing policies, planning, and evaluating rehabilitation, enhancement, hatch-
ery, stocking, habitat protection, and access acquisition projects--to say
nothing of its use for stock assessment, forecasting, gauging the economic
and social significance of sport fishing, and satisfying requests for
information from individuals, special interest groups, government agencies,
and the recreational industry.
Because of Alaska's vastness, meeting all these data requirements statewide
by on-site creel censuses would be prohibitively costly, thus an economical
supplementary program has become necessary. Described herein are results
from the second year of that program.
Species covered are listed in Table 2, Appendix A. Alaska sport fishing
regulatory and management areas are delineated on the map in Figure 1,
Appendix A.
RECOMMENDATIONS
1. Refine and continue to evaluate the methodology developed to estimate
statewide sport fish effort and harvests.
2. Continue to provide statewide estimates of effort and harvest for
major Alaskan sport-caught species by area and fishery.
OBJECTIVE
To provide statewide estimates of effort and harvest for major Alaskan
sport-caught species by area and fishery.
TECHNIQUES USED
The Alaska statewide sport fish harvest program combines postal surveys and
creel censuses to obtain estimates of,effort and harvest by fishery and by
species. The postal surveys consist of repeated mailings of questionnaires
to random samples of Alaska sport fishing license holders. Creel censuses
consist of on-site interviews of random samples of sport fishermen. The
postal surveys provide estimates for all fisheries, while creel censuses of
major selected fisheries provide validity correction and check.
The 1978 harvest consisted of a mailing of 9,639 questionnaires, followed
by two reminders to nonrespondents. Otherwise, techniques used were the
same as described by Mills (1979).

FINDINGS
Results
The Alaska sport fish harvest survey indicated that 206,185 anglers fished
1,285,063 days to harvest 2,358,603 fish in 1978. This represents an
increase of 3% in anglers, 7% in days, and 3% in fish over 1977, in which
201,058 anglers fished 1,197,590 days to harvest 2,300,327 fish.
Of the 206,185 anglers who fished in 1978, 155,908 (76%) were Alaska resi-
dents while 50,277 (24%) were nonresidents. This compares to 150,975 (75%)
residents and 50,083 (25%) nonresidents in 1977.
Of the 1,285,063 angler-days fished in 1978, 913,417 (71%) were expended in
the Southcentral region of Alaska, 226, 154 (18%) were expended in the
Southeast region, and 145,492 (11%) were expended in the Arctic-Yukon-
Kuskokwim region. The Cook Inlet area had 752,966 angler-days or 59% of
the State total sport fishing effort. The Kenai Peninsula had 521,498
angler-days or 41% of the State total. The Kenai River alone had 164,264
angler-days, 13% of the State total. An estimated 396,030 days, 31% of all
sport fishing was in saltwater; 889,033, 69% of all sport fishing, was in
freshwater. Comparative figures for 1977 are 1,197,590 total angler-days;
827,455 (69%) in the Southcentral region, 246,974 (21%) in the Southeast
region, 123,161 (10%) in the Arctic-Yukon-Kuskokwim region, 648,560 (54%)
in the Cook Inlet area, 422,95.8 (35%) on the Kenai Peninsula, 122,138 (10%)
on the Kenai River, 816,701 (68%) in freshwater, and 380,899 (32%) in
saltwater.
The 2,358,603 fish harvested in 1978 included 981,111 (42%) razor clams and
185,516 (8%) smelt. Of the remaining 1,191,976 harvested fish 525,363
( 44%) were sea-run salmon; 143,099 (12%) were Arctic grayling; 141,564
(12%) were Dolly Varden and Arctic char; and 117,231 (10%) were rainbow
trout. Also harvested were 50,915 landlocked salmon, 46,247 rockfish,
37,085 halibut, 24,145 cutthroat trout, 12,520 northern pike, 12,010 lake
trout, 11,713 whitefish, 9,988 burbot, 4,338 steelhead, 1,691 brook trout,
and 1,291 sheefish.
The 1978 total sea-run salmon harvest of 525,363 was up 38% over 1977, when
381,051 salmon were harvested. This increase was due primarily to even-
year predominance of Cook Inlet pink salmon, greater Susitna River drainage
coho and chum runs, strong sockeye runs to the Kenai River system, and
higher coho catches in southeast Alaska. Chinook salmon harvests remained
steady.
Total 1978 sea-run salmon harvests included 44,149 chinooks, 131,945 cohos,
124,274 sockeyes, 194,817 pinks, and 30,178 chums. The marine harvest
total of 185,157 included 22,651 chinooks, 71,416 cohos, 12,832 sockeyes,
73,379 pinks, and 4,879 chums. Freshwater totals included 21,498 chinooks,

60,529 cohos, 111,442 sockeyes, 121,438 pinks and 25,299 chums. Region-
ally, 118,474 salmon were harvested in southeast Alaska, 393,942 in South-
central, and 12,947 in the Arctic-Yukon-Kuskokwim.

Appendix A.
Discussion
Over the past two years the statewide sport fish harvest program has proved
effectual in economically meeting management needs for reliable estimates
of effort for and harvests of Alaska's game fishes. The program has been
well received by the angling public: overall response to initial delivery
was 76% in 1977 and 69% in 1978 (Table 3). In addition, results have been
consistent with creel censuses (Table 49); and sport fish biologists report
that harvest program estimates for areas not creel censused are in accord-
ance with their own knowledge and observations.
Thus, in the interest of economic efficiency, the statewide harvest program
has begun to replace on-site creel censuses in those cases where creel
censuses are not required for protective in-season management or ensuring
compliance with regulatory and management policies, quotas and guidelines.
It is planned that a survey much like this year's will be undertaken in
1979.
