Mills Period Covered: July 1, 1981 to June 30, 1982 ABSTRACT This report presents 1981 findings from an annual survey providing statewide estimates of Alaska sport fishing effort and harvests by fisheries, areas, regions, and species. The survey indicated that 249,229 anglers fished 1,420,172 days to harvest 2,528,056 fish in 1981. The methodology of the survey, based primarily on mailing questionnaires to a sample of licensees, continued to prove effectual. KEY WORDS Harvest, catch, fish, sport, recreation, Alaska, stat~wide, effort, use, fishermen, angler-days. BACKGROUND Meeting public demand for recreational fishing opportunities in Alaska while at the same time maintaining and protecting the fishery resources has become increasingly complex. In the early years of statehood--before rapid population expansion and industrial development--good, uncrowded sport fishing was accessible; large sport fisheries were few and easily monitored; and sport fishing was considered to be a minor factor in management of commercially exploited species. Today along with increasing tourism and forest, mineral, petroleum, and associated government development has come a mushrooming recreationally-oriented population. Accessible sport fisheries have become crowded, new fisheries have developed, and pressure from a large mobile population is spilling ever farther afield. Native land allotments, (d)(2) national interest land legislation, the issue of subsistence, state legislated land conveyance quotas, and problems of access have complicated maintenance and expansion of sport fishing opportunities. The State and private corporations have made substantial commitments to aquaculture and hatchery propagations. Also, recreational fishing is now a significant factor in total fisheries management, especially in Cook Inlet where vociferous sport-commercial-subsistence user conflicts have developed. Against this backdrop, a statewide data base providing information on where sport fishing occurs, the extent of participation, the preferences of participants, and the species and numbers of major game fishes being harvested is essential for regulation and management of Alaska's sport fisheries and for total regulation, management, and allocation of multiple-use fisheries. In addition, this information is needed for establishing priorities; for formulating policies; for planning and evaluating rehabilitation, enhancement, hatchery, stocking, habitat protection, and access acquisition projects; for stock assessment; for forecasting; for gauging the economic and social significance of sport fishing; and for satisfying requests for information from individuals, special interest groups, government agencies, and the recreational industry. Because of Alaska's vastness, meeting all these data requirements statewide by on-site creel censuses would be prohibitively expensive, thus an economical supplementary program has been developed. Described herein are results from the fifth year of that program. Species covered are listed in Table 2, Appendix A. Alaska sport fishing regulatory and management areas are delineated on the map in Figure 1, Appendix A. RECOMMENDATIONS 1. 2. Refine and continue to evaluate the methodologies developed to estimate statewide sport fish effort and harvests. Continue to provide statewide estimates of effort and harvest for major Alaskan sport-caught species by area and fishery. OBJECTIVE To provide statewide estimates of effort and harvest for major Alaskan sport-caught species by area and fishery. 2 [ [ [ [ -r , l_' . I , L. The postal surveys consist of repeated mailings of questionnaires to random samples of Alaska sport fishing license holders. Creel censuses consist of on-site interviews of random samples of sport fishermen. The postal surveys provide estimates for a 11 fisheries, while creel censuses of major selected fisheries provide validity correction and check. The 1981 harvest survey consisted of a mailing of 11,967 questionnaires, followed by two reminders to nonrespondents (examples of the questionnaire and reminders are in Appendix B). Otherwise, techniques used were the same as described by Mills (1979). FINDINGS Results The Alaska Sport Fish Harvest Survey indicated that 249,229 anglers fished 1,420,172 days to harvest 2,528,056 fish in 1981. This represents an increase of 11% in anglers but a decrease of 5% in days and 4% in fish from 1980, in which 224,113 anglers fished 1,488,962 days to harvest 2,626,761 fish. Of the 249,229 anglers who fished in 1981, 179,872 (72%) were Alaska residents while 69,357 (28%) were nonresidents. This represents an 8% increase in ·resident anglers and a 20% increase in nonresident anglers over 1980, in which there were 166,727 (74%) residents and 57,686 (26%) nonresidents. Since 1977, the first year of the survey, the annual increase in anglers has averaged 6%. The annual increase for residents anglers has averaged 4%. The annual increase in nonr~sident anglers has aver aged 8%. Of the 1,420,172 angler-days fished in 1981, 1,016,731 (72%) were expended in the Southcentral region of Alaska, 254,555 (18%) were expended in the Southeast region, and 148,886 (10%) were expended in the Arctic-Yukon-Kuskokwim region. The Cook Inlet area had 792,844 (56%) of the State total sport fishing. The Kenai Peninsula had 519,662 angler-days or 37% of the State total. The Kenai River alone had 179,076 angler-days, 13% of the State total. An estimated 467,231 days, 33% of all sport fishing, was in saitwater; 952,941, 67% of all sport fishing was in freshwater. 3 In 1981 the number of angler-days fished statewide decreased from the previous year for the first time since the Sport Fish Survey was initiated. This decrease in effort took place primarily in fisheries serving the Juneau, Anchorage, and Fairbanks areas. An unusual combination of coincidental circumstances, including inclememt weather, high and muddy waters, and off-year or unexpected salmon run cycles, occurred in conjunction with these fisheries in 19 81. With the 11% or almost 25,000 angler increase in the angler population base in 1981, the largest annual increase since the Sport Fish Survey was initiated, normal conditions in 1982 would very likely produce record high fishing effort in Alaska's waters. The 2, 5 28,0 56 fish harvested in 1981 included 916,471 razor clams and 294,497 smelt. Of the remaining 1,317,088 harvested fish, 379,541 (29%) were sea-run salmon, 191,689 (15%) were Dolly Varden and Arctic char, 178,613 (14%) were rainbow trout, and 159,924 (12%) were Arctic grayling. Also harvested were 103,052 land-locked salmon, 87,045 rockfish, 74,212 halibut, 18,316 lake trout, 17,322 cutthroat trout, 16,536 northern pike, 14,342 burbot, 9,251 whitefish, 3,264 steelhead, 2,239 sheefish, and 861 brook trout. Not included in the 2,626,761 total fish harvest or the 1,488,962 angler-days reported above are the newly created or recognized personal use fisheries. For the Kenai Peninsula, however, these fisheries were surveyed for king crab, dungeness crab, ianner crab, shrimp, and hardshell clams. Harvest and effort for these species are reported in Table 53. The 1981 total sea-run salmon harvest of 379,541 included 58,997 chinook, 125,666 coho, 79,823 sockeye, 100,998 pink, and 14,057 chum salmon. The marine harvest total of 152,177 included 25,938 chinook, 49,435 coho, 5,020 sockeye, 68,001 pink, and 3,783 chum salmon. The freshwater total of 227,364 included 33,059 chinook, 76,231 coho, 74,803 sockeye, 32,997 pink, and 10,274 chum salmon. Regionally in Alaska, 88,955 sea-run salmon were harvested in Southeast, 279,704 in Southcentral, and 10,882 in the Arctic-Yukon-Kuskokwim. Immature chinook salmon harvests were specifically surveyed statewide for the first time in 1981. The harvest of these small chinook, totaling 11,908, is included in the 58,997 reported above. Harvest and effort for 1981 are tabulated by region, area, fishery, and species in Appendix A. Detailed tabulations for 1977 through 1980 may be found in Mills (1979, 1980, 198la, 198lb). Discussion Over the past four years the statewide sport fish harvest program has proved effectual in economically meeting management needs for reliable estimates of effort for and harvest of Alaska's game fishes. The program has been well received by the angling public;, overall response 4 [ [ [ [ • I' I I l ~~' ~ l~, *[ [ n ' Li [ D D [ c . [ Fo: L L L [ _;; ~ _J -" j J ~ :. -' "' to initial delivery has averaged almost 70%. In addition, results have been consistent with creel censuses and sport fish biologists report that harvest program estimates for areas not creel censused are in accordance with their own knowledge and observations. Thus, in the interest of economic efficiency, the statewide harvest program has replaced on-site creel censuses in several cases where creel censuses were not required for protective in-season management or ensuring compliance with regulatory and management policies, quotas and guidelines. It is planned that a survey much like this year's will be undertaken in 1982. 5 LITERATURE CITED Mills, M.J. 1979. Alaska Statewide Sport Fish Harvest Studies. Alaska Department of Fish and Game. HAMMOND, GOVERNOR SUBPORT BUILDING JUNEAU, ALASKA 99801 As the State of Alaska grows in population, pressure on its fishery re- sources is increasing rapidly, This survey is conducted annually by the Sport Fish Division qf the Alaska Department of Fish and Game. It is designed to help the Department obtain the best possible information neces- sary to maintain and improve the quality of sport fishing in Alaska. I would very much appreciate your taking a few minutes to answer the questions attached to this letter. Although there are quite a number of pages, the questions are straightforward and you need only respond to those pertaining to the areas where you sport fished. Be assured that your responses will be considered confidential. It is my hope that you recognize this survey as a means by which you can participate in decisions concerning this State's fishery resources. We need your input. Only when we know your needs can we respond to them. Sincerely, ~&~ Ronald 0. Skoog Commissioner Attachment L.:, ll , , J 1.., ,L J ll., , J l .J L~'". " l L, , , ,,J " ' .1 INSTRUCTIONS: 1.
