IIJA Competitive: Grid Resilience and Innovation Partnerships (GRIP) AEA was selected to receive a $206.5 million grant for Railbelt upgrades.-Improves redundancy, reliability, and resiliency on the Railbelt.-Install a high voltage direct current submersible cable connecting the Kenai Peninsula to Anchorage.-Install two battery energy storage systems in the Central and Northern Railbelt regions.-A match of $206.5 million is required for this grant. Additional Funding Opportunities Available:-The second round of GRIP funding is now open.-Concept papers are due January 12, 2024.-Application deadlines are in April and May 2024. AEA Federal Funding Opportunities | AML Local Government Conference | December 7, 2023 3 AEA Federal Funding Opportunities | AML Local Government Conference | December 7, 2023 4 These formula grant funds will provide $60 million to Alaska over five years to catalyze projects that increase grid resilience against disruptive events. AEA plans to issue a Request for Applications for competitive sub-award of the awarded first two years of funding, totaling $25 million, in December 2023. Resilience measures include but are not limited to:-Relocating or reconductoring power lines-Improvements to make the grid resistant to extreme weather-Increasing fire resistant components-Integrating distributed energy resources like microgrids and energy storage Formula-based funding requires a 15% state match and a 33% small utility match. Statewide Grid Resilience and Reliability IIJA Formula Grant Program, 40101(d) Per IIJA section 40101(a)(1),8 a disruptive event is defined as “an event in which operations of the electric grid are disrupted, preventively shut off, or cannot operate safely due to extreme weather, wildfire, or a natural disaster.” AEA Federal Funding Opportunities | AML Local Government Conference | December 7, 2023 5 State of Alaska Electric Vehicle (EV) Infrastructure Implementation Plan AEA and the Alaska Department of Transportation & Public Facilities (DOT&PF), continue their partnership in deploying the State of Alaska EV Infrastructure Implementation Plan.For fiscal years 2022-2027, Alaska will receive over $52 million. The first round of Alaska NEVI awards was announced on September 25, 2023. AEA and DOT&PF selected projects in nine Alaskan communities for a total investment of $8 million. The $6.4 million in NEVI funding will be matched with $1.6 million from private entities selected to install, own, and operate the new EV charging stations. On September 29, 2023, the Federal Highway Administration approved the fiscal year 2024 plan, which unlocks $11 million in addition to $19 million that became available in thefiscal years 2022 and 2023. AEA, in collaboration with DOT&PF, will be applying for $22 million for FY25 and FY26. AEA Federal Funding Opportunities | AML Local Government Conference | December 7, 2023 6 EV Charging Equipment Competitive Funding Opportunity AEA was awarded funding in the amount of $1,670,00 through the Office of Energy Efficiency and Renewable Energy Vehicle Technologies Office, Area of Interest 9: Community-Driven Electric Vehicle Charging (EV) Deployment in Underserved Communities. The goals of this project are to:1.increase access to vehicle electrification in multiple rural and underserved communities across Alaska;2.demonstrate the benefits of EVs to key decision-makers and the broader public to accelerate clean transportation transition; and3.support the development of community charging equipment. A 20% match is required, shared by AEA and project partners. AEA is working with partners across Alaska to support vehicle electrification in rural, low-income, and Tribal communities to ensure an equitable and just transition to clean transportation. AEA Federal Funding Opportunities | AML Local Government Conference | December 7, 2023 7 Home Efficiency Rebates Rebates for energy efficiency retrofits range from $2,000-$4,000 for individual households and up to $400,000 for multifamily buildings. Grants to states to provide rebates for home retrofits. Up to $2,000 for retrofits reducing energy use by 20% or more, and up to $4,000 for retrofits saving 35% or more. Maximum rebates amounts are doubled for retrofits of low-and moderate-income homes. Alaska’s Allocation is $37.4 million No State match is required This funding is not available at this time. Home Electrification and Appliance Rebates Develop a high efficiency electric home rebate program. Inclusive of means testing and will provide 50% of the project cost for incomes ranging from 80% to 150% of area median income. Rebates to cover 100% of the proposed cost for incomes 80% of area medium income and below, with similar tiers applied for multifamily buildings. Includes a $14,000 cap per household, with an $8,000 cap for heat pump costs, $1,750 for a heat pump water heater, and $4,000 for electrical panel/service upgrade. Other eligible rebates include electric stoves, clothes dryers, and insulation/air sealing measures. Alaska’s Allocation is $37.1 million No State match is required This funding is not available at this time. Home Energy and High Efficiency Rebate Allocations AEA is collaborating with the Alaska Housing Financing Corporation to distribute Alaska’s allocation of $74 Million AEA Federal Funding Opportunities | AML Local Government Conference | December 7, 2023 8 Energy Efficiency RevolvingLoan Fund (EERLF) The Infrastructure Investment and Jobs Act provides funding for a new Energy Efficiency Revolving Loan Fund Program (EERLF). This funding will be used to provide additional capital for an existing energy efficiency interest rate buy-down program, as administered by Alaska Housing and Finance Corporation (AHFC) which provides for interest rate buy-downs on a portion of the total loan amount, yielding lower, blended rate loans. Such rate buy-downs will require residential energy audits pre and post retrofit/upgrade to determine energy efficiency gains which aim to increase energy efficiency, physical comfort and/or indoor air quality of eligible structures. Alaska’s allocation for the EERLF program is $4,782,480. AEA Federal Funding Opportunities | AML Local Government Conference | December 7, 2023 9 AEA is developing activities for deployment that include:-Statewide Energy Plan-State Energy Security Plan-Renewable Energy Fund and Renewable Energy -Village Energy Efficiency Program construction projects-IIJA Required Grid Planning-Training and Workforce Development In collaboration with Alaska Housing Finance Corporation:-Update AkWarm Energy Modeling Software to the requirements imposed by the Inflation Reduction Act.-Modernize Alaska Retrofit Information Systems database to accept the AkWarm modifications. Alaska’s Allocation is $3,661,930 State Energy Program (SEP) AEA Federal Funding Opportunities | AML Local Government Conference | December 7, 2023 10 DOE –Office of State and Community Energy Program designed to assist states, local governments, and tribes in implementing strategies to reduce energy use, to reduce fossil fuel emissions, and to improve energy efficiency. Formula Funding:-States, Local Governments, and Tribes Alaska’s Allocation is $1,627,450 with no match required AEA will issue a Request for Applications for this funding combined with other funding for a total of $2.6 million in December 2023. 142 city and/or borough governments are eligible for funding Grants available for building-scale renewables, energy efficiency, and conservation projects. Approximately 15 projects will be funded by AEA through the EECBG program. Energy Efficiency Conservation Block Grant (EECBG) AEA Federal Funding Opportunities | AML Local Government Conference | December 7, 2023 11 IRA funds will be used to fund a State-Based Home Energy Efficiency Contractor Training Grant Program to develop and implement a state workforce energy program that prepares workers to deliver energy efficiency, electrification, and clean energy improvements, including those covered by the IRA Home Energy Rebate Programs. Program goals: (1) Reduce the cost of training contractor employees by providing workforce development tools for contractors, their employees, and individuals including, subsidizing available training, testing and certifications; (2) provide testing and certifications of contractors trained and educated to install energy efficiency and electrification technologies; and (3) partner with nonprofit organizations to develop and implement a State sponsored workforce program. This is a one-time formula grant$1.3 million —no State match is required AEA has partnered with the Alaska Housing Finance Corporation to administer the Energy Auditor TrainingGrant Program. State-Based Home Energy Efficiency Contractor Training Grant Program INFLATION REDUCTION ACT 13 AEA and AHFC collaborating to develop a Statewide Solar Program:-AEA to focus on development of community solar projects in disadvantaged communities using a Renewable Energy Fund-style grant program.-AHFC to focus on residential rooftop solar for low income households. Program benefits:-Energy cost savings-Increased resiliency -Equitable access to solar-Asset ownership benefits low income and disadvantaged communities-Workforce development-Reduction in greenhouse gas emissions This is a competitive grant program —no match required. AEA and AHFC submitted an application for a $100 million grant Solar For All Competition High Energy Cost Grant (HECG) Program AEA Federal Funding Opportunities | AML Local Government Conference | December 7, 2023 14 USDA’s HECG program seeks to help to offset extremely high household energy costs in areas where local energy costs exceed 275 percent of the national average. On November 7, 2023, an application for Manokotak Village was submitted:-AEA requested $3 million with a cost match of $447,000: Repair and upgrade electrical distribution system Modifications to heat recovery system 15 Energy Futures Grant Total Federal Funding Available: $27 million-DOE anticipates distributing approximately 50 awards for $500,000 each-AEA submitted application for $497,500 AEA is partnering with the Alaska Municipal League to evaluate barriers, and assist to streamline energy permitting in 45 communities across Alaska. Competitive grant that provides financial and technical assistance to local government, state, territorial, and/or tribal partnerships to design innovative, multi-jurisdictional deployment plans that maximize scalable energy affordability in disadvantaged communities. 16 The USDA Forest Service Wood Innovations Program expands and creates markets for wood products and wood energy that support long-term, sustainable management of National Forest System lands and other forest lands. AEA is pursuing $500,000 with a 100% cost match to facilitate biomass projects. Application in progress —due December 15, 2023.
