I I I 1.0 BACKGROUUND •; Operation of the:_ Watana ·development for maximization of energy and capacity . benefits would require reservoir releases according to the patterns of elec- tricity consumption • Such operations could cause considerable fluctuation . of reservoir releases within short time intervals. Prior to completion of the Devil Canyon plant, the effects of these fluctuations would travel down- stream. of D.evil Canyon. When the Devil Canyon plant is completed, its res-- ervoir will reregulate Watana outflow and will reduce fluctuations of stage and discharge. A report on river stage fluc~uations resulting from alternative operations of the Watana development (Reference 1) was transmitted to FERC in January, 1984 as part of the Alaska Power Authority's response to comments by the Department of the, Interior on the Susitna Hydroelectric Project License Application (Comments 1.346, !.542, and I.552L That study evaluated atten- uation of discharge and river stage fluctuations in the reach between Devil Canyon and the Sunshine gage located about 14 miles downstream of the confluence of the Susitna and Chulitna Rivers. Hourly release patterns for one day, assumed to represent summer and winter peaking operations for Watana, were used in that analysis. The initial response to the above Department of Interior comments indicated that a second r·eport: would be prepared documenting studies of stage fluctu- ations for more moderate discharge variations. The purpose of this report, then, is to fulfill that commitment. The analyses for the current study were made for the ·same river reach as the first study based upon more detailed analyses of electrical system operations. Sixteen reservo~r ·release patterns were routed through the river channel dolvnstream of Watana. I I I I I I I I I 2.0 SUMMARY River stage fluctuations due to alternative Watana operations were estimated for the Susitna River (See Exhibit 1 for location) from \~atana damsite to the Sunshine stream gaging station (Sunshine gage), in the following three step simulation process: 1. 3. Monthly reservoir operations were simulated to determine monthly average flows and energies, for dry, average and wet conditions for two power demand scenarios (1993 and 2001)1/ and three project operati'ng guides (P-1, P72, and P-3 described in 3.0 METHODOLOGY). Guides P-1 and P-3.included some preliminary envi- ronmental constraints; Hourly peak generation operations were simulated based on histor- ical Railbelt power demand patterns for typical weeks in January, March, ·June, August and December to determine hourly Watana releases;· and, River stage fluctuations were simulated for selected cases by routing hourly Watana ·releases through the ri v:er channel down- stream of Devil Canyon. For each operating guide, all flow release patterns were inspected and those cases that represent the hourly \-latana discharge patterns judged to give the maximum downstream river stage fluctuations ware selected for routing. The sixteen release patterns tabulated below ~o~ere selected for futher study. ' Stage hydrographs at 10 se.lected locations along the river are shown on Exhibits 2 through 17. Summaries of the routings at selected locations are shown on Tables 18 and 19. "'• The routings indicate that af;tenuation of discharge and stage fluctuations by channel storage downstream from Watana would be relatively small for the reach upstream of the confluence with the Chulitna river (reach between cross sections 3 and 68). Thus, river stages would fluctuate considerably in this reach. These fluctuations vary throughout this reach due to differ- ences in channel geometry and stream gradient. As illustrated in Exhibits 2 through 16, ·attenuation of stage fluctuation does affect wave forms. In Exhibit 2, for example, at the upstream end of the reach, wave forms are irregularly shaped with near maximum stages for approximately 12-hour periods, followed by two 6-hour periods in which the:t s.tage first drops to ~ . its minimum and then rises to near maximum.. At the downstream end of the reach (RM 98.6), the wave forms are nearly sinusoidal with more gradual rates of stage change. Stage fluctuations would be significantly smaller for the reach from the confluence to the Sunshine gage. Stage fluctuations would be even smaller in the reach downstream from the Sunshine gage because of the wider channel and additional intervening flows .. 420216 5 I I I I I I· I I I I I I I ' I I I I I I 3.0 METHODOLOGY Th.is chapter describes the three step pr<?cess used to develop hourly release patterns and near extreme river stage fluctuations, operating criteria for do.wnstream flow requirements and the river channel routing model. 3.1 THREE STEP PROCESS . ' ' . River stage fluctuations were estimated using a three step process: 1. Determinatio~ of monthly average discharges, 2. Determination of hourly releases, 3. Estimation of . r1.ver stage fluctuations by routing of release patterns. These three steps are described in detail below: 3.1.1 Determination of Monthly Average Discharges A monthly reservoir operations program was run using historical flow data to simulate 33 years of monthly averag·2 discharges from the reservoir and energy production corresponding to the demands for 1993 . and 2001, based on the Sherman Clark oil price . forecast. The simulations were conducted for each of three operating guides for dry, average, and wet years. The result- ing monthly energies and corresponding flows were used to compute the discharge required to generate a megawatt of electricity (discharge per megawatt) fnr each case. 3.1.2 Determination of Hourly Releases An hourly operations program was run for one week periods for each of the mon.ths of January, March, June, August and D.ecember for the cases identified in 3 .1.1 to produce hourly flows at Watana for each week. To accomplish 420216 6 I I I ll I I I I I I I I I •• I I I I this, it was assumed that the monthly energy was equally dis tri bu ted among all weeks of the month. Within the_constraints of the appropriate operating guide, the hourly operations program then distributed the total weekly energy to produce hourly energies for Watana peaking operations. This was done using an energy demand pattern based on 1982 hourly load data adjusted to yield the forecast energy demands for 1993 and 2001. Hourly flows for the seven day simulation periods were. computed based on the discharge per megawatt computed as described in 3.1.1. 3.1.3 Estimation of River Stage F!'ctuations All flow release patterns for each operating guide were inspec. ted to select those which would yield maximum downstream stage fluctuations for each of the 1993 and 2001 energy demands. Generally this is the case with the greatest daily discha~ge fluctuation. Where the indications were not obvious, more than one case was selected for further study. Hourly flows for these cases for both 1993 and 2001 --four cases for operating guide P- 1, one case for operating. guide P-2, and three cases for operating guide P-3 were then routed downstream by either a dynamic wave routing model or the Muskingum method to determine the downstream river stage fluctuations. A further discussion of these methods .is provided in 3. 3 below. 3.2 OPERATING GUIDES For this report, Case C minimum target flows presented ~n the License Appli- cation were used to develop operating guides P-1 and P-3. Guide P-1 uses the flows presented in Table E. 2. 34 of the License App1i cat ion as minimum values of average monthly flows. Guide P-3 uses flows which are similar to those in Table E.2.34, but interprets the minimum flows as values which must be equalled or exceeded at all times in the appropriate periods (so called 11 instantaneous flows"). These guides are dissimilar in that hourly opera- tion is unconstrained for Guide P-1 and constrained for Guide P-3. Guide P- ·z was developed to maximize energy benefits and has no constraints on hourly operation. 420216 7 •• I i I I I •• ;··. '· .. However, studies have not ....... +-· --.~.~~~;.,.· :.~ been undertaken to determine the environmental implications of pe'7kirig oper- ation using either of these guides. The development of stage fl:uc tuations resulting from releases constrained by these guides would be the first step in an evaluation of the environmental impacts. 3 .. 2.1 Guide P-1 Guide P-1 is based on the following m1n1mum values of monthly average flows measured at the Gold Cr~ek gage: 5, 000 cubic feet per second ( cfs) from October through April; 6,000 cfs for May and June; 6,480 cfs for July; 12,000 ~.~fs for August; and 9,300 cfs for September. These flows provided lower constraints in the monthly reservoir operation program. In the hourly • operation program, flows were ·allowed to vary to the extent required for peaking operation, with no minimum flow constraint with the condition that the average flow f.or the month· (week) had to exceed the minimum s ta.ted. 3.2.2 Guide 'p-2 This guide uses specified minimum turbine dischirges instead of instream flow requirements to develop monthly ·average discharges. Hourly flows were allowed to vary to the extent required for peaking with no minimum flow constraint. This guide attemp~s to maximize energy benefits from Watana, without environmental constraints. 3.2.3 Guide P-3 This guide uses the following constraints: 1. 420216 Maximum hourly 2 000 cfs· ' ' variation in powerhouse releases 8 . 1S limited to I I I I I I I I I I I I I I I I IJ ··:'? 'i ., ll 2. Maximum 24-hour variation in powerhouse releases is limited to . 5,000 cfs; and, 3. Instantaneous minimum flows at Gold Creek gage are set at 6, 000 cfs from. June through September and at 5, 000 cfs from October through May. The average daily flow at Gold Creek is maintained at or above 12,000 cfs for August through mid-September. 3.3 CHANNEL ROUTING Two methods were used to route reservo1r releases downstream. In the prev1- ous study (l), the dynamic wave routing model (DAMBRK) developed by Dr. D.L. Fread of the National Weather Service (2), was us~d to route the reser- vo1r releases. The model has a constraint on the m1.n1.mum fiow. Based on the previous study, e. minimum flow of about 3, 000 cfs is required in the Susitna River to obtain a stable solution of the unsteady flow· equations on which the model is based. In the present study, the. relea·se patterns based on Guide P-3 would have minimum releases larger than 3, 000 cfs and, there=- fore, the DAMBRK model was used. For the other release·patterns (operating guides P-1 and P-2) the minimum releases would be less than 3,000 cfs. For these cases the Muskingum method (3) was used to route reservoir releases. The DAMBRK model is based on the Saint-Venant unsteady flow equations. At the upstream end the reservoir release pattern provides the necessary boundary condition. The drainage area downstream from Watana also contributes runoff to the s·usit:na River. . This runoff, termed hez·ein as "intervening flow", was esti- mated based on the drainage area ratio using natural streamflow data at Gold Creek. The streamflows selec t.ed were those typical for the mo.nths of January, March, June,· August and Dec.ember. .interve~ing flows" Table 1.7 shows the estimated Exhibit 1 .shows the locations of cross sections used ~n the model.. I I li I ll ~ II 11. ll.·. !J n li 0 0 DJ .~ OJ OJ OJ 5.0 ROUTING AND RESULTS The attenuation of discharge hydrographs-by the" r1 ver reach between Watana damsite and Devil Canyon is insignificant ·because of the steep slope of the river and the narrow canyon confining the river ( 1). Therefore, for this study the routing was carried out for the reach between Devil Canyon (cross sect~on number 68) and the Sunshine gage. The discharge hydrographs (reservoir release patterns) at Watana for each of the sixteen scenarios were converted into stage hydrographs using tne stage- d~scharge relationship for Watana developed by R&M Consultants (5) as part of hydr.ologic investigations for the Susitna Project. The discharge hydro- graphs at Watana (river mile 182.1) were translated witho~t attenuation to Devil Canyon (river mile 150.2 and cross section No. 68) and were used as inflow liydrographs for routing through the reach between cross section 68 and Sunshine gage. The translation time was estimated to be about 6 hours. A comparison of the hydrographs for Watana and :::>evil Canyon shows smaller stage fluctuations at Watana. this is caused by the steeper channel gradient at Watana which results 1n less change in stage for an incremental change· in dis charge. 5.1 CHANNEL ROUTING FOR OPERATING GUIDES P-1 AND P-2 The Muskingum method was used to route hourly release patterns downstream of Watana. for operating guides P-1 and P-2. For the Muskingum method, the value of "x" was assumed to be 0.2. The river reach between cross-section number 68 and Sunshine gage was divided into 10 sub-reaches. The intervening flows (Table 17) were added to the routed discharge hydrographs at appropriate locations. The discharge hydrographs at selected cross sections were converted into stage hydrographs using stage-discharge relationships for those cross sec- tions given in the Harza-Ebasco January 1984 report (4)~ These hydrographs are shown on Exhibits 2 through 11. The range in r~ver stage fluctuations is given in Table 18. 5.1 CHANNEL ROUTING FOR OPERATING GUIDE P-3 For the DAMBRK model., the reach between cross section 68 and Sunshine gage was divided into two sub-reaches: from cross section 68 to cross section 3 (upstream of the confluence of the Susitna and 'chulitna rivers), and from cross section 3 to the Sunshine gage. The values of Hanning's "n" used 1.n the analyses were obtained from the 'Harza-Ebasco January 1984 report (4).
