ABSTRACT
This report presents 1983 findings from an annual survey providing
statewide estimates of Alaska sport fishing effort and harvests by
fisheries, areas, regions, and species. The survey indicated that 309,998
anglers fished 1,732,528 days to harvest 3,086,280 fish in 1983. All are
record highs. The methodology of the survey, based primarily on mailing
questionnaires to a sample of licensees, continued to prove effectual.

BACKGROUND
Meeting public demand for recreational fishing opportunities in Alaska
while at the same time maintaining and protecting the fishery resources has
become increasingly complex. In the early years of statehood--before rapid
population expansion and industrial development--good, uncrowded sport
fishing was accessible; large sport fisheries were few and easily
monitored; and sport fishing was considered to be a minor factor in
management of commercially exploited species.
Today, along with increasing tourism and forest, mineral, petroleum, and
associated government development, has come a mushrooming recreationally-
oriented population. Accessible sport fisheries have become crowded, new
fisheries have developed, and pressure from a large mobile population is
spilling ever farther afi.eld. Native land allotments, (d) (2) national
interest lands legislation, the issue of subsistence, state legislated land
conveyance quo-tas,_ and problems of access have complicated maintenance and
expansion of sport fishing opportunities~ The State and private
corporations have made substantial commitments to aquaculture and hatchery
propagations. Also, recreational fishing is now a significant factor in
total fisheries management, especially in Cook Inlet where vociferous
sport-commercial-subsistence user conflicts have developed.
Against this backdrop, a statewide data base providing information on where
sport fishing occurs, the extent of participation, the preferences of
participants, and the species and numbers of major game fishes being
harvested is essential for regulation and management of Alaska's sport
fisheries and for total regulation, management, and allocation of
multiple-use fisheries. In addition, this information is needed for
establishing priorities; for formulating policies; for planning and
evaluating rehabilitation, enhancement, hatchery, stocking, habitat
protection, and access acquisition projects; for stock assessment; for
forecasting; for gauging the economic and social significance of sport
fishing; and for satisfying requests for information from individuals,
special interest groups, government agencies, and the recreational
industry.

TECHNIQUES USED
The Alaska statewide sport fish harvest program combines postal surveys and
creel censuses to obtain estimates of effort and harvest by fishery and by
species. The postal surveys consist of repeated mailings of questionnaires
to random samples of Alaska sport fishing license holders. Creel censuses
consist of on-site interviews of random samples of sport fishermen.· The
postal surveys provide estimates for all fisheries, while creel censuses of
major selected fisheries provide validity correction and check.
The 1983 harvest survey consisted of a mailing of 12,047 questionnaires,
followed by two reminders to nonrespondents (examples of the questionnaire
and reminders are in Appendix B). Otherwise, techniques used were the same
as described by Mills (1979).
FINDINGS
Results
The Alaska Sport Fish Harvest Survey indicated that 309,998 anglers fished
1,732,528 days to harvest 3,086,280 fish in 1983. All are record highs and
represent increases of 6% in anglers, 7% in days, and 9% in fish over 1982,
in which 293,011 anglers fished 1,623,090 days to harvest 2,828,706 fish.
Of the 309,998 anglers who fished in 1983, 224,269 (72%) were Alaska
residents while 85,729 (28%) were nonresidents. This represents a 6%
increase in both resident and nonresident anglers over 1982, in which there
were 211,958 (72%) residents and Bl,.053 (28%) nonresidents. Since 1977,
the first year of the survey, the annual increase in anglers has averaged
7%. The annual increase for resident anglers has averaged 7%. The annual
increase in nonresident anglers has averaged 10%.
Of the 1,732,528 angler-days fished in 1983, 1,212,680 (70%) were expended
in the Southcentral region of Alaska, 320,487 (18%) were expended in the
Southeast region, and 199,361 (12%) were expended in the
Arctic-Yukon-Kuskokwim region. The Cook Inlet area had 948,330 days (55%)
of the State total sport fishing. The Kenai Peninsula had 592,846
angler-days or 34% of the Stat~ total. The Kenai River alone had 229,228
angler-days, 13% of the State total. An estimated 576,135 days, 33% of all
sport fishing, was in saltwater; 1,156,393, 67% of all sport fishing was in
freshwater.
The 3,086,280 fish harvested in 1983 included 1,186,751 razor clams and
360,856 smelt. Of the remaining 1,538,673 harvested fish 532,519 (35%)
were sea-run salmon, 168,782 (11%) were rainbow trout, 181,006 (12%) were
Arctic grayling, and 221,872 (14%) were Dolly Varden and Arctic char. Also
harvested were 117,042 halibut, 82,796 rockfish, 71,010 landlocked salmon,
20,429 cutthroat trout, 20,304 lake trout, 21,476 northern pike, 14,465
burbot, 16,872 whitefish, 5,364 steelhead, 3,323 sheefish, and 1,606 brook
trout. Chinook salmon, sockeye salmon, steelhead trout, Dolly Varden/

Arctic char, Arctic grayling, halibut, northern pike, whitefish, sheefish,
and razor clam harvests were all-time record highs •. ·
Except fo.r razor clams, shell fisheries are not included in the 3, 086,280
total fish harvest or the 1, 732,528 angler-days reported above. For the
Kenai Peninsuia, ho~e:ver, these fisheries were surveyed for king crab,
dunge'ness crab, tanner crab, shrimp, and hardshell clams. Harvest and
effort for these species are reported in Table 53.
The 1983 total sea-run salmon harvest of 532,519 included 83,112 chinook,
149,270 coho, 176,761 sockeye, 104,365 pink, and 19,011 chum salmon. The
marine harvest total of 203,878 included 29,594 chinook, 72,651 coho,
19,409 sockeye, 76,066 pink, and 6,158 chum salmon. The freshwater total
of 328,641 included 53,518 chinook, 76,619 coho, 157,352 sockeye, 28,299
pink, and 12,853 chum salmon. Regionally, 138,510 sea-run salmon were
harvested in Southeast Alaska, 374,135 in Southcentral, and 19,874 in the
Arctic-Yukon-Kuskokwim. The sport harvest of small chinook salmon state-
wide totaled 11,435 and is included in the 83,112 reported above.
Harvest and effort for 1983 are tabulated by region, area, fishery, and
species in Appendix A. Detailed tabulations for 1977 through 1982 may be
found in Mills (1979, 1980, 1981a, 1981b, 1982, 1983).
DISCUSSION
Over the past seven years the statewide sport fish harvest program has
proved effectual in economically meeting management needs for reliable
estimates of effort for and harvest of Alaska's game fishes. The program
has been well received by the angling public: overall response to initial
delivery has averaged nearly 70%. In addition, results have been
consistent with creel censuses and sport fish biologists report that
harvest program estimates for areas not creel censused are in accordance
with their own knowledge and observations.
Thus, in the interest of economic efficiency, the statewide harvest program
has replaced on-site creel censuses in several cases where creel censuses
were not required for protective in-season management or ensuring
compliance with regulatory and management policies, quotas and guidelines.
It is planned that a survey similar to this year's will be undertaken in
1984.

rapidly. This survey is conducted annually by the
Sport Fish Division of the Alaska Department of
Fish and Game. It is designed to help the
Depa'rtment obtain the best possible information
necessary to maintain and improve the quality of
sport fishing in Alaska.
I would very much appreciate your taking a few
minutes to answer the questions attached to this
letter. Althcugh there are quite a number of pages,
the questions are straightforward and you need
only respond to those pertaining to the areas where
you sport fished. Be assured that your responses
will be considered confidential.
