ABSTRACT
This report presents 1979 findings from an annual survey providing state-
wide estimates of Alaska sport fishing effort and harvests by fisheries,
areas, regions and species. The survey indicated that 213,309 anglers
fished 1,364,729 days to harvest 2,508,726 fish in 1979. The methodology
of the survey, based primarily on mailing questionnaires to a sample of
licensees, continued to prove effectual.
BACKGROUND
Meeting public demand for recreational fishing opportunities in Alaska
while at the same time maintaining and protecting the fishery resources has
become increasingly complex. In the early years of statehood--before rapid
population expansion and industrial development--good, uncrowded sport
fishing was accessible; large sport fisheries were few and easily moni-
tored; and sport fishing was considered to be a minor factor in management
of commercially exploited species.
Today, along with increasing tourism and forest, mineral, petroleum, and
associated government development has come a mushrooming recreationally
oriented population. Accessible sport fisheries have become crowded, new
fisheries have developed, and pressure from a large mobile population is
spilling ever farther afield. Native land allotments, (d) (2) national
interest land legislation, the issue of subsistence, state legislation
conveying land quotas, and problems of access have complicated maintenance
and expansion of sport fishing opportunities. The State and private corpo-
rations have made substantial commitments to aquaculture and hatchery
propagation. Also, recreational fishing is now a significant factor in
total fisheries management, especially in Cook Inlet where vociferous
sport-commercial-subsistence user conflicts have developed.

Against this backdrop, a statewide data base providing information on where
sport fishing occurs, the extent of participation, the preferences of
participants, and the species and numbers of major game fishes being
harvested is essential for regulation and management of Alaska's sport
fisheries and for total regulation, management, and allocation of multiple-
use fisheries. In addition, this information is used for establishing
priorities; formulating policies; planning and evaluating rehabilitation,
enhancement, hatchery, stocking, habitat protection, and access acquisition
projects; for stock assessment, forecasting, gauging the economic and
social significance of sport fishing; and for satisfying requests for
information from individuals, special interest groups, government agencies,
and the recreational industry.
Because of Alaska's vastness, meeting all these data requirements statewide
by on-site creel censuses would be prohibitively costly, thus an economical
supplementary program has been developed. Described herein are results
from the third year of that program.
Species covered are listed in Table 2, Appendix A. Alaska sport fishing
regulatory and management areas are delineated on the map in Figure 1,
Appendix A.
RECOMMENDATIONS
1. Refine and continue to evaluate the methodology developed to estimate
statewide sport fish effort and harvests .
2 . Continue to provide statewide estimates of effort and harvest for
major Alaskan sport-caught species by area and fishery.
OBJECTIVE
To provide statewide estimates of effort and harvest for major Alaskan
sport-caught species by area and fishery.
TECHNIQUES USED
The Alaska statewide sport fish harvest program combines postal surveys and
creel censuses to obtain estimates of effort and harvest by fishery and by
species. The postal surveys consist of repeated mailings of questionnaires
to random samples of Alaska sport fishing license holders. Creel censuses
consist of on-site interviews of random samples of sport fishermen. The
postal surveys provide estimates for all fisheries, while creel censuses of
major selected fisheries provide validity correction and check.
The 1979 harvest survey consisted of a mailing of 11,955 questionnaires,
followed by two reminders to nonrespondents. Otherwise, techniques used
were the same as described by Mills (1979).

FINDINGS
Results
The Alaska Sport Fish Harvest survey indicated that 2·13,309 anglers fished
1,364,729 days to harvest 2,502,726 fish in 1979. This represents an
increase of 3% in anglers, 6% in days and 6% in fish over 1978, in which
206,185 anglers fished 1,285,729 days to harvest 2,358,603 fish.
Of the 213,309 anglers who fished in 1979, 160,611 (75%) were Alaska
residents while 52,698 (25%) were nonresidents. This compares to 155,908
(76%) residents and 50,277 (24%) nonresidents in 1978.
Of the 1,364,729 angler-days fished in 1979, 1,013,928 (74%) were expended
in the Southcentral region of Alaska, 224,705, (17%) were expended in the
Southeast region, and 126,096 (9%) were expended in the Arctic-Yukon-
Kuskokwim region. The Cook Inlet area had 810,042 angler-days or 59% of
the State total sport fishing effort. The Kenai Peninsula had 535,327
angler-days or 39% of the State total. The Kenai River alone had 178,485
angler-days, 13% of the State total. An estimated 417,881 days, 31% of all
sport fishing was in saltwater; 946,848 days, 69% of all sport fishing, was
in freshwater. Comparative figures for 1978 are 1,285,063 total angler-
days; 913,417 (71%) in Southcentral region, 226,154 (18%) in the Southeast
region, 145,492 (11%) in the Arctic-Yukon-Kuskokwim region, 752,966 (59%)
in the Cook Inlet area, 521,498 (41%) on the Kenai Peninsula, 164,264 (13%)
on the Kenai River, 889,033 (69%) in freshwater, and 396,030 (31%) in
saltwater.
The 2,502,726 fish harvested in 1979 included 1,059,023 (42%) razor clams
and 278,203 (11%) smelt. Of the remaining 1,165,500 harvested fish 361,198
(31%) were sea-run salmon; 160,069 (14%) were Arctic grayling; 199,560
(17%) were Dolly Varden and Arctic char; and 138,228 (12%) were rainbow
trout. Also harvested were 59,088 landlocked salmon, 71,318 rockfish,
47,705 halibut, 20,836 cutthroat trout, 12,741 northern pike, 15,713 lake
trout, 9,203 whitefish, 7,304 burbot, 2,969 steelhead, 672 brook trout, and
1,542 sheefish.
The 1979 total sea-run salmon harvest of 361,198 was down 31% from 1978,
when 525,363 salmon were harvested. This decrease was due primarily to
even-year predominance of Cook Inlet pink salmon, smaller Susitna River
drainage chum runs, smaller sockeye catches on the Kenai Peninsula, and
lower coho catches in southeast Alaska. Chinook salmon harvests increased
17%.
Total 1979 sea-run salmon harvests included 51,749 chinooks, 119,329 cohos,
81,260 sockeyes, 97,635 pinks, and 11,225 chums. The marine harvest total

cohos, 74,988 sockeyes, 36,914 pinks and 8,054 chums. Regionally, 75,921 -~
salmon were harvested in southeast Alaska, 276,390 in Southcentral, and
8,887 in the Arctic-Yukon-Kuskokwim.

Discussion
Over the past 3 years the statewide sport fish harvest program has proved
effectual in economically meeting management needs for reliable estimates
of effort for and harvests of Alaska's game fishes. The program has been
well received by the angling public: overall response to initial delivery
was 76% in 1977, 69% in 1978, and 67% in 1979 (Table 3). In addition,
results have been consistent with creel censuses (Table 59): and sport
fish biologists report that harvest program estimates for areas not creel
censused are in accordance with their own knowledge and observations.
Thus, in the interest of economic efficiency, the statewide harvest program
has begun to replace on-site creel censuses in those cases where creel
censuses are not required for protective in-season management or ensuring
compliance with regulatory and management policies, quotas and guidelines.
It is planned that a survey much like this year's will be undertaken in
1980.
