ENERGYAUTHORITYJanuary16,2018AllworkontheSusitna-WatanaHydroelectricProjecthadcometoafullstopbytheendofcalendaryear2017.AEAclosedouttheprojectinawaythatpreservedthevalueoftheState’sinvestmentsandmaintainedthepublicvalueofthedatacollectedthroughcareful,thorougharchiving.Additionally,FERC’supdatedStudyPlanDetermination(SPD)providestheStatewithcertaintyonwhatisneededtofileacomprehensiveFERClicenseapplicationshouldtheprojectberestarted.WithitsSPD,FERCreaffirmedthescopeofstudiesnecessaryfordeterminingimpactassessmentanddevelopingprotection,mitigationandenhancementmeasures,andFERCvalidatedthequalityandintegrityofworkcompletedtodate.Totheextenttheprojectproposaldoesnotchangeandthedatagathereddoesnotbecomestale,FERCruledthatAEAwouldnotneedtorepeatthealready-completedIntegratedLicensingProcesssteps.Ifrestarted,FERCmayrequireadditionalscopingand/ormodificationstotheapprovedStudyPlan.•Thecompletedengineeringfeasibilityreportcontainsinformationnecessaryforalicenseapplication.Thereportdemonstratesthattheprojectistechnicallyfeasible.•Thebenefitcostandeconomicimpactanalysisconcludedthatifconstructed,theprojectwouldgeneratebillionsofdollarsinenergysavingsfortheRailbeltandwouldprovideasignificantlongtermbenefittotheeconomy.•AEAinvestigatedvariousfinancingmodels,someofwhichresultedinanestimated$0.O66fkWh50-yearaveragerealpricein2014dollars.•AEAisapproximatelytwothirdsofthewaythroughtheIntegratedLicensingProcess.HadtheprojectnotbeenshutdownfollowingFERC’sissuanceoftheupdatedSPDinJune2017,nextstepsfortheprojectwouldhavebeenimplementationofthesecondstudyseason,preparationoffinalreportsandalicenseapplication.TheSusitna-WatanaHydrostudyefforthasprovidedvolumesofinformationanddataabouttheSusitnabasin,theindigenouscultures,fisheries,wildlife,andlandscape.Thisvast,highqualitydataisofsignificantvaluetootherresourcedevelopmenteffortsandmanagementoffishandwildliferesources.TheinformationhasbeencataloguedandstoredonlinethroughAEA,ARLISandGINA,andispubliclyavailable.AlaskaEnergyAuthorityisproudoftheworkdonetodatetoadvancetheSusitna-WatanaHydroelectricProject.Thiseffortyieldedsignificantbenefitintermsofthevolumeofknowledgeproducedandshared,andintermsofbetterunderstandingthepotentialofthisresourcetoprovidestable,low-costpowertoAlaskansoverthe100-yearlifeoftheprojectshoulditeverberestarted.JanetReiserExecutiveDirectorakenergyauthority.org813WestNorthernLightsBoulevardAnchorageAlaska995031907.771.3000lollFr.e(AlaskaOnly)888.3008534P907.771.3044SUSITNA-WATANAHYDROREPORT2
