HomeMy WebLinkAboutAkiachak Wind Feasibility & Conceptual Design Scope of Services 2016 - REF Grant 7040057Scope of Services Period of Service: Task to be completed by December 31, 2015. Grant Amount: $110,000 plus $15,000 community match WHPacific will assist the client in the implementation of the scope of work as found below and will provide deliverables as stated. Task 0100: Met Tower Site Survey and Permitting, $I5,000 (match SO) — originally $7,000 Task completed. Task 0200: Met Tower Erection . $20,000 (match $1,500) — originally $5,000 Task completed. Task was underestimated originally. New sensors were required and, due to the improper storage of the tower and equipment availability difficulties, many more hours than anticipated were spent prepping the tower and site for erection. Task 0300: Preliminary Geotechnical Anal. $0 — originally $15,000 This task will not be accomplished. Task 0400: Met Tower Dismantling. $7,000 (match $2,000) — originally $3,000 WHPacific will dismantle the met tower and prepare it for redeployment to another village. This does not include shipment of the tower. Task 0500: Wind Resource Analysis. $30,000 (match $5,500) — originally $10,000 WHPacific will continue to collect wind data from the met tower until summer 2015. A wind resource assessment report will be prepared upon completion of data collection. Additionally, a solar sensor will be added to the tower provided we can confirm compatibility with the data logger. $19,942 has been expended on this task through Q4 2013 and just over a year's worth of data has been collected from the met tower. The expended amount includes the costs to make repairs and re -erect the tower after it fell in an October 2013 storm. It is anticipated that $29,000 will be adequate to continue to collect wind data until summer 2015 and prepare a report. Task 0600: Conceptual Design Report. $3,000 — originally $67,500 $1,992 has been expended through Q4 2013. These charges were for hours that didn't fit neatly into any of the other categories. Task 0601: Stakeholder Analysis. Task will not be accomplished. Revised scope included in Task 0800. Task 0602: Site & Powerhouse Assessment in Conjunction with Local Utility (Akiachak Native Community). Task will not be accomplished. Revised scope included in Task 0800. Task 0603: Rough Order of Magnitude (ROM) Preliminary Design and Cost Estimate. Task will not be accomplished. Task 0604: Development of Concept Paper for Alaska Energy Authority. Task will not be accomplished. Revised scope included in Task 0800. Task 0700 Grant Compliance/Project Management. $15,000 (match $2,000) — originally $2,500 WHPacific will support the Akiachak Native Community with their grant compliance and reporting by assisting in the submittal of quarterly grant reports. Task 0800 Community Energy Analysis. $34,000 (match $4,000) — new task WHPacific will consult with the client in order to fully understand and develop a strategy that outlines the best means to decrease the cost of energy through the use of renewable energy in Akiachak. This would entail the identification of community needs via consultation with the targeted community and involvement of regional stakeholders. WHPacific will collect and analyze all documentation, drawings, and other available information regarding the client's energy needs. WHPacific will review the current power generation, distribution and control systems to determine the upgrades necessary to integrate renewable energy generation into the existing diesel power system. An engineer will do a field visit to the client's powerhouse to assess the existing diesel power generation system, switchgear and ancillary equipment, and speak with power plant personnel. Measurement devices will be deployed in the community to monitor existing major electrical and heating loads, such as those at the school and washeteria, to help develop an accurate representation of the community's energy use. The data gathered will be analyzed along with the renewable resource data. WHPacific will develop a report for delivery to Alaska Energy Authority outlining the findings of the data collection and a presentation of recommendations for next steps. Assumptions/Exclusions: • All weather delays will be billed at the individual's hourly billing rate. • Village contribution of $15,000 is included in this scope of services.
