Anchorage,AK 99501 Dear Patti: Attached is a letter from Dick Yarter,which is self- explanatory.It is submitted in response to your request for a discussion regarding 1)the advantages to the project of drilling a production scale well versus the drilling of a "slim"stratigraphic test hole,and 2)a detailed cost esti- mate for drilling the production scale well. We are aware that there is currently available approxi- mately $3 million for 1983 drilling,and we are planning to maximize the cost-effective use of this money if no more is forthcoming.We can drill,and we can defend the rationale ofdrillinga3000'test well in 1983.However,we strongly advocate,for the reasons set forth in Dick's letter,that every effort be made to obtain the $3.5 million budget supple- ment. Anchorage,AK 99501 Dear Patti: Phase II deep well drilling costs were estimated as follows in the Republic-Dames and Moore proposal of November 28,1981: Logistical Planning $69,363 Exploratory Drilling 2,528,592 Well Testing 73,292 Well Supervision and Demob 32,276 $2,703,523 11%Fee "°°297,384 TOTAL $3,000,907 It is our understanding that this total figure is pres- ently allocated and available for the project.It must be noted however,that this estimate was made in 1981 dollars and was stated to be contingent on the following basic conditions: A.A geothermal reservoir at relatively shallow depth (3,000-4,000'),and B.A dry steam resource Phase Ia geologic,geochemical,and geophysical work and Phase Ib temperature gradient hole drilling,all done in the period April-September 1982,strongly suggest the existence of a hot water or two-phase resource which could be more than 4,000 feet below the ground surface. It is now apparent that in 1983 dollars the available funding is sufficient only for a relatively small diameter (+6-1/4")stratigraphic hole drilled to a depth of 3,000-4,000feet.Such a hole would be of value in further establishing geothermal gradients,obtaining additional geologic data and, if it were to penetrate a geothermal reservoir,it might yield REPUBLIC GEOTHERMAL,INC. Ms.Patti DeJong November 12,1982 Page 2 some significant data related to economic aspects of the resource.It is felt,however,that pending sufficient addi-tional funding,the next logical step is the drilling of a full-scale well to +6,000 feet.Advantages of such an approach are: l.The large drilling rig that would be utilized to drill a +6,000 foot hole could,if necessary,drilldeeperifdataindicatedaneedtotestincrementallyfurtherintoareservoir.A rig used to drill a slim,3,000 foot well would be unable to go signifi- cantly deeper due to design constraints. A production scale well would become a project asset by providing fluids for power generation.It is doubtful that a stratigraphic test hole could yield more than experimental data;though it might possibly serve as an injection well. A large well would permit testing of maximum resource flows and thus maximize acquisition of knowledge con- cerning the reservoir.A small diameter well,though it might yield significant and important data,would be "casing limited"in regard to flow rates,and it would not therefore allow assessment of ultimate resource potentials. Based on geologic data and field operational and logis- tical experience gained in the temperature gradient hole drilling program,the following basic ground rules would apply to the 1983 deep drilling program: A.Although the possibility of a shallow reservoir has not been completely ruled out,the well must be programmed in such a manner that it can be tested and completed as a producer at depths ranging from 3,000 feet to as deep as 6,000 feet. It is anticipated that the diorite pluton will be continuous from a depth of 40-50 feet to total depth, which for budgeting and scheduling purposes must be assumed to be +6,000 feet.Actual penetration ratesareprojectedasbeing+100'/day at the locationselected.Obviously,should production be encoun- tered at a significantly shallower depth,rig time and costs would be substantially reduced. Due to the remoteness of the project from service and supply centers (i.e.,Anchorage or the West Coast of the "Lower Forty-Eight")and the unpredictability of Ms.Patti DeJong November 12,1982 Page 3 commercial transportation schedules,logistical plan- ning becomes of the utmost importance.It is an absolute necessity that essentially all drilling and completion equipment,casing,and consumable supplies adequate to cover all reasonable contingencies of a 6,000 foot well be on hand prior to spud. Because of terrain limitations and environmental constraints,the 1983 drilling project will be totally reliant on helicopter transportation of equipment,fuel,and supplies from Dutch Harbor for all phases of the operation from initial location building and rig mobilization,and daily rig support through testing,demobilization,and location cleanup. Due primarily to weather constraints as they apply to helicopter transportation,a full camp will be main- tained at the drill site,even though the location is only +12 miles from Dutch Harbor.Conversely,astagingarea/storage facility will be maintained at Dutch Harbor and equipment and supplies moved to the site on an "as needed"basis so as to make the most efficient use of helicopter flight time. Because of the necessity for a totally helicopter-supported operation,the selection of a drilling rigisextremelylimited.At this time,investigation has located only one helicopter transportable rig in Alaska,or on the West Coast,that is capable of drilling a 6,000 foot geothermal well.Conversion of other rigs so that they could be transported by heli- copter requires extensive modification and/or replacement of major components at a substantial cost. Again due to weather constraints,it is considered unfeasible to conduct the initial drilling operations at any time other than during the summer months. This timing unfortunately conflicts with the North Slope Sea Lift and places a premium on barge trans- portation from the standpoints of both cost and equipment availability. Considering the above-listed basic conditions and ground rules,we have developed the following cost estimate which is believed to be realistic for a 6,000 foot exploratory well to be drilled at the Makushin Volcano site in 1983. Presently,both Sohio and ARCO have made serious inquiries as to its availability in 1983.Quotes on barge transportation have been made subject to equipment availability.Due to coincident timing with the North Slope Sea Lift,it is strongly recommended that a firm commitment be made prior to January 1,1983. I was quite perplexed and surprised at the proceedings and conclusion of the Friday afternoon session (November 5),however.Before comingto the meeting my impression had been that the afternoon session would be spent discussing the optimum location of the deep exploration well and,as you stated in your letter of October 29,1982 that "plans for the 1982 field season would be formulated", presumably by some joint consensus of participants at the meeting. Instead,what I observed was that: 1)The decision on deep-well location had already been made by RGI and that the Alaska Power Authority (APA)concurred without solicitating any advice or discussion from attendees. 2)The decision had already been made by RGI with APA's concurrence that an additional $3,000,000 should be requested from the State of Alaska for the drilling phase. 3)If additional money was not made available,a shallower well should be drilled at the same site,again without any discussion of alternative strategies. 4)No discussion whatsoever took place regarding follow-up studies on the Makushin geothermal area. -2-November 12,1982 Although I may hold much of what RGI has done thus far in high regard,I do believe the other participants at your meeting may have had worthwhile advice and alternatives to offer.This advice was not solicitated nor was much time made available for such discussion.At a very minimum,prior consultation with the state agency charged with assessing the state's geothermal energy resources would have been in order before any final decisions were made. My perception of the Friday afternoon meeting is that RGI came to Anchorage with a predetermined course of action to which APA had already agreed and that the session was simply a rubber stamping of the RGI plan without regard to other opinions.My further perception is that RGI is now running the Makushin project and not APA.Am I wrong? In order to secure the full $10,000,000 coverage it was necessary for us to obtain three separate policies. The first policy is for $1,000,000,and the premiums are calculated as follows:1-1/2%of the first $1,000,000 in billings during 1982,13% of the next $4,000,000 in billings and 3/4 of a percent of billings in excess Of $5,000,000.The initial premium for calendar year 1982 was estimated to be $17,150.68 which RGI was required to pay in advance. The actual contract billings will be audited at the end of the year,and an appropriate adjustment calculated. The second policy for $4,000,000 in excess of $1,000,000 requires premium payments of 40%of the base premium calculated under the $1,000,000 policy.This will require RGI to pay $6,860.27 in advance.Again this premium will be adjusted based on a year-end audit. The final $5,000,000 policy was obtained from a second insurance company and requires a flat fee of $8,500 for calendar year 1982.This will be negotiated each year based upon estimated expenditures in Alaska and is not subject to refunds if the expenditures are less than the estimates. The policies are standard professional liability policies and exclude nuclear energy liability.A certificate of insurance has been provided to the Alaska Power Authority.The first $5,000,000 of insurance was written by The Wetzel Company,Inc.through their agent,Marsh & McLellan,Inc.,Houston,Texas...
