Tetra Tech, LLC. (Tetra Tech) is pleased to submit our proposal to perform design and engineering
services in reply to
international airport. Our firm has a clear understanding of the services to be performed and has significant
experience with the list of tasks in the Project Overview section of the RFP.
Tetra Tech is best qualified to perform this project for the Borough. We have significant experience with not
only biomass projects, but also working in the State of Alaska. With more than 500 registered Professional
Engineers in every major discipline for every applicable state (including Alaska), Tetra Tech has the
manpower to successfully complete this project on time and within the allocated budget.
Tetra Tech is also best equipped to help the Borough achieve their goals for this significant project for a
variety of reasons. In our previous work in helping the Borough to secure their USDA Woody Biomass
Utilization Grant in 2013, we have a clear unders Tetra Tech has significant

FIRM QUALIFICATIONS
A. Project Manager/Key Supervisors
Mr. Henn is our project manager for this pursuit. He has a wealth of experience in the management of related
biomass and bioenergy system projects, leading several in the State of Alaska. Local Professional Engineer
oversight, QA/QC, and signature of project engineering documents will be conducted by Donald R. Beard, P.E.
and Douglas J. Bochsler, P.E. Our lead process engineer is Al Randall, who has nearly 40 years of engineering
experience in numerous biomass and bioenergy plants and facilities. Air permitting coordination will be
managed by Nancy Wellhausen, who also permitted the latest boiler at Clear Air Force Base in Alaska.
Electrical engineering will be overseen by Jeffrey Cadman, P.E., who has more than 30 years of experience.
B. Project Approach
Based upon our experience in more than 200 biomass/bioenergy projects and designing numerous
biomass projects and a wide range of combustion systems, we believe skills, expertise, and depth of
qualified experts surpasses other firms and will produce the best engineered solution for the Borough and the
Airport facility specifically. Our advance familiarity of the project, gained through the organization and
application for funding through both USDA and AEA and also for the High School boiler project, gives us a head
start on project knowledge and project execution.
Tetra Tech is interested in working on the Airport and High School boiler projects together. Economies of scale
can be realized in the scope of work below, as well as the price proposal, with the concurrent development of
both projects proposed by the Borough. While differing in scale and design, the projects have many similarities
that can be managed
objectives, this project includes the engineering and design of a biomass heating system capable of providing
approximately 100% of the typical annual heating energy needs of the Airport Terminal Facility with an electric
backup boiler: Tetra Tech will provide engineering and design that will include the following.
Design drawings including bid ready construction specifications & submittal specifications
Development of project construction schedules including equipment lead-times
Identification and submittal of all Agency permitting requirements
All engineering design will be of a character and level of completion that will allow preparation of construction
bid documents. Tetra Tech will prepare bid ready documents to be distributed by the Borough to prospective
construction contractors in the solicitation of bids to supply, install and commission the biomass heating system
and related equipment and subsystems. Tetra Tech will ensure completeness and consistency of the
Borough for technical adequacy and adherence to specifications and requirements.
Our approach to the engineering of this project details delivery of the tasks, specifications, and deliverables
identified in the RFP. We agree with the necessity of completing these specifications, however the level of effort
is somewhat more intensive than anticipated in our original proposal, resulting in a higher overall cost but
extensive and comprehensive end product. Tetra Tech will provide additional documentation as deemed
necessary to fully describe the work scope to the construction contractor. In order to prepare the deliverable
documents Tetra Tech will perform engineering and design tasks that will include the following:
Evaluation of Terminal facility heating demands
Evaluation of Terminal air handling system and integration with new boiler systems
Integration of Terminal domestic hot water systems
Integration of a new electric boiler with the biomass boilers for peaking and low heat demands

Biomass Heating Project
Preparation of specifications describing the following:
biomass boiler plans (make, model and output) including controls, fuel storage, loading and delivery
systems and ash removal systems
boiler room and fuel storage (burn-back) fire protection
satisfaction of Flue Air Quality Permit Requirements (project will be considered within a smoke control
area)
temporary heating requirements
equipment installation and commissioning
Opinion of probable constructed cost of the project and economic analysis of expected annual energy
savings. Tetra Tech will produce a lifecycle economic analysis over a 25-year timeframe. This will
capture both the energy and capital costs and will be compared to the status quo option (oil heat).
The documentation to be delivered by Tetra Tech will include the following:
Building thermal energy model report
Specification for biomass boiler equipment
Boiler room modifications
o including for removal of existing equipment and temporary service
Biomass and electric boiler integration
Identification and submittal of all Agency permitting requirements
Engineer signed drawings
An abbreviated engineering package, conducted for the Northwest Arctic Borough in 2014, can be provided
upon request. However, we did not include it in compliance with the request for brevity stated in the RFP.
C. Understanding of the Project and its Objectives
Tetra Tech has in depth knowledge of Ketchikan Borough project team, and the project and its goals and
objectives through preparing and submitting successful applications that received grant funding from USDA and
AEA for both the Ketchikan High School and Ketchikan Airport biomass energy projects. As well, our
engineering team has had time to develop solution to and the challenges and hurdles that must be overcome to
achieve success in the ultimate implementation of the projects. The primary objective of this project is the
replacement of heating system boilers that have reached the end of their useful life. This need presents
opportunities in the form of upgrades for energy efficiency, low maintenance and repair costs, and improved
quality, functionality and useful life of equipment and systems. In order to take advantage of these
opportunities, the Borough is pursuing the replacement of the boilers with a new high efficiency biomass
system. It is a critical requirement of this project that the biomass heating system be designed to be
constructed in a manner that maximizes the potential of these opportunities.
The Borough has stressed its commitment to establishing sustainable, renewable energy solutions and
promoting local private business investment opportunities. The demand for biomass fuel afforded by this project
will enhance the attractiveness of investment in local biomass production, storage and delivery. In addition,
Tetra Tech will ensure to the greatest extent possible that the selected equipment is serviceable by local
contractors, and that the delivery of fuel to the storage system can be done safely and efficiently.
To fulfill these objectives, Tetra Tech understands that we are to provide all specifications and drawings
necessary to develop bid documents for the installation of the Ketchikan International Airport Terminal Wood
Biomass Heating system and backup electric boilers. In addition, we are to provide estimated construction

schedules and project costs, as well as operation and maintenance schedules. Tetra Tech is also to assist in
behalf.
D. Subcontractors
Tetra Tech will not require any subcontractors for the completion of facility design. We are comfortable we can
perform all of the required tasks with our depth of internal experience. We have working relationships with
several local engineering firms, a well-respected HVAC company in Alaska that has installed several biomass
energy systems, and a design firm in the Lower 48 that leads the industry in pellet facility equipment installation.
RELEVANT PROJECT EXPERIENCE
A. Past Project Experience
Tetra Tech has completed dozens of recent biomass and bioenergy projects with several in Alaska. In addition,
Tetra Tech has also performed other types of alternative energy projects in the State. Our recent
biomass/bioenergy projects include:
Ketchikan Gateway Borough Biomass Grant Application (2013) / (Ketchikan, Alaska)
Tetra Tech was selected by the Ketchikan Gateway Borough to complete a grant application to the USFS 2013
Hazardous Fuels Woody Biomass Utilization Grant for a potential woody biomass heating project. The grant
was successful and will help pay for the cost of engineering services required for the study and design of
projects for the Ketchikan International Airport and North Point Higgins School.
Upper Kobuk Biomass Project and Design (Ongoing) / (Kobuk, Alaska)
In late 2013, Tetra Tech was retained by the Northwest Arctic Borough to perform feasibility and conceptual
design documents, including permitting documents, for a thermal biomass system for the communities of
Ambler, Shungnak, and Kobuk, Alaska. This project is based on a prior wood biomass study. Our services
include 95% engineering design, cost estimating, a biomass assessment, Resource Management Plan,
permitting, environmental assessment, boiler feasibility and conceptual design, and economic analyses. A
reference for this project has been provided in the following section.
Chilkoot Indian Association Wood Biomass System Design (Ongoing) / (Haines, Alaska)
Tetra Tech was retained by the Chilkoot Indian Association to complete the engineering design based on a
study to determine the viability of constructing a wood pellet mill in the Southeast Alaskan Haines Borough or
surrounding area. Our work includes the engineering design and cost estimating associated with debarking,
chipping, and drying feedstock material from Southeast Alaska forests, as well as equipment sizing, facility
sizing/layout, and an assessment of machinery and administration staff required.
Kotzebue Biomass Project and Design (2012) / (Kotzebue, Alaska)
The City of Kotzebue obtained a grant from the State of Alaska, Alaska Industrial Development and Export
Authority, and Alaska Energy Authority for the purpose of converting paper, cardboard, and other wood-based
waste into thermal energy. Tetra Tech performed a conceptual design, cost estimating, technology/equipment
search, permitting, feedstock analysis, and economic analyses. A reference for this project has been
provided in the following section.
Heating System Review for Klawock Lake Salmon Hatchery (2011) / (Prince of Wales Island, Alaska)
This heating system project was designed to produce 57 million chum salmon fry and 3 million coho salmon
fingerlings annually. In 2011, Tetra Tech was contracted to inspect the facility by ADFG. The heat source for all

buildings on the site had been oil-fired boilers or Toyo stoves until 2010 when the operator installed a wood-fired
boiler in the hatchery building. The Heatmor wood boiler appeared to be operating at low levels of its capacity.
Re-activating the ventilation system and using the boiler to heat outside air could increase the operating
temperatures of the boiler and reduce such accumulations. Piping was being installed to allow the wood fired
boiler to heat the two homes.
Clear Air Force Station Boiler Project Permitting (Ongoing) / (Anderson, Alaska)
Clear Air Force Station is pro
construction/installation of six new 6.695 oil-fired boilers to provide heat for the composite area buildings and
install a 1MW backup generator. Tetra Tech is preparing a Title I and Title V permit for the project and will
submit the permit application to ADEC to accommodate a very tight construction schedule.
Clearwater County Biomass Utilization Project and Design (2011) / (Clearwater County, Idaho)
Tetra Tech determined the financing, engineering, and construction components for a biomass Combined Heat
and Power System for the County. Tetra Tech performed a detailed analysis for the operations of a biomass
boiler/combined heat and power plant, and then completed a conceptual design of the heating, hot water, and
combined heat and power systems.
Wood-Biomass Fueled Electric Plant Project and Design (2012) / (Village of Orleans, Vermont)
The Villages of Orleans and Barton worked with the Ethan Allan Manufacturing Facility (the largest electric
consumer in the service area) on a potential 4-8 MW wood-biomass fueled electric plant. After receiving a

Whitefish School District Biomass Project (2012) / (Whitefish, Montana)
Tetra Tech was selected by the Montana Department of Natural Resources to complete pre-feasibility biomass
assessments for various clients. Under this contract, we were retained by the Whitefish School District to
evaluate a stand-alone energy generation facility producing heating for the school and retrofitting of a biomass
boiler unit into the Whitefish Middle School heating system. Work included an assessment of the current heating
configurations, assessment of woody feedstock available, and cost estimating.

A. Time Commitments and Schedule
Current estimated time commitments of the key team members are as follows: Keith Henn, Donald Beard, PE;
Douglas Bochsler, P.E., Jeffrey Cadman, P.E., are currently 65% available. Al Randall and Nancy Wellhausen
are approximately 70% available. It is anticipated that this availability would be approximately the same at the
beginning of this project. No major commitments are anticipated at the start of this contract. Below is an
estimated schedule please note that this abbreviated schedule was included to meet the five-page submittal.

staff is required, he has the authority to utilize additional personnel. Our firm also has local resources to assist

EXPERIENCE SUMMARY
Mr. Henn has more than 19 years of experience in energy
management and is our project manager. In this role, he will manage
the entire project, providing oversight of the task lead personnel, as
well as the management of the allocation of personnel, schedule,
and budget. He has served in supervisory roles for more than 15
years of management experience. He is the Director of Remediation
and Energy for Tetra Tech and serves as Vice President for Tt
Bioenergy, LLC. Mr. Henn manages several business lines,
including biomass, bioenergy, and waste-to-energy. He has worked
on various waste-to-energy projects ranging up to $50M.

DONALD BEARD, PE
Engineer-of-Record / Lead Civil Engineer
Mr. Beard is a senior engineer at Tetra Tech and will serve as our civil engineer and Engineer-of-Record.
He is a registered Professional Engineer in the states of Alaska and Washington, and has led numerous
has a significant amount of experience in the state and providing designs of heating systems in cold remote
facilities. He has earned a BS degree in civil engineering and an MS degree in Sanitary Engineering.
AL RANDALL
Lead Process Engineer
Mr. Randall has 37 years of experience specializing in plant/facility management, operations, engineering,
safety, environmental, and human resources. In addition to providing plant engineering design services for
renewable energy projects, his other principal areas of expertise are operations management, health,
environmental and safety management, labor negotiations, profit and loss management, work team
organization, leveraged buyout experience, contingency planning, and process improvement. Currently, he
is providing design and conceptual design services for proposed facilities, including a thermal biomass
system in Upper Kobuk, AK for the Northwest Arctic Borough and a wood pellet biomass system for the
Chilkoot Indian Association in Haines, AK. Mr. Randall holds a BS degree in Chemical Engineering.
DOUGLAS BOCHSLER, PE
Lead Mechanical Engineer
Mr. Bochsler has more than 26 years of experience providing a wide variety of engineering and
management services. He is currently a registered Professional Engineer in Oregon and is receiving his
Alaskan Professional Engineer registration for Mechanical Engineering. When obtained, he will be the
Engineer of Record on the Tetra Tech Alaska, LLC Engineering License. His areas of engineering
experience include boilers, HVAC systems, piping systems, plumbing systems, machine design, energy
analysis, electrical systems, report writing, environmental protection plans, specifications preparation,
project management and department management. Mr. Bochsler is also proficient in AutoCad, Elite HVAC
Load Calculations, several energy analysis software systems, and other applications. He holds a BS
degree in Mechanical Engineering and a BA degree in Applied Physics.
NANCY WELLHAUSEN
Lead Permitting Specialist
Ms. Wellhausen has more than 25 years of experience in air quality and analytical chemistry and over 20
years of experience in air quality and pollution prevention (P2) programs. Specific projects include: air
quality compliance (permitting and environmental documentation), technical studies to reduce air emissions
from stationary and mobile sources, and alternative technology and fuel evaluation and use studies.
Ms. Wellhausen provides permit processing support including calculating and estimating emissions from
various chemical processes. She successfully negotiated several variances and provided technical support
during the rulemaking process for federal, state, and local air regulations.

JEFFREY CADMAN, PE
Electrical / Instrumentation and Controls
Mr. Cadman specializes in engineering, engineering management and project management and has more
than 30 years of experience. His experience includes departmental and organizational management of
large multi-disciplinary projects in the industrial and energy markets with engineering expenditures of up
to $30 million. Mr. Cadman experience includes serving as a government liaison with the Pennsylvania
Department of Environmental Protection regarding the application for and oversight of alternative energy
grants. He has engineering specialization in utility and industrial power distribution, commercial and
industrial automation, instrumentation, process and control systems design and design management. Mr.
Cadman holds a BS degree in Electrical Engineering.
ANTHONY SCOTTO, PE
Mechanical Engineer
Mr. Scotto has more than 36 years of relevant mechanical engineering experience, including 11 years of
experience in the management of industrial design projects. His expertise includes the design and analysis of
electro-mechanical, hydraulic, and rotating machinery; thermodynamic and fluid systems; automated
manufacturing lines; and hot metal handling equipment. Mr. Scotto has a significant amount of knowledge of
industry standards and is a registered Professional Engineer. He holds a BS degree in Mechanical
Engineering.
JEFFREY COOMBE
Senior Renewable Energy Specialist
Mr. Coombe has been in the renewable energy and environmental science field for more than nine years.
He has served as a project lead on over 30 industrial bioenergy and biomass projects, and has supported
and managed several in Alaska.

Process Engineer
Mr. Hartley has more than 35 years of engineering experience in plant environments. His background

SPECIFIC NOTES:
1. Each Business Group President or Operating Unit Leader within Tetra Tech is assigned a level of Authority between 1 and 5
based on reveune and past opoerating performance. The Tt NUS Business Group President is Level 2 on the Tt, Inc. matrix.
2. All contracts greater than Group 1 thresholds on the Tt, Inc. Corporate Matrix must be reviewed by the Vice President
Corporate Risk Management and/or the Chief Executive Officer.
3. Write-offs are defined as revenue and/or income that has been recognized (booked) and then is reversed due to poor project
performance.
4. Capital expenditures at the Business Group or Operating Unit level are limited to the approved amounts in the annual operating
plan. Capital expenses over those amunts must be approved by the CEO or Vice President Risk Management of Tetra Tech, Inc.
GENERAL NOTES:
5. Authorization of contracts, expenditures and/or commitments above the Tetra Tech, Inc., CEO signature authority or not shown
on the matrix require the Board of Directors approval.
6. Approval authorities provided in this matrix are applicable only if all company processes of contract and expenditure review have been
followed. This includes evaluation of all risk opportunities and legal concerns as required by Project Management SOP's and company
Contract Review policies.
7. This matrix of approval authorities is limited to the positions indicated. Increased or added delegations of authority must be approved
by the Business Group President.
8. Approval authorities will follow the supervisory chain of command. If higher authority is required, then the lower approval authorities
must also sign certifying approval and compliance with company processes of expenditure and/or contract review.
9. Any expenditure that is not covered by this signature approval authority matrix shall follow the supervisory chain of command
to reach a decision.
10. Any individual that approves time sheets for other employees certifies by their electronic approval that they approve of the work
being done by the individual.
11. All Teaming Agreements, when possible, should use the standard Tetra Tech Teaming Agreement form. If the Tetra Tech standard
agreement is not used then the Corporate Legal Department must review and approve the Teaming Agreement. In no case
should Tetra Tech or any Teaming Partner be responsible for each other's employees, profits, liabilities, management, taxes, legal
defense, consequential damages, proposal/bid costs, indemnification, or any other activity that might imply a working relationship
beyond a strict prime-sub relationship.
12. Tetra Tech Contracting Policy requires that all fixed price proposals/bids between $3,000,001 and $50,000,000 be reviewed and
approved by the Tetra Tech, Inc., Vice President of Corporate Risk Management and/or Chief Executive Officer or their Designee.
Bids more than $50,000,000 require the Tetra Tech, Inc., Executive Committee. More than $250,000,000 require the Board
of Directors approval.
13. Office Managers have authority to approve business travel expenditures that exceed allowable amounts (e.g., meal and lodging
per diem) and spending under their approved $75.00 per person annual Employee Morale Fund budget.
14. All bond requests are to be directed to the Director of Contracts who will act as the clearing house point and coordinator
with the Company's Surety Broker. All bonds for lump sum projects in excess of $500,000 and any bond where the Company
is fronting a small business must be approved by the Tetra Tech, Inc., President, CEO or CFO.
