I. Pre-Construction tasks
Services include the following items:
Feasibility Study (Administrative Submittal)
Perform an economic study for three alternatives to determine the economic viability and cost
savings of using a hydronic heating system that uses renewable biomass to supply the Kenny
Lake School space and domestic water heating needs. The alternatives will be:
Cordwood-fired hydronic heating system;
Wood pellet-fired hydronic boilers;
Wood chip-fired hydronic boilers;
Besides the economic study, the feasibility study will include the following areas of concern:
1. Gather existing building and heating system data, including any problems or
shortcomings of the existing heating and HVAC systems;
2. Examination of the wood source/supply to ensure that the proposed heating system has an
adequate biomass supply in the future for the expected life of the system;
3. Examine expected environmental issues with the burning of biomass for heat at the
school;
4. Determine permitting requirements for the project.
Perform on-site survey, as appropriate, to develop a base map for design and permitting
purposes. Utilize as-built drawings and plats whenever possible.
The Rural Energy Group Project Manager (PM) will review the Feasibility Study and will make
comments and recommend changes in the Study to CE2 Engineers, Inc. (CE2), who will make
revisions to the Study.
After the feasibility study is reviewed by the PM, the study will be submitted to the Copper River
School Board of Education (CRSD). The study will be reviewed and if the Board concurs, CE2
will then develop a 35% Drawing Submittal for review by the CRSD, and will present the design
to the Board in a meeting. After Board and Public review of the Drawings and comments, CE2
will modify the 35% Drawing Submittal as appropriate.
The 35% Design Submittal will include the following drawing sheets:
1. Cover
2. G-sheets: General notes sheets, showing vicinity maps, survey information (basis of
bearing, basis of vertical control, relevant monumentation), design criteria, other general
notes.
3. C-1 Site plan, with topographic features,
4. C-2 Demolition plan
5. C-3 Yard piping connections between proposed plant and the existing school.
6. A-1 Heating plant plan
7. A-2 Heating plant elevations

8. M-1 Selected alternative heating system process schematic diagram
9. M-2 Mechanical layout of proposed heating plant and heat exchangers and interface
equipment in school mechanical spaces.
Budget (Administrative Submittal)
CE2 will produce a detailed project budget for the CE2 contract itself and for CE2 provided
services. The budget will include task, start/finish dates, durations, unit pricing, units, quantities,
and subtotals per line item.
The sum of these items will equal the Independent Cost estimate. The PM must approve the
Budget format and budgetary numbers prior to start of work.
Letter of Commitment (Administrative Submittal)
After receiving PM approval of CE2 submitted Estimate, Schedule and Budget, CE2 will furnish
Letter of Commitment to the Budget and Schedule.
