NO.: 15052 DC/VR NO.: HCI 12 CONTRACT NO.: REG-06-088 DRAWING NO.: DESCRIPTION OF REQUEST: Contractor proposes to substitute a strategy for radiographic testing and inspection of the welds on above ground piping versus the specification requirement of 100% visual inspection by a Certified Welding Inspector. Language to amend the specification to permit radiographic testing is attached. Authorization of such can be made only by the owner through a change order in accordance with the contract documents. DCVR HCI 12 Amend SS 15052 3.03 C. Radiographic Testing: Delete: "NOT REQUIRED" Add: Radiographic (and other forms of non-destructive testing as specified below) will be allowed in lieu of visual inspection as per API1104, except as modified herein. The extent of required examination shall be as follows: ABOVEGROUND PIPING Weld Type VT RT PT or MT ALL FUEL PIPING BUTTWELDS 100% OR 20% SOCKET AND OTHER FILLET WELDS 100% OR 20% NOTES: 1. The welds to be radiographed shall be representative of all piping systems installed and shall include a minimum of one weld examined for each welder on each fabricated assembly. 2. If any of buttwelds examined by one welder fail the radiographic examination, all welds made by that welder shall be examined by radiography. 3. Liquid penetrant examination (PT) of magnetic particle (MT) shall be performed at the lesser of one-half of the weld thickness or each 'h inch of weld thickness and all accessible final weld surfaces. 4. For nondestructive examination of the pressure retaining component, refer to the standards listed in applicable code. UNDERGROUND PIPING Weld Type VT RT PT or MT ALL FUEL PIPING BUTTWELDS 100% OR 100% SOCKET AND OTHER FILLET WELDS 100% OR 100% NOTES: 1. Liquid penetrant examination shall be performed at the lesser of one-half of the weld thickness or each %2 inch of weld thickness and all accessible final weld surfaces. 2. For nondestructive examination of the pressure retaining component, refer to the standards listed in applicable code. 3. Exposed piping under the Kowwagok Slough bridge must be treated as underground piping for purposes of inspection and testing of welds. DCVR HCI 12 B. Visual Examination Requirments Before welding: For compliance with requirements for joint preparation, alignment and fit -up, cleanliness, material, and proper fabrication. 2. During welding: For conformance to the qualified welding procedure, cleaning between passes, complete fusion of each pass and weld quality. After welding: For compliance with acceptance criteria bead reinforcement, undercutting, arc strikes, burns, porosity, overlap, profile, and size of welds. Amend SS 1502 3.04 ACCEPTANCE STANDARDS Delete: ALL Replace with: 3.4 ACCEPTANCE STANDARDS A. Pressure test: No Leaks B. Fuel Piping — Aboveground and Underground Piping: Comply with API 1104. Except as modified for specific non-destructive test methods. C. Visual No cracks are permitted 2. No lack of fusion permitted no undercut is permitted 4. Depth of undercut on girth and miter groove welds shall not exceed 1/64 inch. No indications of surface porosity or exposed slag inclusions are permitted. 6. Convexity of fillet weld surface may be no greater than 10 percent of longest leg plus 0.03 inch. 7. Concavity in fillet welds may be no greater than 1/16 inch. D. Radiography No indications of cracks, lack of fusion, surface porosity, or surface slag inclusions. No indications of incomplete penetration, including incomplete penetration due to high -low shall be permitted. DCVR HC112 3. No elongated indication of which has an individual length greater than %4 inch for weld thickness up to'/4 inch. If a weld joins two members having different thickness at the weld, the weld thickness is the thinner of the two members joined. 4. No internal porosity in excess of that shown acceptable in API 1104 E. Liquid Penetrant or Magnetic Particle: No indications of cracks, lack of fusion, surface porosity, or surface slag inclusion. --End of Section--
