Eliminate dedicated 4-inch pipeline from the Bulk Tank Farm to the UVEC Power Plant. The attached sketches SK-1, SK-2 and SK-3 clarify these modifications. The below descriptions describe these modifications in detail. a. Delete dedicated 4-inch pipeline from the bulk tank farm and the marine header, see attached Sketch SK-1. This included deleting two 2-inch low point drains, one pressure test connection, one tee with pig bars and blind flange, and one 4"xY piping reducer. The two full port ball valves at the bridge move over to the combination 4-inch Diesel Marine Header/UVEC Pipeline. b. Add cross connection between the discharge of the UVEC Distribution Pump (DP-1) and the combination 4-inch Diesel Marine Header/UVEC Pipeline; see attached Sketch SK-2. c. Add cross connection between the marine header and the 4-inch pipeline that continues from the marine header to the UVEC Power Plant, see attached Sketch SK-3. d. Sketch SK-1 shown modifications to Sheet M-2. e. Sketch SK-2 shown modifications to Detail 4 on Sheet M-13. f. Sketch SK-3 shown modifications to Detail 1 on Sheet C-18. g. These modifications also affect Sheets G-1, C-3, Details 2, 5, 7 & 8 on Sheet C-18, C-20, C-21, C-22, C-23, M-3, and Detail 4 on Sheet M-12. The modifications on these sheets are identical to the changes on Sheet M-2, Detail 4 on Sheet M-13, and Detail 1 on Sheet C-18 as indicated on the attached sketches (SK-1, 2, & 3 respectively), and as described above. Document 00800-5 Supplementary Conditions, Special Condition SC-2, change the fuel receipt date from "approximately mid July 2007" to "approximately end of July 2007". 3. Document 00800-1 Supplementary Conditions, Project Schedule third paragraph, change last sentence to read: "Final installation, calibration and testing of systems, finish grading, punch list items, and decommissioning work (Additive Alternate A), if authorized, are anticipated to be completed during the summer of 2007." 4. Document 00825 Special Notice to Bidders, the prevailing wage rates for the Little Davis Bacon Act will be updated April 1, 2006. Section 01150, Surveying, paragraph 3.02 A. 2., replace with the following: 2. Pipelines: Survey top of pipe elevation, finished grade elevation, and pipeline location along the entire pipeline alignment. Points shall be surveyed at a minimum of 50 foot intervals. As -built pipeline plan and profile drawings shall be provided with the record drawings at the end of the project. Numerical values of the pipeline elevation shall be called out on the pipeline profile at 50 foot intervals. (ITB) REG-06-088, Addendum No. 2 Page 1 of 10 6. Section 02200 Earthwork, paragraph 3.08, add the following item under this paragraph: "C. The Contractor shall provide in -place density testing by nuclear method in accordance with ASTM D 2922. All persons operating the nuclear density gauge must be licensed to do so by the Nuclear Regulatory Agency. Test density after compaction of each lift approximately once every 9,000 square feet, or at least two times for each lift." 7. Section 02300 Geotextile: Paragraph 2.01 B.; delete the Base Fabric Weight value of 8.0 oz/sq yd. Paragraph 2.02 B.; delete the Base Fabric Weight value of 6.9 oz/sq yd and change the Equivalent Opening Size from "No. 100" to 70 sieve". All other physical properties specified for geotextile fabrics shall apply. 8. Section 02315 Trench Excavation, paragraph 3.10 A. 1. under "Type of Fill" replace "Pipe Bedding" with "Pipe Bedding and Trench Backfill". 9. Section 02310, Thermosyphons, add items under paragraph 1.01: "H. The Force Account Contractor will provide as -built survey drawing mapping locations of thermosyphon loops and proposed locations for timber posts. The Force Account Contractor will mark proposed locations of approximately 160 timber dike wall posts with 2"x2" wooden markers with fluorescent painted ends terminated approximately 1-inch above grade. J. The Bid Contractor, at his sole discretion, shall randomly dig down by hand to confirm all post locations." 10. Section 06110 Pressure Treated Lumber, paragraph 2.01 D., add the following item under this paragraph: "2. At the Contractor's option approximately one hundred and sixty (160) timber dike wall posts shown on Sheet C-8 and detailed on Sheet C-10 may be rough sawn lumber provided pressure treatment requirements can be met using this material." 11. Section 06110 Pressure Treated Lumber, paragraph 2.03 TIMBERS, add the following items under this paragraph: "B. At the Contractor's option approximately one hundred and sixty (160) 8"x12"x 8 foot timber dike wall posts shown on Sheet C-8 and detailed on Sheet C-10 may be 8"x8" x 8 foot timber posts provided the following grade and species are provided: 1. Doug Fir No. 2, Posts and Timbers, Fb = 750 psi per AF&PA standard. 2. Hem Fir No. 1, Posts and Timbers, Fb = 975 psi per AF&PA standard." Note: Extra care will be required when pre -drilling and counter sinking lags in the smaller timbers posts where splicing of the 6"x6" dike wall timbers will be required. (ITB) REG-06-088, Addendum No. 2 Page 2 of 10 12. Section 09910 Exterior Coating Systems, paragraph 3.03 A., add the following sentences to the end of the paragraph: "UL tank fabricators shop coated tanks only require periodic inspection by the NACE certified inspector. As a minimum this shall include inspection on each day surface preparation and coating work is completed, with DFT reading taken on each coat of the coating system. Field applied coatings require the NACE certified inspector to be on site continuously during all surface preparation and coating application observing the work, recording ambient conditions, and making DFT readings of each coat of the coating system." 13. Section 09910 Exterior Coating Systems, paragraph 3.03 D., replace with the following: "Type I magnetic pull -off gauges, Type II magnetic flux and eddy current gages, or other nondestructive type dry film thickness gauges with equal or better accuracy readings to these dry film thickness gauges will be acceptable." 14. Section 11951 Spill Response Equipment, paragraph 2.02 BID SCHEDULE, make the following modifications to the table: a. Absorbent Boom: Change from "4-inch x 40 ft, min 100 gal/40 ft" to "5-inch x 40 ft, min 32 gal/40 ft". b. 2-inch centrifugal pump, delete "(Option #2: Homelite #320 rated at 140 gpm with 2" camlocks)." 15. Section 13200 Vertical Storage Tanks, paragraph 1.04 B., first sentence, delete the words "at least one month". 16. Section 13200 Vertical Storage Tanks, paragraph 1.05 B., modify as follows: "B. Testing: 1. Field Welding: For tanks welded in the field away from the UL tank fabricators shop provide independent testing firm to perform testing and inspection for tank welding. 2. Shop Welding: For tanks welded at the UL tank fabricators shop provide independent testing firm or designated QC person who works for tank manufacturer whose sole job is Quality Control to inspect tank welds on a regular basis." 17. Section 13202 Vertical Storage Tank Work, paragraph 1.06 D., end of the second sentence, change "API 6D" to "API 12D". 18. Section 13202 Vertical Storage Tank Work, paragraph 1.07 A., add the following sentence to the end of the paragraph: "The Contractor will be given a total of approximately 100,000 gallons of water for hydrostatic testing and must coordinate receipt of this water from the Water Treatment Plant." 19. Section 16010 Basic Electrical Requirements, paragraph 1.11 C. first sentence, change "Anchorage or Fairbanks" to "Anchorage, Fairbanks, or Kenai". (ITB) REG-06-088, Addendum No. 2 Page 3 of 10 20. Section 16900 Fuel System Control Panel, paragraph 1.05, revise as follows: A. Control panel manufacturers outside of Anchorage shall pay the airfare for one person, one day car rental, one night's lodging near their fabrication shop, plus $1,500 ($600 for Kenai & $700 for Fairbanks) in travel time plus miscellaneous costs to transport the electrical designer to their shop for the bench test. 21. Appendix B, Project Permits, add the attached 15 pages from the Alaska Department of Transportation (ADOT) for the permit for work within the Unalakleet Airport boundaries and crossing the Kouwegok Slough Bridge No. 1308. Among other requirements in the permit, the pipelines within the Airport boundary will need to be buried a minimum of 4 feet below grade. This will only affect the piping between approximately Stations 23+50 and 24+35 as shown on Sheet C-20. Transition from the bridge abutment penetration elevation to a minimum of 4 feet below grade approximately 30 feet from the bridge abutment. The remainder of the pipeline alignment is not within ADOT property or an ADOT right of way, and may have 3 feet minimum depth of cover as shown on Detail 5 Sheet C-18. Drawings: Sheet C-2, General Notes, Abbreviations, and Legend: a. General Notes, Note 8., add the following sentence to the end of this note, "Coordinate the moving of materials, equipment and other items with existing overhead electric power distribution systems." b. Existing Tank Repairs, Note 5. B., repairs to existing Tank #18. Change the fourth sentence to read as follows "Tank is currently used to store aviation gasoline and will be used to store Jet A after this project is completed." 2. Sheet C-10, Timber Containment Dike Details, Detail 3, change the dike liner corner cover height from "3 ft 9 1/2-in" to "3 ft 6-in" in two locations. 3. Sheet C-18, Marine Header Plan, Detail 1. Near the bottom of the detail switch the "4-inch Schedule 80 Fuel Oil Pipeline" and the "4-inch Schedule 80 Gasoline Pipeline" notes. This change also is required on Addendum #1 Sketch SK-3. 4. Sheet M-12, Pump Enclosure Details, make the following changes: a. Detail 4, change note at the bottom left hand side of the detail to read "Provide eight (8) 8"x12"x 8 foot long pressure treated timbers evenly spaced for UVEC pump enclosure foundation, embed two thirds of the timbers depth into the membrane liner ballast." b. Detail 1, for the UVEC pump enclosure only; change the leg height from "2 feet 0 inches" to I foot 4 inches". 5. Sheet E-2, One -Line Diagrams and Details, Detail 5 for electrical service conduit, revise detail to show power feeder conduit entering back of control panel, see attached revised detail, Sketch SK-1. (ITB) REG-06-088, Addendum No. 2 Page 4 of 10 6. Sheet E-4, Bulk Tank Farm Electrical Plan, add the following General Notes: "D. Conduit between control panels CP-1, CP-3, CP-4 and CP-5 and the meter base shall run below grade away from vehicle traffic and above the rigid insulation as shown on SK-1 of Addendum #2. E. Conduits between area/security lights & CP-6, and EM Stops & CP-6 shall run below grade below rigid insulation." 7. Sheet E-13, Electrical Details, Detail 1, add the following notes to the detail: Notes: 1. The minimum depth of cover for conduits in non -traffic areas is 18-inches. 2. The minimum depth of cover for conduits in traffic areas is 30-inches. Clarification to Contractor Questions: The following clarifications are provided in response to questions submitted by Contractors and Suppliers bidding the project: 1. The Contractor needs to confirm staging area, coordinate with the Owner of the proposed property, and submit proposed location in accordance with Section 01500-1 Temporary Facilities and Controls paragraph 1.03 A. 2. Two barge landings in the community have been indicated on the cover sheet for the drawings, the UNC Barge Landing and the City Dock. Other areas where barges can be landed may be available. The Contractor needs to make all arrangements with the appropriate people in the community for landing barges and receiving materials in Unalakleet. 3. Bids will be evaluated in accordance with Document 00100-4 Information to Bidders paragraph 100.12, replace "on the basis of the base bid and any or all additive alternates and the apparent low Bidder announced" with "on the basis of any or all alternates and the apparent low Bidder announced." 4. Document 00700-37 General Conditions paragraph 11.8 specifies both liquidated and actual damages. Document 00800-3 Supplementary Conditions quantifies liquidated damages at $3,000.00 per day. Actual damages are not quantifiable. The language contained in the General Conditions is required per our Department of Transportation contracting authority. Essentially the AUTHORITY has the right to go after actual damages in addition to liquidated damages should there be a reason to. Generally actual damages would not be pursued unless they exceed the amount recovered under liquidated damages. 5. The Contractor may modify their completed original bid by fax as long as the correct, Form 25D-16 from Document 00350-1 Bid Modification is used and the AUTHORITY is in receipt of this form prior to the scheduled time of the bid opening. (ITB) REG-06-088, Addendum No. 2 Page 5 of 10 6. The Contractor must dispose of all hazardous waste generated by his activities. This includes sludge removed from the bottoms of existing tanks prior to tank cleaning, see Sections 02082 Decommissioning Fuel Storage Tanks and Piping, and 13203 Tank Cleaning. 7. Contaminated soils are not expected. If encountered the handling of contaminated soils shall be in accordance with Document 00800-8 Supplementary Conditions, Special Condition SC-15. 8. Work required by Section 02082 Decommissioning Fuel Storage Tanks and Piping is Additive Alternate A, see 02082-2 paragraph 1.06 A. and Section 01100 Summary of Work paragraph 1.03 A. 3. This includes all tanks in Table 1 on 02082-7. All tanks are above ground tanks; see 02082-4 Paragraph 3.01 A. 9. The status of tanks being decommissioned by this project having manholes is unknown. This work is Additive Alternate A (Section 02082). Specification allows holes to be cut in tanks for the purposes of decommissioning. 10. Work associated with existing tanks which are to be reused is part of the Base Bid. This includes Tank #PP1, #3, #18 and #22. Work on these tanks is covered by Section 13202 Vertical Storage Tank Work, and Section 13203 Tank Cleaning, see 13202-1 paragraph 1.01 and 13203-1 paragraph 1.01. Restrictions as to when the refurbishing of the four existing tanks can be performed are given on Sheet C-2, General Note 12. Document 00800 Supplementary Conditions, Special Conditions SC-2, SC-6, and SC-7 also applies to outages and interruption in the operation of existing fuel systems. a. No, it would not be safe to assume all four tanks can be taken out of service immediately without adversely affecting current services or having to provide temporary service. However the four tanks may all be able to be taken out of service at one time. b. UVEC Tanks #PP1 and #3 will be able to be taken out of service at the same time. Whether or not both tanks can be taken out of service at the same time, and the duration of time these tanks can be taken out of service are both dependent on the time of the year of the service interruption. c. No, it would not be a safe assumption that WCAS Tank #18 can be taken out of service for the duration of the project without adversely affecting current services or having to provide temporary service. 11. Referencing Sheet C-11, UVEC Tank Farm Removal Plan, Note 5. a. There is no reason to believe that the dike liner and ballast material being removed are contaminated. If material removed is clean it can be reused provided it meets material gradation spec for the intended used. Dike liner must be disposed of by the Contractor. b. The liner and ballast material shall be removed and entire site will be regraded and compacted with the exception of the area below the 180,000 gallon tank foot print. 12. The Alaska Department of Transportation (ADOT) anticipates bidding a project in September of 2006 which will raise a portion of Landfill Road and construct Sanitation Road. Construction for these projects is anticipated to occur in the summer of 2007. The section of Landfill Road from the east bridge abutment at Kouwegok Slough to the west side of Trail Creek, from approximately Station (ITB) REG-06-088, Addendum No. 2 Page 6 of 10 31 +00 to 44+00 as shown on Sheets C-22 and C-23, will be raised above the 100 year flood elevation. Sanitation Road will be located between Landfill Road and the Landfill and will be approximately 630 feet in length. The Contractor shall coordinate this project as well as other construction projects in the community with the work required by this project in accordance with General Note 11. on Sheet C-2, and other provisions of the Contract Documents. 13. The bridge shown on Sheets C-20 and C-21 is currently in place. Please note the date of the aerial photograph is September of 1998, before construction of the bridge. This project will install pipelines under the bridge including all pipe supports, associated hardware, valves, appurtenances, and will provide concrete abutment wall penetrations. 14. Loading and permitting the use of the Kouwegok Slough Bridge, DOT Off - systems Bridge No. 1308, shall be in accordance with ADOT requirements, Document 00700 General Conditions, and Document 00800 Supplementary Conditions, Special Condition SC-10. The Contractor must contact ADOT Weights and Measures in Anchorage and tell them the weight of the vehicle they want to bring across the bridge, the number of axels, axel spacing, etc. for a determination of whether it is within the legal limit. If legal they will issue a permit directly. If not legal they will contact the Bridge Division with information and ask for a determination. 15. Landfill road was constructed in approximately the summer of 1999 by ADOT. The design drawings for this road indicate the road prism consists of ADOT Standard Specification Type C Selected Material placed on the existing ground to 1050 mm below the proposed road surface. Type B Selected Material was then to be placed from 1050 mm to 150 mm below the proposed road surface. The top 150 mm of the road surface was to be Subbase, Grading C. No as -built information or quantifiable gradation is known to exist for the road bed material. Bedrock is not expected along the pipeline alignment. Native material on the west side of Kouwegok Slough may be encountered although material is anticipated to be suitable as backfill material. Pipe bedding material needs to be in accordance with the Contract Documents. 16. Document 00800 Supplementary Conditions, Special Condition SC-9 indicates that pad construction up to elevation 17.17 feet by others will be completed no later than June 4, 2006. 17. Assume the bulk tank farm pad is constructed to a toe of slope catch -point -to - natural -ground based on elevation 17.17 feet and the Contractor needs to expand the overall pad footprint when the elevation of the pad is raised to the required elevation of approximately 19 to 20 feet. Survey notes for slope stakes will not be made available during the bidding process. 18. The marking of the proposed timber posts locations by the Force Account Contractor will occur on or before June 4, 2006. The Bid Contractor can observe this work but does not have the option of dictating when it occurs. The Force Account Contractor will complete the required staking and mapping prior to demobilizing from the site. 19. Surface course is required outside of the bulk tank farm dike walls as indicated on Detail 3 on Sheet C-9. This includes all areas outside of the timber dike walls except for where the truck fill containments areas are located and the embankment side slopes, see Sheet C-3. Some other small areas will require minor amounts of surface course such as at the AVEC tank farm; see Detail 4 (ITB) REG-06-088, Addendum No. 2 Page 7 of 10 Sheet C-9. Finish grading plus approximately 6-inched of surface course will be required at the City, School and Corporation intermediate and dispensing tanks for leveling the sites before placing tanks provide by this project. 20. Surface course is crushed but does not have any specific fracture requirements. 21. Salt content in the select fill and bedding material is not a concern except for under tanks where we have indicated this material is to be washed, see Sheet C-9 Details 3 and 4. 22. Penetrations through the Secondary Membrane Liner do not need to be sealed but should be kept to a minimum. All penetrations through rigid insulation and the secondary liner should be made in a neat and orderly fashion. Timber dike posts and a few conduits are the main items that need to go through insulation and secondary liner. Penetrations through the Primary Membrane Liner are not allowed. Reference Section 02600 Membrane Liners and Sheet C-9, Tank Farm Sections. 23. "Sump Drain Piping" and perforated "Drainage Piping" are specified in Section 02200 Earthwork. Sheet M-3 shows the sump drain piping. Sump drain piping has also been detailed on Sheet C-19, Detail 5. Sheet C-4 shows the perforated drainage piping. 24. Sheet C-19 Detail 4 indicates that thermosyphon bracing and associated hardware is provided by this project. This detail also indicated the Competitive Bid Contractor needs to coordinate installation of the bracing with the thermosyphon manufacturer, and needs to provide temporary shoring (if required) until permanent bracing can be installed. It should also be noted that Section 02310 Thermosyphons, paragraph 3.02 K. indicates that the Bid Contractor shall provide thermosyphon condenser bracing as detailed on the Drawings and provide any required temporary bracing. 25. Section 13200, Vertical Storage Tanks paragraph 1.04 B. was written with the idea of field erected tanks. The intent was to have approved shop drawings prior to fabricating steel for field erection. Submittals will be reviewed and returned to the Contractor within 10 days of receipt as indicated in Section 01300 Submittals, see 01300-6 paragraph 1.08 B. 10. In addition critical submittals will be expedited at the Contractor's request. Transmission of submittals via e-mailed PDF's will also be acceptable to expedite this process. 26. Section 13200 - Vertical Storage Tanks, paragraph 1.05 Quality Assurance, tank leak test specifies a hydrostatic test. If UL 142 allows air testing of vertical tanks with weak shell to roof construction for emergency venting then this is acceptable. If this will be done submit evidence that air testing is acceptable to UL and specific procedures that will be used for air testing. 27. Hot dip galvanizing ladders, ladder cages, hand rails, platforms and catwalks that bolt to vertical and horizontal tanks are acceptable instead of coating these items as specified in Section 13200 Vertical Storage Tanks and Section 13201 Horizontal Storage Tanks. Hot dip galvanizing should be in accordance with Section 05910 Hot Dip Galvanized Coatings. 28. Section 13202 specifies requirements for tank bottom replacement and requires shop drawings to be submitted for this work.
