The IMC has been diligently working on the development of reliability standards,reserve criteria requirements, and open access rules,including a new methodology for allocation of unused capacity for the Intertie.These uniform rules will assist interested entities implement plans to enter energy markets within the Railbelt system. The adoption of the proposed reliability standards is required in order for the IMC to take the next steps in the development of the open access rules and a new methodology for allocating unused capacity for the Intertie. Because the Railbelt Reliability Standards will have a broad impact on the public and interested entities,AEA believes that an opportunity for review by the public and interested entities should precede adoption of the rules.
