The applicant is a domestic corporation, licensee for the water power project designated as Project No. 2170 in the records of the FERC, issued on the 2ih day of May, 1957. 4. The amendment of license proposed and the reason(s) why the proposed changes are necessary, are: Chugach proposes to add additional capacity previously not authorized by increasing the total maximum station output to 21.2 MW (two upgraded generating units rated at 10.6 MW (at a power factor of 1.0 each). This increase is achieved by: a) increasing the hydraulic capacity of each machine from 165.5 cfs to 190 cfs (380 cfs total); and b) increasing the turbine efficiency by installing new, modem design turbine runners in the existing casings. These changes would result in an increase of '\pproximately 4.3 MW to the current maximum unit Cooper Lake Hydroelectric Project November 1998 1-1 FERC No. 2170 Application for Amendment ofLicense Initial Statement output but would increase the hydraulic capacity by only 14.8 percent. The maximum hydraulic capacity for the existing project is 165.5 cfs per unit, or a total of 331 cfs at 749 feet of head. The difference between 331 cfs and 380 cfs is 14.8 percent. Therefore, this proposed turbine modification is defined as a "non­ capacity related" amendment pursuant to FERC regulations (18 CFR 4.201(b)). This amendment is necessary because the existing turbine equipment is in need of overhaul or replacement. New turbine technology will allow for higher efficiency and optimization of project operations. This turbine upgrade will provide cost­ effective power to the growing Railbelt communities in Alaska by making the most efficient use of the hydropower resource. 5.(i) The statutory or regulatory requirements of the state in which the project will be located and that affect the project as proposed with respect to bed and banks and to the appropriation, diversion, and use of water for power purposes are: 1) Alaska Stat. §§46.15 (1982) (Water Use Act) Alaska Admin Code §§ 11.93 (Jan. 1980) (Appropriation of Water) 2) Alaska Stat. §§38.05 (1997) (Alaska Land Act) 3) Alaska Stat. §§46.40 (1984) (Alaska Coastal Management Act) 5.(ii) The steps which the Applicant has taken or plans to take to comply with each of the laws cited in 5.(i) are described below. No additional appropriation of water rights will be necessary. Therefore, an appropriation of water rights pursuant to Alaska Stat. §§46.15.080 and 11 AAC 93.040 is unnecessary. The proposed turbine upgrade will not result in the inundation of any state lands. Because the project is located within the jurisdiction of the Kenai Peninsula Borough Coastal Management Plan and a federal permit is required, a Coastal Project Questionnaire was submitted to the Alaska Division of Governmental Coordination (ADGC) on May 6, 1998. ADGC replied on May 22,1998 that they would defer action regarding the Coastal Project Questionnaire until the Final Application for Amendment of License for this proposal is filed with the FERC. Box 196300 Anchorage, AK 99519-6300 (907) 762-4779 Cooper Lake Hydroelectric Project November J998 1-7 FERC No.2 J70 Application for Amendment ofLicense Exhibit A -Project Description EXHIBIT A PROJECT DESCRIPTION The Applicant proposes to perform the following work at the Cooper Lake Powerhouse upon FERC approval of this license application: l) Replacement of turbine runners and wicket gates with new runners and wicket gates of modem design and high efficiency. 2) Refurbishment of turbine shaft, bearings, seals and wear rings. 3) Rewinding of existing generators with new stator coils and improved insulation. 4) Replacement of turbine controls, governor and switchgear with new, modem equipment. 5) General refurbishment of the po\yerhouse interior, including cleaning, painting, repair of water leaks and minor cracks in concrete. 6) Repair, replacement, and/or upgrade of auxiliary plant electric equipment such as motor control centers, static exciter, panelboards, lighting fixtures, convenience receptacles and feeder and branch circuit conductors. 7) Improvements to plant ventilation consisting of the addition of mechanical heating, ventilation and air conditioning (HV AC) equipment and upgrading the cooling water system and compressed air system. 8) The addition of an exterior stairway from the plant mezzanine level to conform to current building safety codes. 9) The installation of a plant-wide fire detection and alarm system to conform to current fire protection codes. lO) The draft tubes will be modified by the addition of stiffeners to prevent them from cracking and breaking off. A debris boom will be added in the tailrace. The existing turbine casings will be re-used, so the external physical dimensions of the equipment will not change. No changes are being proposed to the penstock or inlet piping. The generators will be re\vound, but the same generator frame will probably be re-used. Whether or not it is re-used, no change in the physical footprint of these machines is expected. Cooper Lake Hydroelectric Project November 1998 A-l FERC No. 2170 Application for Amendment ofLicense Exhibit A -Project Description Most of the work proposed will be completed inside the powerhouse structure. Some minor work is proposed to be conducted outside of the powerhouse, which includes upgrading the main transformer, and adding a stairway and a small padmount transformer. The main power transformer, which is located adjacent to the powerhouse building, will be upgraded to handle the increased generator output. No changes to the transmission line are planned. A few of the plant upgrades will result in minor changes to the exterior of the powerhouse structure and parking area. As noted above, an exterior stairway will be added leading down from the mezzanine level (floor el. 464). The opening of an existing window will be extended down to the floor level and a doorway installed in the opening. A small padmount transformer (approximately 5-ft. cube) will be installed outside the upstream wall of the powerhouse. This transformer will provide 4160 volt power to the existing "project 4160 volt electrical feeder." The project feeder is an overhead line that runs up to the penstock gate structure. It is presently fed directly from the plant bus, but that is scheduled to change as part of the upgrade work. It is expected that the primary electrical power leads from the plant's main switchgear will be changed from metal-enclosed bus to cable in cable try. The outdoor run is approximately 15-feet­ long from the building to the transformer. Some of the new HVAC equipment will be mounted atop the mezzanine roof. Exterior ductwork will be run up to the existing louver openings high on the upstream wall of the generator hall. More exterior ductwork will be run to the southwest comer of the building, entering the upstream wall at the main floor level. No other outdoor work is planned. Because the proposed work involves only the nlechanical upgrade of generating equipment and will not require any ground-disturbing activities, no environmental impacts are anticipated as a result of this activity. On an annual basis, the net effect of the minor hydraulic changes resulting from this activity is expected to be zero. Cooper Lake Hydroelectric Project FERC No. 2170 A-2 November 1998 Application for Amendment ofLicense Exhibit B -Project Operation and Resource Utilization EXHIBITB PROJECT OPERATION AND RESOITRCE UTILIZATION Currently, the Cooper Lake Hydroelectric Project has two turbine/generator units. Each unit has a nameplate rating of 7.5 MW at a net head of 726 feet. This rated output is, however, less than the maximum output capability of these machines. Refer to Figure 1. Figure 1 shows the turbine performance curves for the existing turbines, as developed by the manufacturer, James Leffel Co. in 1959. These machines were designed to operate at a range of heads because the upper reservoir, Cooper Lake, fluctuates in elevation throughout the year due to project operations. The machines were designed to operate between 696 feet and 749 feet of net head. Maximum flow through the units and maximum power output vary with net head as shown in this figure. The maximum turbine output is about 11,750 horsepower at a net head of 749 feet. At all net head, the maximum hydraulic capacity of each machine is 165.5 cfs. Chugach proposes to develop additional capacity by increasing the station output to 21.2 MW (two upgraded generating units rated at 10.6 MW (at a power factor of 1.0) each). These changes combined would result in an increase of about 4.3 MW from the current maximum unit output, but would increase the hydraulic capacity by only 14.8 percent. Figure 1 shows the original James Leffel Co. performance curves for the project. The maximum hydraulic capacity for the project is 165.5 cfs per unit or a total of 331 cfs at 749 feet of head. The difference between 331 cfs and 380 cfs is approximately 14.8 percent. Therefore, this proposed turbine modification is defined as "non-capacity related" amendment pursuant to FERC regulations (18 CFR 4.201(b)). The expected performance of the new turbine/generator units is shown on Figures 2a and 2b. The actual performance of the new machines will depend on which manufacturer is selected to provide the new turbine runners, but the new machines will in no case utilize in excess of 190 cfs each (380 cfs total) at maximum output. Table 1 below shows existing operating parameters and the effect of changes proposed in this amendment application. No additional water rights are needed to accomplish the changes contemplated by this amendment to the project. Chugach has applied under a separate FERC amendment application for authority to alter the average and full pool elevations of Cooper Lake. That application is separate from this turbine overhaul proposal, and Chugach believes that this amendment application should be evaluated and approved separately from the proposed pool elevation amendment. Turbine overhaul is warranted now for these aging units and is justified now for maintenance and efficiency improvement reasons. It is Chugach's intention. to proceed with the turbine upgrade proposal whether or not the pool elevation change is approved. Table 2 below shows the changes that would occur only if the pool elevation changes proposed in the earlier-jiled application are also approved by FERC. The Cooper Lake Project is an existing hydroelectric facility and has been operating for over thirty years. It was originally licensed by the Federal Energy Regulatory Commission (FERC) in the early 1950's, and no significant modifications have been made since that time. 2. This amendment relates only to a change in the physical generating equipment for the project. 3. The activity proposed under this amendment application will involve no work within a navigable stream or waterway, no dredging or filling, nor will it impact wetlands. Based upon my understanding of Corps interest and jurisdiction relating to FERC licensed hydroelectric projects, it does not appear that the activities contemplated under this particular application to amend the FERC license are subject to section 404 ofthe Clean Water Act, or to section 10 of the Rivers and Harbors Act. As I mentioned., this particular matter concerns only a proposed change in the machinery used to generate power at the plan~ which was. originally licensed by the Federal Energy Regulatory Commission ( FERC) in the late 1950's. Implementation of this proposal for a mechanical modification to an existing project, which is subject to prior PERC approval and amendment ofthe existing federal license betbre any work can take place, will not involve any activity in the water or on the ground in the coastal management area. As you know, proposal of an amendment to an e.."risting FERC .. licensed project requires pre..filing consultation wjth interested or affected federal., state, and locat agencies. The letter your agency and the others listed on the distribution list dated 3/10/98 is the "consultation package" used to fu1:fill that requirement. We hope that you will access that document to augment the information provided in the encLosed questionnaire. As we discussed. Chugach Electric Associatio~ the project licensee, also elected to advise a number of non-governmental entities with demonstrated interest in the project to ensure a full record of consultation. Those comments are due by May 11, but we have already received. comments or a recorded "ao comment" from many ofthe consultees, including the Army Corps of Engineers, which determined the proposal was aot subject to Corps jurisdiction because it did aot involve activity in wetlands or water. We presently anticipate filing a final amendment applicati01L. including the record of consultee' s comments to the draft applic:uion package dated l\Ifarch 10, I998~ on or before June 1, 1998. To that end.. we would appreciate any effort you might be comfortable making to expedite the processing of the coastal project questionnaire; or, in the alternative, receipt of your determination that the activity contemplated is in a category excluded from the coastal project questionnaire requirements. The tailrace gates will be repJaced and a debris boom will be added. The existing rurbine casings wiII be re-used. so the external physic:ti dimensions of the equipment will not change. No changes are being proposed to the penstock or inlet piping. The generators will be re'.vound. but the same generator frame will probably be re-used. Whether or noc it is re-used, no change in the physic:tl footprinc of these machines is expected. :Nfost of the work proposed will be completed inside the powerhouse structure. Some minor work is proposed to be conducted outside of the ,powerhouse which includes upgrading the main transformer7 and adding a stairway and a small padmount transfonner. The main power transronner, which is located adjacent to the powerhouse building, will be upgraded to handle the increased generator output. No changes to the transmission line are planned. A few of the plant upgrades will result in minor changes to the exterior of the powerhouse SL-ucture and parking area. As noted above. an ex.terior stairway will be added leading down from the mezzanine level (floor el. 464). The opening of an existing window will be extended down to the floor level and a doorway installed in the opening. A small padmount transformer (approximately 5-ft. cube) will be installed. ourside the upstream wall of the powerhouse. This transformer will provide 4160 volt power to the existing "'project 4160 volt elecnical feeder." Tae project feeder is an overhead line that runs up co the penstock gate structure. It is presently fed directly from the plant bus .. but that is scheduled. to change as part of the upgrade work. It is expected that the primary electrical power leads from the plant's main switchgear will be changed from metal-enclosed bus to cable in cable tray. The outdoor run is approximacely 15-feet-Iong from the building to the transformer. Some of the new HVAC equipment will be mounted atop the mezzanine roof. Exterior ductwork will be run up to the e.~ting louver openings high on the upstream wall of the generator hall. More exterior ductwork will be run to the southwest corner of the building, entering the upstream wall at the main floor leve1. ADF &G is submitting these comments to your finn under the provisions oithe Federal Energy Regulatory Commission (FERC) licensing process, Fish and Wildlife Coordination Act, Alaska Fish and Game Act, and other state and fede..."3llaws. The March 1 0 draft application amendment proposes to modify the current project operation established by the Cooper Lake Hydroelectric Project,. FERC No. 2170. The amendment would allow for the replacement of two existing powerhouse turbines with more efficient turbines. This modiiication would increase the combined power generation output of the Cooper Lake Hydroelectric facility from approximately 16.9 MW to 21.2 MW (an increase of 4.3 NIW or 2.15 MW per turbine). The combined maximum. hydraulic capacity for the two replacement turbines would increase from 330 to 380 cis (165 to 190 cfs per turbine). Although defined as a "non-capacity amendmenr" under FERC regularions~ it should be noted this proposed power generation increase is equivalent to the total capacity of many new hydroeieGtric projects being proposed or developed in Alaska today. An earlier reView of a January 2, 1997, different amendmem: application (prepared by Stone and Webster on behalf of Chugach Electric A.ssociation)~ \vas previously submitted by ADF&G. Among the modifications included in that amencimen'4 were changes to the control weir, spillway channel, reservoir pool level, and iDstallation of a sheet-pile wall on the dam crest. The Cooper Lake Hydroelectric Project License is also slated to be relicensed in 2007. AD F &G believes the two separate amendment revie~"S and relicensing processes must be integrated into one evaluation process and revie~'ed together to properly and cost effectively assess whether these or other modifications should be approved with and without these and other amendments. A combined review is also required to identify whether other project modifications will be required to mitigate existing negative impacts identified by AD F&G in earlier correspondence relating to the January 2~ 1997 amendment proposal. Laurel Heacock. 2 iYfay 14, 1998 Modiiications to alter the existing operations to enhance power production should not be considered until unfulfilled mitigation requirements are adequately addressed and all options are evaluated for maintaining and reversing existing negative impacts of the CUI!ent project operation. F or example, would the increased efficiency of the new proposed turbines afford the opportunity to produce the same or slightly less power than cUI!ently produced with leSs water? If yes, this might allow for specified releases of water into Cooper Creek to mitigate substantial fisheries losses which occurred as a result of the original diversion. It may also provide for alternative reservoir stage operations, water temperature releases, etc. Is there seepage of water from the dam. into Cooper Cree...ic or elsewhere? What are all of the various operating scenarios and options that can be considered for the Cooper Lake Project based on other new power generation that is or will be linked through interties? These and other issues must be addressed. Assessing each amendment and the upcoming relicense on a piecemeal basis will restrict, if not prematurely negate't any opportUnity to evaluate the best alternatives for balancing the power generation versus fish and wildlife production in this watershed. The dearth of sufficient hydrologic, biologic, socioeconomic, and other relevant data are all common obstaCles to completing sufficient reviews that must also be overcome. In summary, and as stated in earlier correspondence relating to the prior amendment proposal under review, ADF &G believes that reviews for all Cooper Lake project modifications and relicensing should be consolidated. This would allow for the most cost effective review and analysis of the combination of these various alternatives and provide the maximum opportunity to identify and execute options to restore and improve fish and wildlife habitat that are being negatively impacted by CUlTent project operations.
