HomeMy WebLinkAboutCity Tribe Biomass Energy Conservation R3 Progress Report 2012 REF Grant 7030022Memorandum TO: Devany Plentovich Alaska Energy Authority From: Alfred "Bear" Ketzler — City of Tanana Manager Tanana Comprehensive Public Facility Energy Efficiency Retrofit and Biomass Conversion Project Date: January 11, 2012 RE: Draw #9 on AEA Grant #7030022 UJ AIDEA AEA Please find attached a Financial Report/Request for Reimbursement Form and transaction details report for Draw #9 which includes expenses related to AEA Grant 47030022 for the Tanana Comprehensive Public Facility Energy Efficiency Retrofit and Biomass Conversion Project. This draw covers labor and fringe related to the construction of biomass heating stations at eight (8) Tanana locations. For all projects listed below, the City is utilizing its Federal DOE EECBG award for materials, equipment, engineering and freight and AEA funds are being used for labor, fringe and administration on this activity. Project Progress / The City is conducting the Tanana Comprehensive Public Facility Energy Efficiencx Retrofit and Biomass Conversion Project at eight sites which are: Tribal Office Complex and Tanana Assisted Living Facility Biomass Heating Station City Shop Biomass Heating Station and Biomass Hot Water Dump into Sewer Line System Fire Station Biomass Heating Station Tanana School Biomass Heating Station Toogha Laundromat Biomass Heating Station Tanana Professional Housing Duplex Biomass Heating Installation City Office Biomass Heating Installation Tanana Teacher Duplex Biomass Heating Installation i� Of the stations and installations listed above, two are complete and six are currently under t I installation. Direct labor and fringe for these activities have been coded to the City's AEA project and the following is each installation's completion status: City Shop Biomass Heating Station and Biomass Hot Water Dump into Sewer Line Svstem This installation is completed and the heating station is now operational, is heating City Shop and biomass heated hot water is being "dumped" into sewer -line system on daily basis to prevent sewer line freeze -ups which has historically been a major problem for Tanana sewer -line system during the winter months. TSB Tanana School_Bio-mass Heating Station Work this report period consisted of: • Completed final plumbing on the four installed GARN boilers. • Performing plumbing in the school's boiler room for the purpose of interconnecting the biomass system heat supply line in the school's boilers and heat exchangers. Furhter work is in -progress. Upcoming work will include final electrical work within the heating station, final plumbing work at the school's boiler room, system testing and initiating operational status. TLB Toogha Laundromat Biomass Heating Station This biomass heating installation is complete and the three new GARN boilers are in operation. Fire Station Biomass HeatingStation Activities performed this reporting period consisted of continuing construction of the heating station addition, installation the GARN boiler/plumbing and installation a back-up Toyo-Tomi boiler. Work to be performed in the next report period will include completing plumbing -in of the GARN boiler and final electrical control work. Tanana Professional Housing Duplex Heating Installation The City's crew has continued construction on this duplex funded under the City's AHFC grant award and its match funding. AEA funds have been used for labor and fringe related to installation of thermal storage, related heating system plumbing installation of bio-mass boiler system within the duplex's mechanical room. All building related work is covered by the City's AHFC grant award. This installation will be completed next report quarter. City Office Biomass Heating Installation Work on this project is planned for summer, 2013. Tanana Teacher Duplex Biomass Heating Installation An Econoline biomass boiler with thermal storage (800 gallons) has been installed in the newly constructed AHFC funded teacher duplex and this installation is complete and in operation. Tribal Office Complex and Tanana Assisted Living Facility Biomass Heating Station Both the Tribal Office Complex and the Assisted Living Facility share one building envelop and all energy efficiency improvements have made during the last year. The biomass heating installation will take place summer, 2013. AEA Draw 99 Reauest I have attached Attachment 1 — Financial Report/Request for Reimbursement Form for Draw #9 on AEA Grant #7030022 which includes current expenses for the period 12/O1 through 12/31/2012. Copies of the related time cards and a payroll summary report for this draw request are also attached. This is the AEA fmal draw request. All remaining work to complete the biomass heating installations listed above will be paid for with U.S. DOE project funds and the City is confident that all work will be concluded by September, 2013.
