Biomass Boiler Startup Inspection Report
On April 6, 2018, Steve Stassel of Gray Stassel Engineering (GSE) travelled to Fort
Yukon to perform a Startup inspection of the Biomass Boiler and review work recently
completed in the CHP plant. I arrived in Fort Yukon approximately 8:45 am and was
met by Nicholas Busse, Electrician, and we proceeded to the CHP plant where I met
Thomas, Fink Machine boiler technician. Thomas was in the process of performing
startup of the boiler.
While onsite I met with GZU Manager Frannie Hughes, power plant operator Tony
Carroll, and alternate plant operators Jordan Jones and Peter Tony. We reviewed
plant operations and I confirmed with Tony Carroll that the engine preheat
modifications performed by Austin Gillette in February were adequately maintaining
offline engine preheat temperatures. We agreed to increase the idle time on GEN1
from 15-minutes to 20-minutes to provide sufficient time for GEN1 to reach 130F to
150F prior to going on line, without restarting the engine. Tony Carroll reported that
GEN2 voltage regulation issues appear to be resolved (Austin Gillette investigated
and repaired a loose wire in the voltage regulator wiring harness plug). GEN 3&4
were reported to be operating well.
The boiler went online about 11am and operated until about 2:15pm. The outdoor air
temperature ranged from single digits to low 30's during the day. The heat recovery
system was bypassed (all engine heat rejected to the radiators) and the boiler
operated as the primary heat source for the district heat system for several hours.
The boiler was shut down about 2:15pm and Thomas departed Fort Yukon about
3:15pm. Since the heating season is nearly over, a Fink Machine boiler technician
will return to Fort Yukon October/November 2018 to restart the boiler, complete minor
repairs to the boiler control panel, restart the boiler, and provide additional
commissioning and onsite operator training.
I assisted the plant operators with troubleshooting the startup sequence of GENs 3&4
to prevent errant shutdown when transferring load back to GENs 3&4 after oil
changes or maintenance shutdowns. I worked with Nicholas Busse to develop a
punchlist of items for completion prior to his departure next week, and identified
additional items to be completed this summer (refer to 4-6-18 Punchlist, attached).
Nicholas planned to remain in Fort Yukon until Monday to work on punchlist items.
I departed Fort Yukon at 6:30 pm, and arrived Anchorage at 10:35 pm

As of April 6th, the CHP and Biomass project is substantially complete.
CHP & Biomass Plant Completed Punchlist Items
1. Biomass boiler mechanical, electrical and hydraulics installation completed
2. Chip Trailer liftgate hydraulic power pack installation completed
3. Chip Trailer walking floor control panel modifications completed
4. Exterior light installed to provide additional lighting for intermediate tank fueling
operations
5. Boiler and heat recovery temperature sensors calibrated for proper temperature
indication. SCADA programming for switchgear and district heat control panel
completed
6. A new station service panel (SSC) has been installed to provide room for
additional circuits. New circuit and receptacles to be provided in the Line Truck
bay.
7. Circuits labeled in station service panels SSA and SSB
8. Exhaust fan VFDs replaced with on/off starter controls (EF's 1-5)
9. As -built wiring diagram for Daytank control panel in Gen bay 2
10. Low water pressure low at CHP plant — corrected
11. Switchgear Arc Flash labels installed
12. Plant fencing and traffic bollards installed
13. Garage door and mandoor thresholds installed
14. CHP building perimeter foundation flashing sealed to wall panels to prevent air
infiltration
15. Exterior CHP base trim installed
16. Snow cleats/gutters on CHP roof over transformers and doors (over garage doors
and from transformer to end of building) installed

be completed
