PROJECT ACTIVITIES COMPLETED:
Construct Access Roads and Trails (Phase 1)
Channel Construction, Inc. (CCI) completed the following construction activity this period
- Construction mobilization
- Surveyed clearing limits and road/trail centerline grading
- Deployed stormwater control measures in accordance with project SWPPP
- Completed clearing timber from the project footprint, recovered merchantable timber
and stockpiled unmerchantable timber near tidewater for use by local residents.
- Built road base course
o Main access road 0+00 to 17+00 and turnaround at 12+75 to 13+40.
o Intake access road 0+00 to 8+25
o Intake access trail 0+00 to 2+25
- Installed road surface course
o Main access road 0+00 to 6+75
o Intake access road 0+00 to 8+25
- Installed culverts
o Main access road at 6+75
o Intake access road at 7+00
Construction progress on the main access road beyond 14+00 was delayed by unexpected
geotechnical conditions which necessitated redesign of the road from 14+00 to the
powerhouse work pad. The upper 40 to 60 feet of the river canyon in this area is cut
through unconsolidated alluvial deposits ranging from silty sand/gravel to blue clay.
On 10/1/13 pioneering work at approximately station 14+50 to 15+00 caused a slide. As a
result, the road was revised from a bench cut to a notch cut to avoid disturbing the canyon
walls. This resulted in an increased quantity of excavation and disposal of unsuitable
material totaling approximately 11,844 cubic yards from 14+00 to 17+00. The material was
disposed at a designated site along the north side of the road from station 6+50 to 10+00.
CCI finally encountered bedrock at main access road station 17+00 at approximately el.
137'. Construction ended on November 18, 2013 due to the onset of winter weather.
Channel has demobilized from the project for the winter and plans to remobilize in the
spring to complete the road / trail construction.

Final Acceptance / Punchlist — no activity this period.
Construction Engineering — no activity this period. Construction engineering was completed
under the city's existing grant for final project design and permitting.
Construction Management — no activity this period. Construction engineering was completed
under the city's existing grant for final project design and permitting.
EXISTING OR POTENTIAL PROBLEMS:
None.
ACTIVITIES TARGETED FOR NEXT REPORTING PERIOD:
Construction has been shut down for the winter, and is expected to resume in spring 2014. The
following major tasks remain to be completed:
- Build road base course
o Main access road 17+00 to 17+86
o Powerhouse access trail 0+00 to 1+50
- Install road surface course
o Main access road 6+75 to 17+86
o Intake access trail 0+00 to 2+25
o Powerhouse access trail 0+00 to 1+50
- Build powerhouse work pad
- Complete seeding and permanent stabilization measures for cut/fill slopes
The City plans to work with the CCI during December 2013 to make arrangements for
completion of the access road/trail construction. The City is considering modifying the scope
of work to include building construction trails along the penstock route.
