Space Heating Progress Report 2014 REF Grant 7050881Attachment 2 Progress Report Form Grantee: Native Village of Tanacross dba Tanacross Village Council Project Name: Tanacross Woody Biomass Community Facility Space Heating Project Grant # 7050881 Period of Report: 09/25/2014 to 11/13/2014 Project Activities Completed: All buried utilidor runs have been completed. The biomass heating station building exterior and interior surfaces have been finished and electrical and interior mechanical work is underway. A simplified heat exchanger system, pumps, and related plumbing have been installed by Denali Mechanical, Inc. inorder to allow for heat from the back- up oil -fired boiler within the biomass heating station to transfer heat to the 14,000 s.f. multi -use building this winter. Biomass heating station's construction activities this report period included payroll expenses are the following: Labor and fringe: $ 967.68 Construction: $67,805.28 Total: $68,772.96 Existing or Potential Problems: This project unfortunately experienced $89,000 in A&E expenses or a little over 20 percent of the Project's REF grant funds. Also, the complexity of the mechanical system has caused the Project's budget to be exceeded. Project cost overruns cannot be solely blamed on the Coffman design but also on the fact that when the original REF proposal was developed, it was not based on a project design but rather an estimate. Clearly, future REF projects should probably have a 65% design and cost estimate produced so that the proposed budget submission to REF has a higher degree of reliability. Also, financial reporting has been cumbersome because the 28 line item categories are too many and also do not reflect the project's actual scope of work. Rather a 4 or 5 line item category budget would be much more useful. TVC needs to identify additional funding for the Project and has already submitted a full funding proposal to the U.S. DOE's Office of Energy's Deployment of Clean Energy and Energy Efficiency on Indian Lands, Number DE-FOA-0001021 — Topic Area 2: Community -Scale Clean Energy Deployment for funds to complete the project if approved. If not approved, TVC will seek FY2016 Legislative CIP funding to the complete the project summer, 2015. Activities Targeted for Next Reporting Period: During the next report period, TVC expects to perform the following activities: 1) Continue internal mechanical and electrical work at the biomass heating station sufficient to deliver oil-firedheatto the 14,000 s.f mulit-use building.
