SITE INVESTIGATION -PRELIMINARY DESIGN REPORT -DRAFT NoRTHWAY BULK FUEL UPGRADE - STATE OF ALASKA,DIVISION OF ENERGY il MaRrcH 16,1998 D&M Jos No.37203-010-218 1.0 INTRODUCTION This preliminary design report presents the results of our data review and initial site investigation for the proposed Bulk Fuel Upgrade for the Walter Northway School in Northway,Alaska.This report is based on information gathered during our site visit and field survey,information obtained from the Department of Community and Regional Affairs (DCRA),title information obtained from the Department of Transportation,and conversations with the personnel at the Gateway School District and the school. The site investigation and field survey were conducted from February 25,1998,through February 26,1998.Appropriate school personnel were contacted and interviewed regarding current and proposed fuel storage practices at the school.Additionally,the existing fuel system was documented,and a limited topographic survey of the proposed tank site was completed. 2.0 EXISTING FUEL STORAGE FACILITIES 2.1 GENERAL SITE OVERVIEW The school is located on a parcel of land within U.S.Survey No.2630.The school is located directly off the main road between Northway Junction and the Northway Airport.The terrain is generally level and slightly higher than the road.In addition to the school building,there are two storage sheds,a sewage treatment building,a satellite dish,an unused trailer house,a hockey rink, and a hockey shed in the general area surrounding the school.The immediate area around the north end of the school is wooded.The school is supplied with heat from boilers in the mechanical room (Figure 1). 2.2 CURRENT FUEL STORAGE AND USAGE Table 1 presents the current available fuel storage at the school facility based on our understanding of the conditions in Northway.The estimated current heating fuel usage for the school,based on a conversation with Mr.John Landroche,School District Maintenance,is 20,000 to 25,000 gallons per year.Additionally,the hockey shed uses approximately 1000 gallon a year.Fuel deliveries to the Northway School typically occur several times a year by fuel truck from Tok. SITE INVESTIGATION -PRELIMINARY DESIGN REPORT -DRAFT MARCH 16,1998 NorTHWAY BULK FUEL UPGRADE D&M Jos No.37203-010-218 STATE OF ALASKA,DIVISION OF ENERGY | TABLE 1 EXISTING FUEL STORAGE Tank Use Tank Diameter Tank Length Storage Capacity Fuel Type School (Three Tanks)8 ft 13 ft 9 in 5000 gallons each Heating Oil Hockey Rink Shed 3 ft9in 6 ft 500 gallons Heating Oil The current population of Northway is approximately 350 and the school enrollment is approximately 85 students and 9 staff.The school district does not foresee an increase in usage in the near future. 2.3 EXISTING TANKS Tanks and Manifold:The existing tankage at the site consists of one 500-gallon and three 5000- gallon aboveground horizontal storage tanks (See Photo 1).The 5000-gallon tanks supply heating oil to two oil-fired boilers used for heating and hot water.The 500-gallon tank supplies the Hockey Shed with fuel oil.The main fuel tanks are filled via a fill line that connects to all three tanks.The fill line is a 3-inch steel pipe with threaded unions and valves.At the north end of the fill line,a threaded bushing is used to reduce down to the school supply line (Photo 2).Inside the school mechanical room is a 95 gallon day tank and supply pump (Photos 3 and 4). Piping:The school supply lines are buried from near the tanks to just under the entryway at the north end of the school.From there,the lines transition out of the ground and up into the raised floor of the school.Somewhere within the enclosed floor space both lines transition from copper to steel before entering the mechanical room. Secondary Containment:Due to snow cover at the time of the site visit,the presence of a liner beneath the tanks could not be confirmed.The existence of containment berms also could not be confirmed,however,if they do exist they appear inadequate.The area around the existing tanks is reportedly contaminated from a spill in 1988.For this reason the current location was not considered for the installation of the proposed new tanks. SITE INVESTIGATION -PRELIMINARY DESIGN REPORT -DRAFT MarRcH 16,1998 NoRTHWAY BULK FUEL UPGRADE D&M Jos No.37203-010-218 STATE OF ALASKA,DIVISION OF ENERGY 2 3.0 REUSE OF EXISTING EQUIPMENT Tanks and Manifold:The existing bulk fuel tanks,manifold piping and appurtenances will not be reused in the proposed upgrade.However,the day tank in the mechanical room will be retained. Piping:The supply and return lines from the tank farm to the school are copper lines and will not be reused.The pipes within the floor space are assumed to be either copper or threaded iron pipe and likewise are not planned for reuse. Secondary Containment:Reuse of any existing secondary containment materials is not planned. 4.0 PROPOSED TANK FARM 4.1 GENERAL SITE CONDITIONS There are two potential sites for the tank farm.The proposed site is located due north of the school (Photo 3).The alternate site is located on the west side of the school between the sewage treatment plant and the trailer,see Figure 1.For either location,the fire lane around the school will have to be maintained. Both sites are wooded with 3 to 5 inch diameter spruce trees.It is likely that the sites are considered wetlands and a Corps of Engineers permit will be required. 4.2 TANKS Three skid mounted,double walled,10,000-gallon tanks are proposed for this site.The attached site plan (Figure 1)shows the proposed locations for the new tanks.Since the tanks are double walled,construction of a secondary containment area will not be required.No upgrades to the 500-gallon tank for the Hockey Shed are planned. 4.3 FUEL DISTRIBUTION The supply and return lines from the tank farm to the day tank will be 2-inch welded schedule 80 carbon steel with flanged fittings.This piping will be supported on timber blocks above ground SITE INVESTIGATION -PRELIMINARY DESIGN REPORT-DRAFT MARCH 16,1998 NORTHWAY BULK FUEL UPGRADE D&M Jos No.37203-010-218 STATE OF ALASKA,DIVISION OF ENERGY 3 while outside the building.Once the perimeter of the building is crossed,the line will be hung below the building soffit.At the mechanical room,the lines will turn upward and penetrate the floor.The lines will then be connected to the existing system.Flex connections will be located appropriately to allow for tank settlement and pipeline movement.The lines will be above ground except for the fire lane crossing,which will be in a culvert.The pipeline next to the fire lane will be protected from vehicles by posts. 4.4 TANK FILL LINE The tanks will be filled from a delivery truck.The driveway around the school will allow the tanker truck to back up to the tank farm for filling.The fill line will have a dry break fitting for connection to the fuel truck. 4.5 PROPERTY OWNERSHIP AND RIGHT-OF-WAY The school building is located on Tract I-C of U.S.Survey No.2630,and is owned by the State of Alaska.While the State of Alaska owns the land,there is some question as to which state agency actually manages the property.The DOT-PF claims management rights.This information was gathered from conversations with DOT ROW in Fairbanks and the Department of Education in Juneau.A legal description,a property plan and two memorandums are attached as Appendix A.The memorandums transfer the property from aviation use to school use. 4.6 SEPARATION DISTANCES The proposed fuel tank will be located on the school property.The Uniform Fire Code requires a 30-foot set back distance from the edge of an adjacent property that can be built upon.A minimum of 5 feet is required from the School building. Alaska Department of Environmental Conservation (ADEC)regulations requires a 100-foot separation distance from a Class A or B drinking water well.The 100-foot separation distance is indicated on Figure 1,and will not effect the location of the tank farm. 4.7 FLOOD PLAIN EVALUATION The area around the community is prone to flooding;however,flooding in 1997 did not threaten the school.The school maintenance man reported that the school property has not been flooded SITE INVESTIGATION PRELIMINARY DESIGN REPORT -DRAFT MARCH 16,1998 NoRTHWAY BULK FUEL UPGRADE D&M Jos No.37203-010-218 STATE OF ALASKA,DIVISION OF ENERGY 4 in recent years.The Corps of Engineers has not established a design flood elevation for the area. A note in the Corps of Engineers files indicates that 1 to 2 feet of water covered the runway during the 1948 flood. 4.8 SITE DRAINAGE Site drainage appears to be good.It is recommended that the tanks be placed on a pad raised a minimum of 1 foot above the existing grade to provide local site drainage. 4.9 GEOTECHNICAL The school is placed on pilings with thermosyphones.Most of the houses in the area are supported by post and pad foundations.Based on Dames and Moore's experience on other projects in the area,permafrost is prevalent.The supply and return pipes will be fitted with flex connections to accommodate some movement of the piping.Four inches of insulation will be placed under the fill to minimize frost heave and protect frozen subsurface soils (Figure 2). 5.0 PRELIMINARY COST ESTIMATE Based on the preliminary design and information presented in this report,we estimate that the cost to install the tank will be approximately $191,000.A detailed breakdown of this cost estimate is provided in Appendix B. This cost estimate was prepared based on a 2-man crew and a construction period of 10 days.A 15 percent contingency and 10 percent procurement/project management cost is included in the cost estimate. No money was allocated for removal and disposal of the existing tanks or remediation of contaminated materials.
