Ik 1.0 INTRODUCTION This preliminary design report presents the results of our data review and initial site investigation for the proposed Bulk Fuel Upgrade for the Mentasta School in Mentasta,Alaska.This report is based on information gathered during our site visit and field survey,information obtained from the Department of Community and Regional Affairs (DCRA),the Public Health Service (PHS), recorded title information,and conversations with the personnel at the Gateway School District. The site investigation and field survey were conducted from October 22,1997,through October 23,1997.Appropriate school personnel were contacted and interviewed regarding current and proposed fuel storage practices at the school.Additionally,the existing fuel system was documented,and a topographic survey of the proposed tank site was completed. 2.0 EXISTING FUEL STORAGE FACILITIES 2.1.GENERAL SITE OVERVIEW The school is located on Lots 2,3,4,and 5 of Block 5,Tract "A”U.S.Survey No.4362.The school is supplied with heat from boilers in a separate building (Figure 1).The proposed fuel tank will supply this boiler building.In addition to the boiler building,there is a storage shed,an electrical building,a satellite dish and equipment building,and a hockey rink in the general area surrounding the school.The generators in the electrical building,which belong to Alaska Power and Telephone,are supplied with fuel from a 5,200-gallon aboveground fuel tank.There is a short utilidor between the boiler shed and the school in which the heat pipes and hot water lines run. 2.2.CURRENT FUEL STORAGE AND USAGE Table 1 presents the available fuel storage at the school facility based on our understanding of the current conditions in Mentasta.The estimated current fuel usage for the school,based on a conversation with Mr.John Landroche,School District Maintenance,is 20,000 gallons per year. Currently,fuel deliveries to the Mentasta School typically occur many times a year by fuel truck from Tok.The fuel company typically tops off the school's tanks when making deliveries to residential houses in the village. SITE INVESTIGATION -PRELIMINARY DESIGN REPORT -DRAFT NOVEMBER 25,1997 MENTASTA BULK FUEL UPGRADE D&M Jos No.37203-007-218 STATE OF ALASKA,DIVISION OF ENERGY TABLE 1 EXISTING FUEL STORAGE Tank Tank Tank Storage Fuel Owner Diameter Length Capacity Type School (Two Tanks)3.8 feet 6 feet 500 gallons each Heating Oil Alaska Telephone and Power 8 feet 15.6 feet 5,200 gallons with Diesel secondary containment The current population of Mentasta is approximately 150 and the school's enrollment is approximately 40 students.The school district does not foresee an increase in usage in the near future. 2.3.EXISTING TANKS The existing school fuel tanks consist of two 500-gallon aboveground tanks.These tanks supply two oil-fired boilers used for heat and a hot water heater.The fuel lines to the boilers and hot water heater are copper lines.Fuel is not piped into the school.The other fuel tank located in the area is a 5,200-gallon tank,which supplies the electrical generators for the village. The school's tanks are currently filled by truck many times a year.This is expensive and time consuming.The school does not sell or dispense fuel to anyone,and there are no plans to do so in the future.There is no containment system in place due to the small size of the fuel tanks. 3.0 REUSE OF EXISTING EQUIPMENT Since the existing tanks are to be replaced,there are no existing components that can be reused, except the copper line inside the boiler shed.Converting one of the existing fuel tanks to a day tank for the new system was considered,but the labor and equipment required for the conversion ruled out this option. STE INVESTIGATION =PRELIMINARY DESIGN REPORT -DRAFT NOVEMBER 25,1997 MENTASTA BULK FUEL UPGRADE D&M Jos No.37203-007-218 STATE OF ALASKA,DIVISION OF ENERGY 4.0 PROPOSED TANK FARM 4.1 GENERAL SITE CONDITIONS The proposed site is located southwest of the existing boiler building (Photo 1).On the southwest side of the boiler shed is a storage shed that at the time of the site visit was not being used.A §,200-gallon fuel tank for the electrical generators,a satellite dish,and a small satellite equipment building are located in the same general area.The school's hockey rink is located to the south and there is a short utilidor between the boiler building and school in which the heat pipes and hot water lines are located (Figure 1).The terrain is generally flat,with the area near the hockey rink slightly lower than the area near the boiler shed.The surface is mostly cleared of trees and vegetation.It does not appear that the school stores snow near the proposed site since it is inaccessible as a result of the utilidor. 4.2 TANKS The attached site plan (Figure 1)shows the proposed locations for the new 10,000-gallon,double- wall tank and the day tank.The double-wall tank provides secondary containment. 4.3,FUEL DISTRIBUTION The fuel will be piped directly into an outside day tank,then into the boiler building for use.The lines to the day tank will be 2-inch schedule 40 carbon steel with flanged connections.Flex connections will be located appropriately to allow for tank settlement and pipeline movement. 4.4 TANK FILL LINE The tank will be filled from a delivery truck from Mentasta Road.The tank will be equipped with a 2-inch fill line located on the west end,with a ball valve and check valve.The fill line will have a camlock fitting for connection to the fuel truck. 4.5 PROPERTY OWNERSHIP AND RIGHT-OF-WAY The school building is located on Lots 2 and 3 of Block 5,Tract "A”U.S.Survey No.4362.The hockey rink is located mostly on Lots 4 and 5 of Block 5.The school and related buildings are SITE INVESTIGATION -PRELIMINARY DESIGN REPORT -DRAFT NOVEMBER 25,1997 MENTASTA BULK FUEL UPGRADE D&M Jos No.37203-007-218 STATE OF ALASKA,DIVISION OF ENERGY contained mostly on Lot 3,which the school district owns.A portion of the school is built on Lot 2,for which the school has a use permit from the Village.Lot 4 is leased to the school district from the Village for a term of 55 years.Lot 5 is owned by the Village.This information was gathered from conversations with the School Principal and the Land Manager for the school district.A property profile and a copy of the use permits provided by the Alaska Department of Education are attached in Appendix A. 4.6 SEPARATION DISTANCES The proposed fuel tank will be located on Lot 3,adjacent to the Mentasta Road right-of-way (ROW)and the Lot 4 property line.The Uniform Fire Code requires a 30-foot set back distance from the edge of an adjacent property which can be built upon.A minimum of 5 feet is required from a road ROW. Alaska Department of Environmental Conservation (ADEC)regulations require a 100-foot separation distance from a Class A or B drinking water well.The well location was determined from a conversation with Mr.Landroche.The 100-foot separation distance is indicated on Figure 1. Due to the geometry of the site and locations of the existing structures,the proposed fuel tank location will not meet the required set back distance from Lot 4.Since a waiver from ADEC would be required for a decreased separation distance from the well,it was decided to place the tank near the property line for Lot 4.The required 30-foot set back from the property line can be encroached upon since the School District appears to have a long-term use permit for Lot 4. 4.7 FLOOD PLAIN EVALUATION The Corps of Engineers indicated that no floodplain information had been gathered for the site. A conversation with the school principal,Mrs.Barbara Dalke,indicted the area did not generally flood.The main concern would be flooding due to spring runoff,or heavy rain falls,especially when the ground is frozen. 4.8 SITE DRAINAGE Site drainage appears to be good.It is recommended that the tank be placed on a pad raised a minimum of 6 inches above the existing grade to provide local site drainage. SITE INVESTIGATION -PRELIMINARY DESIGN REPORT -DRAFT NOVEMBER 25,1997 MENTASTA BULK FUEL UPGRADE D&M Jos No.37203-007-218 STATE OF ALASKA,DIVISION OF ENERGY 4.9 GEOTECHNICAL A test hole for the School septic system revealed 1-foot of "silty organic trace sand brown,” followed by sandy gravel with trace silt and many cobbles (Appendix B;No.3).Soils were reported as sandy gravel with few cobbles from 8 to 10 feet,and sandy gravel to the bottom of the hole at 15 feet.The test hole did not indicate the presence of a water table or permafrost. Since this fuel tank is to be an aboveground,skid-mounted tank,additional soils information is not needed.Available soils information in the area is provided in a report by Village Safe Water (Appendix B). ) 5.0 PRELIMINARY COST ESTIMATE Based on the preliminary design and information presented in this report,we estimate that the cost to install this tank will be $74,047.A breakdown of this cost is provided in Appendix C. This cost estimate was prepared based on a 2-man crew and a construction period of 5 days.A 10 percent contingency and 6 percent procurement/project management cost is included in the cost estimate.
