On Thursday August 2,2001,David Lockard of the AEA/REG and JohnDickersonofAE&E performed a site visit and met with local residents andcommunityleaderstodiscusstheproject. The new consolidated tank farm will provide storage of diesel fuel required foroperatingtheINNECsupplementarydiesel-electric generators.The facility willalsoprovidestorageofgasolineanddieselfuelforfleetdispensingforINNECandCityheavyequipmentoperations,vehicles,law enforcement,and searchandrescueemergencyoperations.INNEC will be the owner and operator of thefacilityandwillutilizethevastmajorityofthefuel.The City will have access tobothgasolineanddieselfuelthroughthefleetfuelingdispenser. A total of five new tanks will be required to meet the projected fuel storage anddispensingrequirementsforINNECandtheCityofNewhalen.The consolidatedtankfarmwillhaveagrossstorage(tank shell)capacity of 93,000 gallons ofdieselfueland2,000 gallons of gasoline,for a combined gross storage capacityof95,000 gallons.The existing tank farm gross storage capacity is 213,000gallons.The proposed capacity of 95,000 gallons is within the DenaliCommissionguidelineof120%of existing capacity. All of the tanks will be installed within one lined earthen berm dike and enclosed by a security fence. The primary means of diesel fuel delivery will be via barge.SupplementarydieselfueldeliverieswillbemadebyairplanetotheIliamnaairportandhauledtothefacilitybytruck.All gasoline will be delivered by truck.The facility willincludeanewburied3"barge fill pipeline approximately 1,600 feet in length totheNewhalenRiverandtruckfillconnectionslocatedinsidethedike. Fuel will be transferred to the INNEC power plant day tanks via a new buried 600'long 2”transfer pipeline with a centrifugal-style transfer pump. A service station style dual product dispenser will be installed in a securityenclosure.A key-access type inventory control system will be installed to allowINNECandCityemployeesaccesstogasolineanddieselfuelwithoutrequiring anyone to oversee sales. The proposed project schedule calls for design and permitting in the winter of2002/2003,construction from June through August 2003,and the facility fully functional by September 2003. The total project cost including all design,supervision,inspection,permitting,anda20%contingency is estimated to be $1,086,569,which equates to a unit costof$11.44 per gallon based on a gross storage capacity of 95,000 gallons.ThisisbelowtheDenaliCommissionbenchmarkcostrangeof$14.00 to $12.00 per gallon for 50,000 gallon to 100,000 gallon capacity tank farms. On Thursday,August 2,2001,David Lockard of the AEA/REG and JohnDickersonofAE&E performed a site visit and met with local residents,INNECofficials,and community leaders to discuss the project. Information was obtained from the following individuals: e The Honorable Robert Rychnovsky,Mayor,City of Newhalen 571-1226eJerryArmstrong,INNEC 571-1259 e John Johnson,INNEC 571-1259 e Donna Vukich,INNEC and Naknek Electric 246-4261 e Sean Montgomery,City of Newhalen 571-1226 e Ronald Wassillie,Newhalen Tribal Council 571-1410 Prior to the field investigation,available information was obtained and analyzed,including aerial photographs,community profile,survey plats,engineeringstudies,Corps of Engineers Wetlands and flood information,and other relevant data. 1.1 Code Analysis Prior work performed by the State of Alaska Division of Energy (DOE)included acodeevaluationofexistingfacilitiesandpreparationofadatabasesummarizingresults.The existing facilities were reviewed and information in the databaseverifiedandrevisedasrequired.The following Ikis a summary of existing facilitydeficienciesthatwereobserved: e Improper Secondary Containment (Diking)-Many of the tanks are not within a proper liquid tight secondary containment system of adequate capacity as required by the Fire Code and EPA regulations and some of the tanks have no containment. e No Security Fence -Many of the tanks are located in the community proper and in areas of high vehicle and pedestrian traffic without proper security fencing.This presents an extreme hazard to the community with children commonly walking and playing around the tanks.It also greatlyincreasesanechanceofaspillorfireduetovandalismandtheftwhenunattended. e Improper Tank Foundations -Several of the tanks are resting directly on the ground. Newhalen Bulk Fuel!Consolidation &Upgrade June 12,2002 Concept Design Report Alaska Energy and Engineering e Improper Piping and Valves -Existing piping systems are a combinationofthreadedsteelpipeandrubberhose.Many of the valves are made of bronze,in violation of the Fire Code,and appear to be worn out. e Wiring Not in Compliance With National Electrical Code -The wiring for the dispensers does not meet code and presents a potential explosion/fire hazard for employees and customers. The combination of deficiencies poses a significant threat to public safety and the environment.A major project is required to construct a new Village-owned, code and regulation compliant tank farm to meet the long-term needs ofNewhalen. The concept design for the new facility has been prepared to meet current code and regulatory requirements which include: e The 2000 Edition of the International Fire Code,including State of AlaskaAmendments e The 1999 Edition of the National Electrical Code e 40 CFR,Part 112.1-12,U.S.Environmental Protection Agency SpillPreventionRequirementsincludingpendingRevisions e 33 CFR,Part 154.30 &154.1030,U.S.Coast Guard Spill PreventionRequirements The design also incorporates appropriate industry standards such as NationalFireProtectionAssociation(NFPA)and American Petroleum Institute (AP!)aswellasprovenmethodsandmaterialsthathavebeenusedsuccessfullyonotherruralbulkfuelfacilitiesinsimilarlocationsandclimates. 2.0 EXISTING FUEL STORAGE FACILITIES -FUNCTION AND CAPACITY Retail sales,bulk deliveries,and dispensing of gasoline and diesel fuel areprovidedbyvariouscommercialoperatorsintheNewhalen-lliamna_area.INNEC,the City of Newhalen,and the Lake and Peninsula School District (LPSD)are the only current public owners of bulk fuel storage facilities inNewhalen.The Newhalen Tribal Council has ceased all bulk fuel operations.The LPSD recently upgraded the Newhalen School's single bulk tank into astand-alone,fully code compliant truck-fill facility and will therefore not be aparticipantinthisproject.The City of Newhalen maintains a single 1,500 gallongasolinedispensingtankusedtosupport24hourVillagePublicSafetyOfficer(VPSO)operations including search and rescue missions.The City is alsoresponsibleforprovidingdieselfuelforseveralpiecesofroadmaintenance/snowremovalequipment,which is currently accomplished using fuel drums. INNEC provides all of the electric power generation for the communities oflliamna,Newhalen,and Nondalton.The majority of power is produced by theTaziminahydroelectricfacility.Diesel generators are used to meet peakdemandsandwhentheTaziminafacilityisofflineduringperiodsoflowwaterorheavyiceintheTaziminaRiver.INNEC also uses a small quantity of gasolineanddieselfuelforvehiclesandequipment(fleet service). Newhalen is accessible by fuel barge except during years with unusually lowwaterlevelsintheKvichakRiver,which has occurred as recently as 1997 and 2 Newhalen Bulk Fuel Consolidation &Upgrade June 12,2002 Concept Design Report Alaska Energy and Engineering 1998.There is a State owned and maintained 5,000 foot long runway,making itpossibletoreceivefueldeliveriesbylargeairplanes(DC-6).Local businessesprovidetruckingservicesfortransportingfuelfromtheairporttothebulktanks.Yukon Fuel,Moody's Fuel,Northern Air Fuel and Everts Air Fuel are the primaryfuelsupplierstoNewhalen. Each individual facility was evaluated to determine specific needs anddeficiencies.Tanks were visually examined to determine suitability for re-use.The following paragraphs summarize findings for each tank farm: e LPSD (#1).The LPSD School tank farm was renovated in summer 2000.It is fully code compliant and consists of a single 5,000 gallon gross shellcapacityhorizontalskidmounteddoublewalltankinalinedtimbertertiarycontainmentdike.The fuel is used to provide space heat and emergencypowergenerationfortheschoolfacility.The fuel is purchased from localvendorsandisdeliveredbytankertruck. e INNEC (#2).This facility is located on property leased to INNEC by the City ofNewhalen.It consists of 20 diesel fuel storage tanks contained within anunlinedearthenbermdike.The fuel provides for back-up village electricpowergenerationforthevillagesofIlliamna,Newhalen,and Nondalton.Fuelcanbedeliveredbytruckorbarge.Barge deliveries are through a 1,900'long 2”welded steel buried pipeline that terminates at a marine header neartheshoreoftheNewhalenRiver.There is 10'high fencing around theperimeterwhichisnotsecure.The twenty tanks located in the dike consist ofacombinationofvertical"BIA”style tanks,horizontal tanks,and rectangulartanks,none of which are UL labeled.Many of the tanks are heavily rusted,dented,and are in direct contact with the ground.Most do not haveemergencyvents.None of the tanks are deemed suitable for reuse.There isa2”welded steel piping manifold with flanged steel isolation valves but noflexes,check valves,or PRV's.There is one fairly new 5,200 gallon doublewallweldedsteelskidmounteddieselfleetdispensingtanklocatedoutsidethedikeneartheINNECpowerplant.This tank is UL labeled,is completewithemergencyvents,is in very good condition,andis suitable for reuse. 3 Newhalen Bulk Fuel Consolidation &Upgrade June 12,2002 Concept Design Report Alaska Energy and Engineering e Yukon Fuel (Previous Kijic Corporation)(#3).The Kijic Corporation (Nondalton Village Corporation)began construction on this facility but nevercompletedit.It was recently purchased and put into service by Yukon FuelCompany.It is now used to store Jet-A fuel and Avgas.All fuel is truck delivered to and truck transferred from this facility.It is located near theINNECtankfarm.There are six ex-military domed-end heavy wall welded steel tanks that had previously been installed underground and are now installed above ground.The tanks are contained within an earthen berm dike with a membrane liner that was recently installed by Yukon Fuel.Each tankhastop-fill and bottom withdrawal with flanged steel valves.There is also a pump building,truck-loading facility,and dispensing station in various stages of completion. e City of Newhalen (4).The city has a stand-alone 1,500 gallon single wall welded steel horizontal skid mounted gasoline tank located near the cityofficebuilding.The tank is used for dispensing gasoline to support 24 hourVPSOoperationsincludingsearchandrescuemissions.There is no secondary containment or security fencing and it does not meet requiredoffsetsforadispensingfacility.Dispensing is through a top mounted portable pump. 2.1 Existing Equipment Suitable for Reuse The existing code-compliant 5,200 gallon double wall horizontal skid mountedINNECtankwillberetainedforuseasoilspillcontingencystorage.The existing .day tanks in the INNEC power plant will remain in service.No other existingequipmentwithinthecommunityIssuitableforreuse. 2.2.Demolition of Existing Tanks The scope of this project will also include removal from service of all public-owned tank farms that are no longer required.All abandoned City and TribalCounciltankswillbedrainedofproduct,the piping will be removed,and the tankconnectionswillbepluggedorblindflanged.The existing INNEC tank farm maycontainasmuchas190,000 gallons of diesel,depending on the amount ofdiesel-electric generation that was required since the last barge delivery.At theendofconstructionasmuchfuelaspossiblewillbetransferredfromtheoldtanksintothenewfacility.INNEC will be responsible for transferring anyremainingfuelasspacebecomesavailable.The Alaska Department ofEnvironmentalConservation(DEC)is currently administering a program fordemolitionanddisposalofoldfueltanks.Depending upon funding availabilityandscheduling,the DEC may dispose of the old public tanks in the future. 3.0 CURRENT FUEL CONSUMPTION Annual fuel consumption information was obtained from INNEC for the first three years of full-time hydroelectric plant operation.The consumption has varieddependinguponriverconditions.The annual consumption was 51,000 gallonsin1998;67,000 gallons in 1999;and 55,000 gallons in 2000.During the pastwinter,the hydro facility was down to approximately 30%of capacity fromDecember,2001 through April,2002 due to low water levels in the river andunfavorableiceconditions.The power plant used approximately 60,000 gallonsduringthat5monthperiod.However,over $20,000 worth of damage was donetotheturbinesduetooperatingthematsuchlowcapacity.In the future it islikelythatINNECwillopttoshutdownthehydrofacilitywhensimilarconditions 4 Newhalen Bulk Fuel Consolidation &Upgrade June 12,2002 Concept Design Report Alaska Energy and Engineering occur.For planning purposes we have assumed a "typical"peak year will be the60,000 gallons used over the 5 month period just experienced plus an additional10,000 gallons to cover interruptions to the hydro plant production and meetingpeakdemandsduringtheremaining7months.In addition,the utility isestimatedtouseupto2,000 gallons of diesel fuel and 500 gallons of gasolineforfleetservice. There were no fuel consumption records available from the City of Newhalen.Quantities used were estimated by City officials.The following table summarizesannualfuelconsumptionquantities: CURRENT ANNUAL FUEL CONSUMPTION Facility Unleaded Gas Diesel Fuel INNEC 500 gallons 72,000 gallons City of Newhalen 2,000 gallons 2,000 gallons Total 2,500 gallons 74,000 gallons 3.1.Planned Infrastructure Improvements It is important to evaluate the impact of recent installations and planned near-term infrastructure improvement projects on existing utility systems.Schooladditions,water and sewer expansions,new homes,as well as other communityimprovementsallcanadverselyimpacttheadequacyofexistingutilities.As ofthetimeofthisstudytherearenoknownpendingprojectsthatwillaffectfuelconsumptionatthefacilitiesincludedinthisproject. 3.2.Tank Capacity Requirements The tank farm must be designed to meet the combined needs of all users.Withtheabilitytoreceivefueldeliveriesbyairitisonlynecessarytostoresufficientfueltomeetanormalpeakyear's consumption.An unusual peak demand suchashavingtheTaziminahydroelectricfacilitycompletelyofflineforanextendedperiodoftimecanreadilybeaccommodatedbyairdelivery.The "typical"peakannualconsumptionwasselectedasthequantitythatshouldbeaccommodatedbybargedelivery.The proposed tank capacity will provide over 10%allowanceforfuturegrowthofdieselfuelconsumption.Unleaded gasoline will be truckdeliveredtothisfacilitybyalocalvendorsothereisnoneedtoprovidestoragecapacityequaltoannualconsumption.The following table compares thecombinedannualuseofeachproducttotheproposednetuseabletankcapacityforthenewfacility: Newhalen Bulk Fuel Consolidation &Upgrade Concept Design Report June 12,2002 Alaska Energy and Engineering CONSUMPTION VERSUS CAPACITY Product Current Future Est.Proposed ProposedAnnualAnnualUseNetGross Use in in Gallons |Capacity in |Capacity inGallonsGallons(1)|Gallons (2) Diesel 74,000 74,000 83,700 93,000 Unleaded Gasoline 2,500 2,500 1,800 2,000 Project Total 85,500 95,000 (1)Net capacity (90%of gross shell capacity)(2)The existing tank farm gross storage capacity is 213,000 gallons.The proposed capacity is within the Denali Commission guideline of 120% of existing capacity. 4.0 PROPOSED FACILITY DESCRIPTION The proposed new bulk fuel storage facility's primary function will be to providestorageofdieselfuelrequiredforoperatingtheINNECsupplementarydiesel-electric generators.The facility will also provide storage of gasoline and dieselfuelforfleetdispensingforINNECandCityheavyequipmentoperations,|vehicles,law enforcement,and search and rescue emergency operations.Thedesignprovidesforanewearthenbermdiketocontainallofthebulkstorage and dispensing tanks.A security fence will enclose the dike.A dual product fleet dispenser will be located in a security enclosure.The tank farm will contain three new 27,000 gallon tanks for diesel fuel bulk storage,one new 12,000gallontankfordieselfueldispensingandbulkstorage,and one new 2,000 gallontankforgasolinedispensing.The facility will be capable of receiving diesel fuelfromeitheranew3”barge fill pipeline or from a truck delivery connection on thetankfarmmanifoldpiping.A separate truck delivery connection will be providedforreceivinggasoline.A transfer pipeline and pump will be provided for fillingtheINNECpowerplantdaytanksfromthebulkstoragetanks. 4.1 Tank Farm Site The consolidated tank farm site is located within Lot 1 of the Newhalen ANCSA 14(c)Survey,Plat #91-3.The property is located to the south of the INNECpowerplantsitelocatedonNewhalenLot2.A Certificate to Plat was preparedbyPacificNorthwestTitleofAlaskaonOctober15,2001.It establishes that the consolidated tank farm site and marine pipeline route are vested in the City ofNewhalenAcopyoftheCertificatetoPlatisincludedinAppendixC.The newtankfarmsiteandpipelineeasementboundarieswillneedtobesurveyedandaplatorpropertyplanprepared.The City will need to provide INNEC with a long-term lease or deed to the property. The entire site is over 10'above the level of the mouth of the Newhalen River where it terminates into Lake lliamna and is not subject to flooding.The site isundeveloped.It borders on the gravel road that provides access to the villagesewagelagoonaswellastoTankFarms#2 and #3.The natural vegetation onthesiteconsistsofgrassycoverandlowbrush.The site has very little naturalslope.Due to the lack of drainage,there is considerable pooling of snowmelt on 6 Newhalen Bulk Fuel Consolidation &Upgrade June 12,2002 Concept Design Report Alaska Energy and Engineering this site during early spring thaw.An investigation into the subsurface conditions in the vicinity of the proposed tank farm is on-going.Based on initial inquiries it is assumed that there is no permafrost on the site and that a stable pad can be constructed by placing a minimum of 3'of gravel fill over a woven geotextile fabric.Data is being sought from prior excavations performed by the Public Health Service (PHS)for the adjacent sewer lift station and force main.A geotechnical investigation of the site will need to be performed prior to preparation of the final design..Based on assumed conditions,a small backhoewhichislocallyavailableshouldbeadequatetodigtestpits.A detailedtopographicalsurveywillalsoneedtobeperformedattheprojectsitetoprovideaccuratecontourdataforfinalpadandsitedrainagedesign. 4.2 Secondary Containment The International Fire Code and E.P.A.regulations require fuel tanks to beinstalledwithinasecondarycontainmentstructurethatiscapableofholdingthecontentsofthelargesttankplussufficientfreeboardtoholdaccumulatedprecipitation.The Lake and Peninsula Borough Coastal Management Planrequiresthesecondarycontainmenttobecapableofcontaining115%of thecapacityofthelargesttankplus12"of freeboard for precipitation.Based uponlocalsoilsconditionsandavailabilityofgravel,an earthen berm with amembrane.liner was determined to be the most practical means of providingsecondarycontainment. The new dike is sized to contain 115%of the contents of the largest tank within it(27,000 gallons)plus 14”of freeboard for precipitation.It will be lined with amembranelinercompatiblewithboth#1 diesel fuel and gasoline.A non-wovengeotextilefabricwillbeinstalledaboveandbelowthelinertominimizetheriskof puncture and damage and a 4”deep layer of gravel cover will be placed over theliner.A 4”deep cellular confinement grid will be installed over the liner on theinteriordikewallstoholdthegravelcoverinplaceonthesideslopes. 4.3 Tanks A total of five new tanks will be installed.All tanks will be shop built single wallhorizontalweldedsteeltanksbuiltandlabeledinaccordancewithUL142with steel saddle and skid foundations.The tank skids will be placed on concretefootingswhichwillbesizedtolimitsoilbearingpressureto1,500 pounds persquarefoot.All tanks will be equipped with level gauges,pressure/vacuumwhistlevents,emergency vents,manholes,access ladders,water draws,andflangedbottomfill/withdrawal connections. 4.4 Piping/Valves/Pumps/Accessories All 3"above grade piping will be pre-primed schedule 40 black steel.All 2"andsmallerabove-grade piping will be pre-primed schedule 80 black steel.Allbelow-grade piping will be schedule 80 steel with a high density polyethylenecoatingandcathodicprotection.Above-grade piping will be installed on treatedtimbersleepers,concrete pads,or supported from tanks and secured with steelpipestrapsorstrutandpipeclamps.All piping joints will be welded or flangedexceptforconnectionstopumpsandspecialtyvalveswhichmaybethreaded.Sufficient flanged joints will be provided to allow service of pumps and otherdevices.All connections to pumps and tanks will be made with stainless steelflexibleconnectors.Each isolated section of piping will be provided with 7 Newhalen Bulk Fuel Consolidation &Upgrade June 12,2002 Concept Design Report Alaska Energy and Engineering pressure relieving devices to account for thermal expansion of product causedbytemperaturefluctuations.Provisions for movement of the piping caused bythermalexpansionandcontractionwillalsobeincluded.All valves will be steel body industrial grade valves intended for use with fuels. A new 1,600'long 3”welded steel fill pipeline will be routed below grade from anewmarineheaderonthenorthbankoftheNewhalenRiverforreceivingbarge deliveries of diesel fuel.The buried pipeline will initially route north down the center of lliamna Road before turning east on a road right-of-way and then terminating above ground at the new tank farm site. A new 600'long 2”welded steel pipeline will be routed below grade from the tankfarmtotheexistingdaytankpipingintheINNECpowerplant.A centrifugal-styletransferpumpwillbeinstalledwithinthedike.The pump will draw out of the common manifold that connects to all four diesel fuel tanks.A signal conduit will be installed parallel to the transfer pipeline to enable start/stop control of the pump from the power plant.The pump controls will include a timer relay to limit run time.A normally closed actuator ball valve will be installed adjacent to thepumptoprovideisolationofthetransferpipelinewheneverthepumpisnot operating. A service station style dual product dispenser will be installed in a security enclosure.A key-access type inventory control system will be installed to allowINNECandCityemployeesaccesstogasolineanddieselfuelwithoutrequiring anyone to oversee sales.This system has separate keys for each party.A keyisrequiredtoactivatethedispensingsystem.Adjacent to each key switch is amechanicaltotalizingmeterthatmaintainsapermanenttotalofallfueldispensedbyeachparty.Submersible-style pumps equipped with anti-siphon valves will beinstalledinthedispensingtanksand2"piping will be routed above-grade to thedualproductdispenser. 4.5 Security The entire consolidated bulk storage dike will be enclosed by a 6'tall chain linkfencewitha1'high barbed wire top.Two 3'wide access gates will be providedintothefencedenclosure.The dual product dispenser will be installed within a post structure with concrete floor slab,metal roof,and full-height chain link fencewalls.All valves will be provided with lockable handles to prevent theft andvandalism.Pump controls will be installed within fenced security areas.Arealightingcontrolledbyphotocellwillbeprovidedatthedispensers,pump controls,and dike for security and spill detection and to enhance winter operation. 5.0 PROPOSED OPERATING SCENARIO AND SPILL RESPONSE The proposed consolidated facility is located on property currently owned by theCityofNewhalen.The City has expressed a willingness to lease this property toINNEC.INNEC will have the majority of the storage capacity in the new tankfarmandwillbethefacilityownerandoperator.INNEC managementresponsibilitieswillinclude:maintenance and operation of all tanks,pumps,andpipingsystems;removal of storm water from the dike;annual pressure testing ofpipelines;maintenance and replacement of spill response equipment andsupplies;and snow removal.These operating costs should be determined on apergallonofthroughputbasisandthepriceoffueladjustedtocoverthefacilityoperatingcosts.Because INNEC is a certified public utility,a business plan may 8 Newhalen Bulk Fuel Consolidation &Upgrade June 12,2002 Concept Design Report Alaska Energy and Engineering not be required.The need for a business plan must be evaluated and adeterminationreachedpriortobeginningfinaldesign.In addition,the TaziminahydroelectricprojectfinancingrequiredINNECtopledgeanyandallassetsascollateral.This could present a conflict for Denali Commission funding.DonnaVukich,General Manager of INNEC,was of the opinion that this requirementwouldnotbeextendedtothenewtankfarmproject.Additional research will need to be performed prior to committing to INNEC as the grantee.: Because the new facility will have oil storage tanks in excess of 660 gallons andwillreceivedeliverybymarinevessel,it will be subject to U.S.EnvironmentalProtectionAgencyandU.S.Coast Guard regulations.An Operations ManualandaLetterofIntentwillneedtobepreparedandsubmittedtotheCoastGuard.An Oil Spill Response Plan will need to be prepared and submitted to both theCoastGuardandtheEPA.The facility will also require preparation of a SpillPreventionControlandCountermeasures(SPCC)plan.Spill response gear, including sorbent material,protective safety gear,and possibly containmentboomwillneedtobepurchased.The existing 5,200 gallon INNEC double walltankwillbeplacedinthevicinityofthenewconsolidatedfacilityanddedicatedto spill contingency storage. 6.0 PERMITTING An Environmental Assessment (EA)will need to be completed prior to construction of the project.An EA is required for all projects that require afederalpermit(such as a Corps of Engineers Wetlands Permit)or are federallyfunded.The EA confirms there is no significant impact to the environment caused by the project.As part of the EA,a Coastal Zone Management ProjectQuestionnairewillbecompletedandsubmittedtotheDivisionofGovernmental Coordination and the Lake and Peninsula Borough.A Corps of EngineersWetlandspermitwillmostlikelyberequiredforconstructionoftheconsolidated tank farm.This project should qualify for review under the Department of theArmyGeneralPermit96-07 for village bulk fuel facilities.The general permit streamlines the approval process.Similar projects have been permitted in less than two months under the general permit. A Plan Review permit from the State Fire Marshal is required.Final stamped design drawings will need to be submitted for review and approval prior to construction. A Development Permit will be required from the Lake and Peninsula Borough to construct the consolidated tank farm.This permit usually requires a public hearing and waiting period.The process is expected to take approximately 3monthsandshouldbegininDecembertoensurecompletionintimeforspringconstruction. Weather is generally best for construction in spring and early summer.The proposed schedule calls for site work to begin in early June with full projectmobilizationbymid-June.The tank farm should be substantially complete andfunctionalbySeptember.The project schedule on the following page hasdevelopedonthisbasis.
