Install diamond steel plate on the floor for a minimum of 12 inches around Generator #3 in accordance with NFPA-37. Presently the Trident processor is generating its own power.The communityutilitymanagershouldproposeatie-in with Trident processor,which willprovideabenefittobothsides.Trident would not have to spend money onmaintenanceandoperatingcost,and the community power plant will improve itsgenerationefficiency.: There are 20 each 175 watt unmetered mercury vapor street lights in thecommunity.It is estimated that the total monthly unmetered street light loadis1,278 KWH.This is a portion of the unmetered system losses,and is aneligiblecommunityfacilitycostforPCEsubsidy. Train the operator on how to most efficiently operate the power plant and in theuseofplantlogstoenhancepreventativemaintenance,tracking parts cost,andfuelandoilconsumption. The power plant consists of two 75 kW generators and one 125 kW diesel fired JohnDeereenginegeneratorandautomaticparallelingswitchgearhousedinawoodframeuilding. ATKA GENERAL INFORMATION: The original power plant was constructed 20 to 25 years ago by the BIA.The CitytookoverthepowerplantfromtheBIAin1981.The original power plant consistedofa40kW,75 kW and a 125 kW generator installed by Pacific Diesel of Seattle,Washington.After the village purchased the local cold storage plant,the 40 kWgeneratorwasreplacedwitha75kWJohnDeereunit.None of the generators havebeenoverhauledalthoughtwooftheunitshaveexcessof20,000 hours on them.Thenewer75kWgenerator(Unit #3)had a bad voltage regulator and no speed sensorinstalledatthetimeofthesitevisit.While on the site,Bob Donahan installed the speed sensor but was not able to make final adjustments to the control systembecauseofthebadvoltageregulator.The voltage regulator,speed control andthreefuelinjectorswerehandcarriedbacktoAnchoragetoberebuilt.A newvoltageregulator,speed adjustment potentiometers,shielded wire and miscellaneous_tools were ordered from Craig Taylor Company for the utility.The power plantoperator(Nick)was left with a set of sketches for installing the new equipment. The existing automatic paralleling switchgear has never been used in the automaticmode.The installation of the new speed control and speed sensors will makeparallelingthegeneratorsmucheasier. As noted above,the community recently purchased the local cold storage plant.Thisplanthasa400ampereserviceandseverallargemotors(two 7.5 HP compressors,two -15 HP compressors,four 7.2 kW electric defrost heaters)with across the linestartersthatcausethedistributionandgenerationsystemtohaveapoorloadfactor.Although the demand load is approximately 40 to 50 kW,the 125 kW generatormustbeon-line to handle the starting of these large loads.Even with the 125 kWuniton-line,lights flicker throughout the community when the compressors start.The utility manager,Larry Dirks,Jr.,asked the Alaska Energy Authority toinvestigatetheuseofreducedvoltagestarterstoallowtheutilitytorunthesmaller75kWunitstohandletheloadsandincreasethefuelefficiency'of theplant. The utility has not been using the demand meter or total kWH readings to completethePCEforms.Juile Dirk and Nick,the plant operators,were instructed how tocorrectlyread,record and use the multiplier to obtain accurate information for thePCEreport.Juile was also instructed how to calculate the new plant kWH production.The daytank is a 1000 gallon tank that is filled once a week onSunday.For better control,a smaller 50 to 75 gallon,automatic,self-fillingdaytankwithnewfuelmetershouldbeinstalled.
