CITY OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT ii D&M Jos No.37203-011-218 1.0 INTRODUCTION This preliminary design report presents the results of our data review and initial site investigation for the proposed City of Tanana Bulk Fuel Upgrade in Tanana,Alaska.This report was prepared based on information gathered during our site visit and field survey,as well as information obtained from the Department of Community and Regional Affairs (DCRA),Public Health Service (PHS),Tanana Power Company (TPC),Village Safe Water (VSW),and U.S.Army Corp of Engineers.Previous Bulk Fuel Assessments were conducted by Dames &Moore personnel for the Tanana Power Company and Tanana City School in October-1997.Information from those assessments is also contained herein. The site investigation was conducted on February 18"and 19"and June 11"and 12",1999 by John Stricklan of Dames &Moore and Bruce Tiedeman of the DCRA Division of Energy (DOE).Representatives of each of the parties responsible for operating and maintaining the various existing bulk fuel storage facilities in the community were contacted during the site visit to gather information regarding the condition of the existing facilities and the need for additional and/or upgraded facilities.Additionally,the condition of each of the existing fuel systems was documented by visual inspection.The suitability for incorporation of the various system components into an upgraded and co-located facility was evaluated. 2.0 EXISTING FACILITIES The following paragraphs summarize the results of our site investigation,and provide a description of the condition of each of the tank farms and facilities evaluated as part of this project.The layout of the community and the location of each of the existing tank farms and consumers discussed in this report are shown on Figure |-Existing Fuel Facilities.Photos taken during the site visit are referenced throughout this section and are included at the back of the report. 2.1 CITY OF TANANA The City of Tanana's facilities consist of buildings throughout the City with associated day tanks for heating fuel storage.The City's bulk fuel storage is located at the City shop complex,and deliveries are made to the various city day tanks via a city owned fuel delivery truck.In addition,the Tanana City School District has two underground storage tanks used for heating fuel,and an above ground storage tank for use with an emergency generator. CITY OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT 1 D&M Jos No.37203-011-218 The City also maintains and operates the Elder's Home for the Tozitna Corporation.This includes supplying heating fuel to the facility's day tanks,which store fuel for the building boilers.. Tanks &Appurtenances: City Facilities -City owned or maintained buildings include the main office,fire station,city liquor store,maintenance shop,and Elders home.Tanks 1 through 5,8 and 9,are heating oil storage tanks for these facilities.These tanks were observed to be in satisfactory condition with the exception of Tanks.8.and 9.Table 1 provides a synopsis of these tanks. Tank 9 consists of two 500-gallon (gal)underground storage tanks (UST's)located at the Elder's home.Since the tanks are buried,an inspection of the tanks was not completed. However,they appeared to have proper venting,and were reported to be 3 years old.These two tanks are not regulated,as they only provide heating oil to the buildings boilers. The City may consider fencing in the individual day tanks at each building to prevent unauthorized access.Tank 4,which is located at the City Liquor Store,was observed to have some damage to the coating.This tank should be abrasive blasted to SPCC SP-6 (Commercial Blast)and coated with 8 mils of topcoat and 3 mils of paint. City Bulk Storage: Tanks 6 and 7 are used for City bulk storage.These aboveground storage tanks (ASTs)are 5,000-gal and 1,500-gal,respectively,and are located in a common lined dike behind the City liquor store and adjacent to the city shop (Photo 1). Each tank is fitted with a submersible pump (Tuthill Corp Model 701),meter (Fill-Rite),spin on filter and 1-inch arctic hose (Good Year Ortac).Pumps,meters,filters,and hoses are all in very good shape.Each tank is filled via a capped 2-inch fill line.The tanks contain appropriate normal vents but did not contain any measures for emergency venting.Tank supports for both tanks consisted of inadequate 12 x 12 timber cribbing. Fuel delivery to these bulk tanks is accomplished via an air delivery service.This is accomplished by landing the aircraft at the airport approximately 1.5 miles to the west,after which the fuel is transferred to a fuel delivery vehicle and transported to tanks.Fuel is the distributed from the bulk fuel tanks to the various day tanks as required by a delivery vehicle. CIry OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT 2 D&M Jos No.37203-011-218 The City also has two tanks (7A and 7B)at the City shop building that were used in the past as bulk storage but are no longer in use.Tank 7A is a 10,000-gal railcar and 7B is a 5,000-gal horizontal AST (Photos 2 and 3). Tanana City School -The Tanana City School District (TCSD)has two,15,000-gal UST's buried end-to-end on the northeast side of the school (Tanks 10 and 11).Both tanks share a common access vault.A 1-inch copper fuel oil supply (FOS)line is routed underground from the access vault to a day tank (Simplex)in the school's mechanical room.Fuel is transferred from the USTs via a 4 hp pump mounted on the day tank inside the mechanical room.The. FOS line is plumbed such that either tank can be drawn from to supply the day tank.A leak in the suction line connection to the east tank has resulted in the need for manual transfer of fuel from the east tank to the west tank.The manual transfer is currently being completed using a hose.The vent lines for the underground tanks exit the ground near the mechanical room and extend up the exterior wall approximately 10 feet.The day tank vent piping connects to one of the storage tank vents. These two USTs are filled via an underground FOS line that enters the vault from the south. The fill line is a 3-inch threaded steel pipe and is routed beneath First Avenue.The barge fill point is located in a ditch,which is cut into the riverbank across the street from the UST's. The barge connection consists of a 4-inch cam-lok fitting attached to a 3-inch by 4-inch reducer and a 3-inch threaded gate valve.It has been reported that the gate valve leaks on warm days due to increased pressure from fuel expansion and no pressure relief provisions.No spill containment was observed at the barge header fill point. A 1,000-gal,double-walled,skid mounted AST (Tank 12),which is used to store fuel for the school shop and emergency generator,is located on the north side of the school between the generator shed and the school shop (Photo 4).Fuel for this tank is purchased and delivered through a local fuel company or manually transferred from the USTs. No fencing was observed around the emergency generator tank at the time of the inspection.In addition,the tank appeared to encroach the set back requirement for both buildings. CITY OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT 3 D&M Jos No.37203-011-218 2.2 TOZITNA CORPORATION RETAIL The Tozitna Corporation is the local native corporation,and owns and operates a gasoline retail business in the community.Facilities consist of three underground storage tanks and associated dispensing equipment. Tanks &Appurtenances:The retail facility is located to the north of First Avenue and adjacent to St.James Episcopal Church.The storage for the facility is consists of three 10,000-gal UST's (Tanks 13,14 and 15,Table 2).These tanks were installed in the fall of 1997 and appear to be completely code compliant.The UST's are fitted with proper venting and spill compliant manways.An extensive leak detection and inventory control system (Red Jacket ST 1401)is installed on the tanks. The fuel dispenser is located on the opposite (south)side of the street from the tanks.The dispenser is an electronic,single product,dual hose dispenser.A hose reel is also mounted adjacent to the dispenser and is used to dispense fuel into boats on the river.The river is located approximately two hundred feet to the south of the dispensing station.It does not appear that the dispenser and reel is located on corporation property,but this has not been confirmed. Fuel delivery to the dispensing tanks is accomplished by barge and air delivery services.Fuel barge delivery is accomplished via landing the barge on the riverbank adjacent to the facility. A flexible hose is run from the barge to the tanks,and fuel transfer is completed using a barge mounted transfer pump.Aircraft delivery is accomplished by landing the aircraft at the airport approximately 1.5 miles to the northwest.Fuel is then transferred to a fuel delivery vehicle and transported to the retail facility and into the UST's. 2.3 TOO'GHA INC. TOO'GHA Incorporated is a nonprofit organization developed through cooperation between the City of Tanana and the Tozitna Corporation.The purpose of this entity is to operate and maintain the existing washeteria complex.There is currently a new washeteria being constructed north of Airport Road.This facility will be completed during the summer of 2000. Tanks &Appurtenances:The existing washeteria complex is located adjacent to the City Shop facility and north of Third Avenue.A 10,000-gal bolted rail car tank provides storage for this facility (Tank 16,Table 3).The tank is partially buried and is sloped such the FOS to CiTy OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT 4 D&M Jos No.37203-011-218 the building draws from the high end of the tank.This is not a UL listed tank and does not contain proper venting.This tank should not be reused (Photo 5). A 1-1/2-inch gravity FOS line supplies fuel from the rail car to a day tank in the basement of the washeteria.There is a 1-1/2-inch vent line from the day tank to the exterior of the building which daylights into a 55-gal drum.This drum has a hand pump for removing fuel. Fuel delivery to Tank 16 is accomplished via an air delivery service.This is accomplished by landing the aircraft at the airport approximately 1.5 miles to the west where the fuel is then transferred to a fuel delivery vehicle and transported to the tank. 2.4 TOZITNA TRADITIONAL COUNCIL The Tozitna Traditional Council is the non-profit organization of the Tozitna Corporation.The Traditional Council currently controls the exiting Public Health Service (PHS)fuel storage facility.The council has leased this facility to a private individual (Carlo Enterprises)for his use. Tanks &Appurtenances:The existing PHS facility consists of eight 46,000-gal tanks (Tanks 18 through 25,Table 4,Photo 6).This facility also contains a storage tank,approximately 7,600 gals in size,previously owned by the FAA (Tank 17,Table 4,Photo 6). All of the tanks have 3-inch goose-neck vents used as normal vents with the exception of Tanks 24 and 25.These two tanks store gasoline,and pressure vacuum vents (Shand &Jurs)were installed to prevent product vapor loss.Each tank contains a vertical tank tape gauge (Shand & Jurs)which appeared to be in very good condition. These tanks all have locked drain valves,which were reported to have been vandalized in the past.The drain valves consist of 3-inch gate valves,which initially contained padlocked and chained valve operators.The fuel farm operator reported that,during the vandalism,the chains were cut and the valves were tampered with;however,no product release was reported. Tanks 17 through 25 were contained inside an unfenced diked area.It was not confirmed whether the dike floor contained a liner or not.. These tanks are filled via a 3-inch barge connection point inside the diked area.The farm operator reported that the barge would land at the rivers edge (approximately 600 feet to the CITY OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT 5 D&M Jos No.37203-011-218 south)and a 3-inch flexible hose would tie the barge into the farm headwork's.Fuel was then distributed through a 3-inch,dual product fuel header.A rotary meter (Liquid Controls)was installed in the headworks for metering fuel. The operator reported that there had not been any fuel in the tanks for the past few years due to the barge services refusing to deliver fuel to the farm.The last attempt to fill the tanks resulted in numerous leaks in the flexible hose;therefore,the barge service refused to service the farm. 2.5 TANANA COMMERCIAL 'Tanana Commercial is a privately owned and operated retail fuel facility.Tanana Commercial sells gasoline through their retail facility located adjacent to First Avenue.Tanana Commercial also delivers heating fuel to private customers throughout the area using a fuel delivery truck and operates a bulk fuel storage facility located at the airport.The intent of this storage is to receive gasoline deliveries via air transport. Tanks &Appurtenances:Tanana Commercial's retail facility in town consists of seven fuel storage tanks (Tanks 32 through 38,Table 5). Tank 32 is located within a lined diked area adjacent to First Avenue.The tank is a double- walled,500-gal AST used for dispensing gasoline,and provides fuel to a single product dual hose dispenser and hose reel.Fuel is dispensed to automobiles on the street and marine craft at the rivers edge (approximately 150 feet to the south).Fuel is piped from the tank to the dispenser unit via a buried 1-1/4-inch steel FOS line.The tank contains a normal,screened T- Vent with an inline over-fill alarm (Scully),anti siphon valve on the FOS line and a spill-proof fill box.Tank 32 is not a fire rated tank and is located within 50 feet of a public way.The facility operator anticipates moving this tank during the summer 1999 (Photo 7). Tank 33 is a 1,000-gal UST that is no longer in use and is located adjacent to the dispenser. This tank was used to store gasoline and as a dispensing tank.The tank is scheduled for removal during the summer of 1999. Tanks 34 and 35 are single-walled,500-gal ASTs.Tank 34 provides heating fuel for the store and post office and tank 35 provides fuel for an emergency generator located adjacent to the store. CITY OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT 6 D&M Jos No.37203-011-218 Tanks 36 and 37 are 1,000-gal USTs which are no longer in use.Tank 36 was used to provide heating fuel to the post office and store and Tank 37 was used to store fuel for the emergency generator.Both of these tanks are scheduled to be removed during the summer of 1999. Tank 38 is a 55-gal drum used as a day tank.This tank stores heating fuel for a cabin adjacent to the store.This is not a UL listed fuel storage tank. Tanana Commercial's airport facility consists of two AST's (Tanks 39 and 40,Photo 8)a pump module,and aircraft header.Tank 39 is a double-walled,5,000-gal gasoline AST.This ,tank is used to receive gasoline from aircraft delivery services.The tank contains a normal vent with no emergency venting capabilities present.This tank is filled via a 2-inch line from an aircraft header located 150 feet north of the tanks.This tank was approximately 4 full at the time of inspection.Fuel is drawn from this tank and transported via tanker truck to the retail facility located on First Avenue.The transfer of fuel to the tanker truck is accomplished using a pumping module located adjacent to the tank.This module contains a meter,pump (Blacmeir),and hose reel. Tank 40 is a single-wall,1,000-gal AST used to store AVGAS.This tank is filled via the 2- inch line from the aircraft header.Filling operations for this tank requires the attachment of a 1-1/2-inch flexible hose to the 2-inch steel line and closing the isolation valve for tank 39.At the time of inspection no fuel was stored in this tank,and the operator stated that it was not currently in use. 2.6 TANANA POWER COMPANY The Tanana Power Company (TPC)is the privately owned power utility in the City of Tanana. TPC currently has a 2,000-kilowatt capacity generation facility.The plant generates power though the use of diesel fired generators.TPC distributes power to the local residents. Tanks &Appurtenances:Currently,TPC has three horizontal storage tanks (Tanks 29,30, and 31)with 25,000-,15,000-,and a 3,000-gal capacities,respectively. Tank 29 is a 25,000-gal,single-wall,skid mounted tank.The tank is fitted with a 3-inch welded nozzle used for withdrawing fuel,a 2-inch normal vent,and various threaded connections along the top centerline of the tank.This tank appeared to have a UL 142 Standard skid.This tank is in good condition and can be reused after retrofitting with emergency venting (Photo 9). CITY OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT 7 D&M Jos No.37203-011-218 Tank 30 is a 15,000-gal,single-wall tank placed on top of concrete chairs.This tank is a retrofitted tank that was originally larger.The tank has a 3-inch welded nozzle used for withdrawing fuel,a 2-inch vent,a manway,and various other threaded ports on the top of the tank.The tank is supported on 18-inch concrete chairs spaced 14 feet apart.This tank can be reused by retrofitting with a UL listed support system and emergency vent (Photo 9). Tank 31 is a 3,000-gal tank that was used for interim storage during installation of the two main tanks.The tank is located in a small lined containment area and is currently not in use. This tank has a inadequate timber cribbing for tank supports (Photo 10). The tank farm manifold is 3-inch welded steel pipe with flanged joints and 3-inch steel gate valves.The fuel manifold runs along the top of an existing containment dike and is supported by treated timbers.Manifold piping is routed underground at the fence line along the south side of the containment area,and resurfaces at the northwest corner of the generator building inside of an insulated valve box.Flexible connections are located at the two existing tanks and at the point where the manifold pipe enters the ground. 2.7 DON'S VIDEO Don's Video is private gasoline retail sales facility.The facility currently consists of three AST's (Tanks 41,42,and 43)and a single product dispenser. Tanks and Appurtenances:Tanks 41 and 42 are double-wall tanks in very good condition (Photo 11).Each tank has two emergency vents for both the main tank and interstitial space. Tank 43 has normal venting only and does not appear to be of double-wall construction.Tank dimensions and volumes have not been confirmed.There are potentially one or more buried tanks on the property,based on the presence of venting located behind the AST's,but this has not been confirmed. The tanks are fitted with spill boxes and appear to be manually filled via a tank vehicle.Fuel is transferred to the dispenser via buried fuel lines. CITY OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT 8 D&M Jos No.37203-011-218 3.0 CURRENT &FUTURE FUEL STORAGE AND USAGE 3.1 CITY OF TANANA The Tanana City School currently consumes 25,000 gal of diesel fuel annually.Deliveries are via barge in the fall of each year.The fuel consumption for the school is not anticipated to grow in the near future. City facilities including the fire station,city building,liquor store,police station and Elder's Home consume approximately 24,000 gal of diesel annually.The City is not anticipating this consumption to increase in the foreseeable future. The City currently owns diesel and gas burning vehicles and heavy equipment.The diesel burning equipment consumes approximately 2,500 gal of diesel annually.The City's only gas- burning vehicle is the City police car.Currently all gas for this vehicle is purchased from either Tanana Commercial or the Tozitna Corporation.This vehicle typically consumes approximately 1,000 gal of unleaded fuel annually. Based on these estimates,the City currently consumes approximately 51,500 gal of diesel, including 25,000 gal for the school,and 1,000 gals of gasoline annually.The current storage capacity for the city,including 30,000 gal of school storage,is 41,655 gal (Table 7). 3.2 TOZITNA CORPORATION RETAIL The Tozitna Corporation sells approximately 46,000 gal of gasoline through their retail facility annually.Monthly sales tend to be as high as 5,000 gal.The corporation attempts to top off their tanks in the fall of every year via a barge delivery service.To augment these shipments, deliveries are made via air services throughout the remainder of the year.These individual shipments are usually 2,000 gal each. Based on these estimates the Corporation currently consumes 46,000 gal of gasoline per year. The current storage capacity for the corporation is 30,000 gal (Table 8). 3.3 TOO'GHA INCORPORATED The existing washeteria consumes between 7,500 and 8,500 gal of diesel fuel annually.When the new washeteria complex is completed in 2000,it will contain a 5,000-gal horizontal AST. CITY OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT 9 D&M Jos No.37203-011-218 Additional water distribution upgrades for the city will be completed in 2002,after which it is projected that the new washeteria facility will consume approximately 7,500 gal of diesel fuel annually.It was assumed during the washeteria planning and design phase that the new facility would receive fuel deliveries throughout the year via fuel delivery trucks from the airport. Based on this estimate,the washeteria (TOO'GHA Inc)will consume approximately 7,500 gal annually starting in the year 2000.The actual fuel storage at that time will be 5,000 gal (Table 8). 3.4 TOZITNA TRADITIONAL COUNCIL Consumption rates for the traditional council were unavailable at the time of this report.In the past,the traditional council has sold heating fuel to the public.The traditional council has requested 50,000-gal of storage for this use (Table 8). 3.5 TANANA COMMERCIAL Tanana Commercial is a private fuel retailer and annual sales volumes are not available. Tanana Commercial does not expect to increase their operations in the foreseeable future. Current storage capacity is 1,500-gal gasoline and 9,055 diesel. 3.6 TANANA POWER TPC currently consumes approximately 117,000 gal of fuel annually.The current storage capacity of TPC is 43,000 gal (Table 7). 3.7 DONS VIDEO Don's Video is a private fuel retailer and annual sales volumes are not available. 4.0 PROPOSED FUEL SYSTEM 4.1 CO-LOCATED TANK FARM A proposed co-located tank farm will incorporate existing and proposed tanks for the City of Tanana,Tanana City School,TPC,and the Tozitna Traditional Council.All of these entities CITY OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT 10 D&M Jos No.37203-011-218 will have tanks placed in one of two diked cells located within a larger diked tank farm.A common barge fill line will be used to transfer fuel from the river to the tank farm.In addition,truck fill stands will be provided for both transferring fuel from the airport to the tank farm and filling delivery trucks which service day tanks throughout town. 4.1.1 General Site Location and Conditions The proposed site for the tank farm is north of Third Avenue,behind the powers plant and between the sewage lagoon and City Shop (Figures 2 and 3).This site was chosen for various reasons as discussed in the following paragraphs. The largest single fuel consumer in Tanana is TPC.The placing of the tank farm in this location will limit the amount of piping necessary to transfer fuel to this facility,thus reducing the risk of an accidental fuel release.In addition,the power company facility is manned several hours each day,providing the opportunity for the operator to monitor and maintain the fuel facility.Access to the site is available from both Third and Fourth Avenues and can be accessed via existing roads across TPC property and the lot adjacent to the sewage lagoon. The proposed consolidated tank farm is outside of any known or recorded flood zone.The Army Corp of Engineers was contacted to verify flood zones.In addition,local interviews were conducted to determine areas of flooding. 4.1.2 Facility Description The tank farm will consist of two intermediate cells contained within one large diked farm. One cell will contain 90,000 gals of diesel storage for TPC.The second cell will contain 52,000 gals of diesel and 2,000 gals of gasoline for the City and School.Additionally,this second cell will contain 75,000 gals of diesel storage for the Tozitna Traditional Council.Both cells were sized to accommodate two 25,000 gal future tanks. City and Tanana City School System:The City of Tanana and Tanana City School will share two 25,000 gal tanks containing diesel and a 4,000 gal dual product tank containing 2,000 gals of diesel and 2,000 of gasoline.This tank will be used in conjunction with the truck fillstand to dispense gasoline and diesel.Diesel can be received via a 3-inch line from the barge header or via truck using TPC proposed truck stand. CITY OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT 11 D&M Jos No.37203-011-218 A truck fill stand will be located on City property and connected to the fuel facility.This truck fill stand can receive gasoline from tanker trucks into the farm,and it will be able to dispense diesel and gasoline from the dual product tank located within the farm.The fillstand will be contained within a lined earthen bermed area.The bermed area will be graded and provided with a drainage sump to allow the operator to remove storm water via a portable pump.The fill stand will be fenced in with a 6-foot security fence. Tozitna Traditional Council System:The Tozitna Traditional Council system will consist of three new 25,000-gal tanks and a new 4,000 gal single product tank.Diesel can be received via a 3-inch line from the barge header or via truck using TPC's proposed truck stand. A truck fill stand will be located on TPC property and connected to the fuel facility.This truck fill stand will be used to fill a diesel delivery truck,which will service,various day tanks around town.The fill stand will be contained within a lined earthen bermed area.The bermed area will be graded and provided with a drainage sump to allow the operator to remove storm water via a portable pump.The fill stand will be enclosed in the same 6-foot fence with the main tank farm. TPC System:The TPC fuel system will consist of two new 25,000-gal tanks and the existing 25,000-gal tank and the existing 15,000-gal tank.All tanks will store diesel.Diesel can be received via a 3-inch line from the barge header or via truck using the proposed truck fillstand. A truck fill stand will be located adjacent to the power generation facility.This truck fill stand will be used to transfer fuel from the TPC delivery truck to the facility.The fillstand will be contained within a lined earthen bermed area.The bermed area will be graded and provided with a drainage sump to allow the operator to remove storm water via a portable pump.The fill stand will be enclosed in the same 6-foot fence as the main tank farm. TPC tanks will feed the power generation facility via a 3-inch fuel header which will be connected to the existing valving located on the north side of facility.In addition,a 2-inch line will provide fuel to a van-mounted generator.A fuel transfer station may be required within TPC diked area to transfer fuel to the facility and the van mounted generator.This will be incorporated as the design progresses. TPC has expressed an interest in providing an electronic tank gauging and valve control system.Tanks will be provided with additional penetrations to accommodate these systems. CITY OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT 12 D&M Jos No.37203-011-218 4.2 SCHOOL DAY TANKS AND FUEL DISTRIBUTION SYSTEM Due to its close proximity to the generator and school shop,the 1,000 gal school AST should be moved to the west side of the generator building as shown on Figure 4.The tank will be placed 5 feet from the building eave and will be enclosed within a 6-foot fence.Fuel supply lines will be replumbed to the interior day tank accordingly. A 5,000-gal double-wall AST will be placed on the east side of the main school building as shown on Figure 4.This tank will be placed inside a 6-foot high fenced area.A fuel supply line to the school boiler room will be routed under the building soffet inside to the boiler room. Based on the school consumption of 27,000 gal a year,which occurs mainly during a 9-month period,this will require the tank to be filled every one and a half months.Both tanks will be fitted with spill boxes at the manual filling port and will be filled manually with a tanker vehicle.The bulk of the annual fuel used by the school will be placed in the consolidated fuel facility. 4.3 FUEL LINE ALIGNMENTS AND BARGE HEADER The new composite tank farm can receive fuel deliveries from the airport using a tanker vehicle and TPC truck fill stand or by barge via a barge header and approximately 2,200 linear feet of 3-inch piping. The proposed alignment for the fuel piping has the piping exiting the farm at the corner and traveling west.It proceeds along Fourth Avenue to Airport Road where it heads south paralleling Airport Road.The fuel line will cross underneath Third Avenue and parallel Mill Street crossing under Second and First Avenues.The fuel line will terminate at the barge header located at the river (Photos 12 and 13). Isolation valves will be located at appropriate points along the fuel line.All isolation valves will be fitted with pressure relief valves. Barge services serving the area can pig up to 3,000 linear feet of fuel piping;therefore,"pig friendly”valves and fittings will be used.The fuel farm will be plumbed to accommodate pig receivers. CITY OF TANANA BULK FUEL UPGRADES JUNE 1999 SITE INVESTIGATION -PRELIMINARY DESIGN REPORT 13 D&M Jos No.37203-011-218 5.0 PRELIMINARY COST ESTIMATE A preliminary construction cost estimate was prepared for the bulk fuel tank farm described in the previous section.These costs were developed from previous Division of Energy purchasing and construction practices and assumptions.Capital costs were divided appropriately to allocate costs to the users of the co-located facility. One of the most critical assumptions made during the estimate process was concerning the availability of gravel fill for dike construction.The City borrow source has been depleted. .Three borrow sources as described below are currently being considered for various construction projects in Tanana. e One site is adjacent to the current depleted city borrow source.This is on private property and no subsurface investigation has been conducted to confirm gravel quantity or quality. e A second site is in the Bear Creek area.The Traditional Council is currently trying to develop this source.An access road will need to be constructed prior to development of this site. e A third source is the Tanana River.The City has a permit to remove gravel from the river;however,there is no equipment adequate to remove the gravel in the community at this time. This conceptual estimate requires approximately 6,000 cubic yards of non-frost susceptible gravel.VSW was contacted and provided unit prices for gravel delivered to the new washeteria of $5.00 per cubic yard.In the preparation of this estimate,it was assumed that a source was developed and a unit price of $10.00 per cubic yard was used. Based on these assumption,the total estimated cost for the project is $1,306,136.Cost estimate spreadsheets are provided in Appendix A.
